Book Synopsis The Economics of Prevailing Wage Laws by : Peter Philips
Download or read book The Economics of Prevailing Wage Laws written by Peter Philips and published by Routledge. This book was released on 2017-03-02 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: Prevailing wage laws affecting the construction industry in the United States exist at the Federal and State levels. These laws require that construction workers employed by contractors on government works be paid at least the wage rates and fringe benefits 'prevailing' for similar work where government contract work is performed. The federal law (Davis-Bacon Act) was passed in 1931. By 1969 four fifth of States had enacted prevailing wage legislation. In the 1970s, facing fiscal crises, States considered repealing their laws in an effort to reduce construction costs, and since 1979 nine States have repealed their laws. These repeals at State level along with unsuccessful attempts to repeal the Davis-Bacon Act have pushed prevailing wages to the forefront of public policy and controversy. This book, for the first time, brings together scholarly research in the economics of prevailing wages placed in historical and institutional context.
Book Synopsis Why Project Labor Agreements are Not in the Public Interest by : David Tuerck
Download or read book Why Project Labor Agreements are Not in the Public Interest written by David Tuerck and published by . This book was released on 2013 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: Project Labor Agreements (PLA's) on public projects are a "heads-we-win, tails-we-breakeven" proposition for the unions. At worst, from the point of view of the unions, a PLA modifies work rules that would have been modified anyway in the course of open bidding. At best, it preserves work rules that would have been modified had the bidding process not been encumbered by a PLA. The only explanation for a PLA on a public project is the reluctance of politicians to enforce open bidding laws against the resistance of a weakening, but still powerful, union monopoly.
Book Synopsis Breaking Down Barriers, Building Up Communities by : Elizabeth Ann Chimienti
Download or read book Breaking Down Barriers, Building Up Communities written by Elizabeth Ann Chimienti and published by . This book was released on 2010 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: For decades, government and community organizations have developed strategies to provide workers historically excluded from the Building Trades with access to jobs on publicly funded construction projects. Studies of best practices recommend the use of: project labor agreements (i.e., contracts between project owners and unions that are negotiated prior to the selection of contractors) that set goals for the workforce's composition in terms of race, gender, residence, income and/or craft experience; funding for pre-apprenticeship training programs; and sanctions or incentives for compliance. This thesis uses interviews and published sources to explore the importance of contract language, resources, and relationships in the implementation of four project labor agreements that included targeted hiring goals. It identifies five potential hurdles to expanding access to jobs in the Trades, and evaluates the use and success of best practices on these four projects. It concludes that in addition to the aforementioned best practices, the federal government should grant funds to promote better relationships among stakeholders prior to the negotiation of PLAs.
