In this article we use an equilibrium displacement model to estimate and compare the economic welfare effects from a range of hypothetical farm commodity and retail food policies as alternative mechanisms for encouraging consumption of healthy food or discouraging consumption of unhealthy food, or both. We find that, compared with retail taxes on fat, sugar, or all food, or subsidies on fruits and vegetables at the farm or retail levels, a tax on calories would be the most efficient obesity policy. A tax on calories would have the lowest deadweight loss per pound of fat reduction in average adult weight, and would yield a net social gain once the impact on public health care expenditures is considered.

The goal of this research is to estimate and compare the economic welfare effects including net benefits arising from hypothetical farm commodity and retail food policies as alternative mechanisms for encouraging consumption of healthy food or discouraging consumption of unhealthy food, or both. To do this, I develop an equilibrium displacement model that characterizes the linkages between multiple commodities that are vertically linked to multiple retail products, where the commodities and retail products are related in production and consumption. I simulate the likely effects on food and commodity consumption of eight policies that have been proposed in the literature as ways of addressing obesity: eliminating current farm programs including farm subsidies and trade barriers on agriculture, a subsidy on fruit and vegetable retail products versus subsidies on fruit and vegetable farm commodities, a tax on the fat content of food products versus a tax on the calorie content of food products, and a tax on the sugar content of food products versus a tax on sugar beet and cane farm commodities. I then translate the changes in food consumption into changes in calorie consumption, weight, and public health care expenditures, and compare the changes in social welfare for each policy.

This is called the farm share. The rest of the food dollar pays for additional services, such as food transportation, distribution, processing, and advertising. Over the past half-century, the overall farm share of the U.S. food supply has fallen. At the same, obesity rates have been rising steadily. This paper explores the relationship between these two concurrent phenomena, hypothesizing an inverse relationship between Americans' body mass index and the overall farm share of their diet. Using U.S. Department of Agriculture farm share calculations for a variety of food types, combined with data on people's eating habits, a variable is constructed to represent the total farm share of each person's diet. An ordinary least squares (OLS) regression model is used to investigate a link between this farm share variable and individuals' body mass index, controlling for demographics and physical activity. The results support the hypothesis, finding an inverse relationship between farm share and body mass index. These results suggest that the obesity epidemic could be mitigated by policies that support the consumption of foods with high farm shares.
