Book excerpt: This paper uses multiple rounds of household survey panel data to assess the distributional implications of variability in agricultural productivity in Nigeria and Uganda. It uses both a conventional decomposition and a regression-based inequality decomposition to estimate the impact of climate-induced variability in agricultural productivity. To mitigate the endogeneity associated with unobserved time-invariant and time-variant household fixed effects, we use rainfall shocks as a proxy for estimating the exogenous variability in agricultural productivity that affects consumption. Results suggest that a 10 percent increase in the variability of agricultural productivity tends to decrease household consumption by 38 and 52 percent on average for Nigeria and Uganda, respectively. Controlling for other factors, variability in agricultural productivity contributed to between 25 and 43 percent of consumption inequality between 2010 and 2015 for Nigeria; and 16 and 31 percent of consumption inequality between 2009 and 2011 for Uganda. We also show that variability in agricultural productivity increases changes in consumption inequality over time.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Nonseparable household models outline the links between agricultural production and household consumption, yet empirical extensions to investigate the effect of production on dietary diversity and diet composition are limited. Although a significant literature has investigated the calorie-income elasticity abstracting from production, this paper provides an empirical application of the nonseparable household model linking the effect of exogenous variation in planting season production decisions via climate variability on household dietary diversity. Using exogenous variation in degree days, rainfall, and agricultural capital stocks as instruments, the effect of production on household dietary diversity at harvest is estimated. The empirical specifications estimate production effects on dietary diversity using both agricultural revenue and crop production diversity. Significant effects of agricultural revenue and crop production diversity on dietary diversity are estimated. The dietary diversity-production elasticities imply that a 10 percent increase in agricultural revenue or crop diversity results in a 1.8 percent or 2.4 percent increase in dietary diversity, respectively. These results illustrate that agricultural income growth or increased crop diversity may not be sufficient to ensure improved dietary diversity. Increases in agricultural revenue do change diet composition. Estimates of the effect of agricultural income on share of calories by food groups indicate relatively large changes in diet composition. On average, a 10 percent increase in agricultural revenue makes households 7.2 percent more likely to consume vegetables and 3.5 percent more likely to consume fish, and increases the share of tubers consumed by 5.2 percent.

Book excerpt: Handbook of International Food and Agricultural Policies is a three-volume set that aims to provide an accessible reference for those interested in the aims and implementation of food and farm policies throughout the world. The treatment is authoritative, comprehensive and forward looking. The three volumes combine scholarship and pragmatism, relating academic writing to real-world issues faced by policy-makers. A companion volume looking at the future resource and climate challenges for global agriculture will be published in the future.Volume I covers Farm and Rural Development policies of developed and developing countries. The volume contains 20 country chapters together with a concluding comprehensive synthesis of lessons to be drawn from the experiences of the individual countries.Volume II examines the experience of countries with food policies, including those dealing with food safety and quality and the responsibility for food security in developing countries. The chapters address issues such as obesity, nutritional supplements, organic foods, food assistance programs, biotech food acceptance, and the place of private standards.Volume III describes and explains the international trade dimension of farm and food policies — both at the bilateral and regional level — and also the multilateral rules that influence and constrain individual governments. The volume also looks at the steps that countries are together taking to meet the needs of developing and low-income countries. The volumes are of value to students and researchers interested in economic development, agricultural markets and food systems. Policy-makers and professionals involved in monitoring and regulating agricultural and food markets would also find the volumes useful in their practical work. This three-volume set is also a suitable source for the general public interested in how their food system is influenced by government policies.
