Available in PDF, EPUB and Kindle. Book excerpt: Based on 25 years of community development practice, six of which have been lived in South Africa, Peter Westoby’s ground-breaking monograph moves away from dominant normative accounts of community development to provide an appreciative and critical analysis of concrete examples of community development theory and practice. By examining community development stories as experienced on the ground, Westoby is able to show how the poor are organising themselves using various forms of community development as well as demonstrating how the state and non-state actors are attempting to organise, engage or accompany the poor through community development. The book also breaks new ground in theorising the practice of community development, drawing inductively from the stories analysed. The diversity of South African contexts and the proliferation of different kinds of community practice, make this a hugely difficult task. Despite this, Westoby argues it is one worth undertaking given the seriousness of the challenges facing the poor and progressive social change agents within South Africa. In this undertaking, Westoby draws upon a unique analytical framework to help illuminate current community development policy and programme challenges, along with practice dilemmas and wisdom.

In a developmental state like South Africa, municipalities have the specific responsibility of generating growth and development in their areas of jurisdiction. Through consultative processes, municipal goals and functioning are in the public domain. As co-creator of the future of local communities, municipalities must master the totality of local governance. To do this, current and prospective municipal managers need to understand, for example: the role and functions of municipalities in South Africa; the constitutional dispensation as it affects municipalities; the strategic orientation of municipalities within the global and national contexts; the capacities and resources available; best practices as far as management processes, procedures and methods are concerned. The book explores the multifaceted nature of municipal management in South Africa and focuses the readers attention on selected key strategic issues such as: local economic development; local democracy; disaster risk reduction.

Book excerpt: The first democratic elections in 1994 has resulted in the government beginning a fundamental transformation process in all three spheres of government to give effect to the Constitution of the Republic of South Africa, 1996, and to address numerous developmental challenges that local government faced. The municipalities are responsible for the provision of services to the communities in a sustainable and accountable manner, as well as to promote the social and economic development of their communities. Therefore, a municipality must structure and manage its administration as well as its planning and budgetary processes to give priority to the basic needs of the community, to promote the social and economic development of the community, as well as to participate in national and provincial development programmes. The main purpose of an Integrated Development Plan (IDP) of a municipality is to enhance the level of service delivery, to promote sustainability and to address poverty through an integrated and aligned approach among role players and stakeholders within the municipalities’ jurisdiction. The main purpose of this study was to analyse the perceived impact of the IDP on the social and economic development circumstances of the communities within the Magareng Local Municipality of the Northern Cape Province. For the realisation of the aim and the objectives of this study a qualitative research methodology was adopted. The literature study was based on the requirements of a qualitative study, which includes extensive literature, legislation, policy documents journal articles, books, conference papers, internet and government reports about, developmental local government, IDP and LED in the context of South African local government. An empirical study was also administered. A semi-structured questionnaire was utilized to elicit information from selected ward councilors of the Magareng Local Municipality regarding the perceived impact of IDP on the social and economic development of communities of Magareng Local Municipality of Northern Cape Province. Except for the above, a semi-structured interview schedule was used to conduct semi-structured interviews with selected municipal officials responsible for IDP and LED of Magareng Local Municipality. It was found during the literature review that although the IDP is an important strategic tool to address the socio-economic backlogs and development challenges of municipalities, more still needs to be done in order to ensure that the medium-term and long-term priorities are effectively implemented to promote effective service delivery and socio-economic conditions of communities in the Magareng Local Municipality. From the findings of the semi-structured questionnaire it was found that the majority of the ward committee members were of the opinion that the social development needs of the local communities of Magareng Local Municipality were not adequately addressed by the municipality. From the findings of the semi-structured interviews the majority of the municipal officials were of the opinion that the municipality was unsuccessful in its role to promote developmental local government with the aim to improve the social and economic circumstances of local communities. It was recommended that the Magareng Local Municipality should focus more on ward-based social and economic developmental needs and priorities in its IDP, such as poverty alleviation, job creation, youth development and local economic growth related LED projects and programmes. This could be done by attracting investments from business partners and other stakeholders. The vigorous implementation and execution of IDP and LED related projects and programmes need to be at the forefront of all social and economic development initiatives. It is recommended that the provincial government and sector departments provide support, guidance and sufficient funds to ensure that Magareng Local Municipality will be able to implement its IDP and LED related projects and programmes effectively. This will assist the municipality to complete and reduce the turnaround time of IDP and LED related projects and programmes to promote the social and economic development of local communities.

Available in PDF, EPUB and Kindle. Book excerpt: The book is based on the view that the present trajectory of modern development cannot continue as it is now because it is ecologically unsustainable, it continues to enlarge the gap between rich and poor, and the decolonisation movement has drawn our attention again to the specific role of religion, culture and value in human affairs and the need for a robust element of indigenisation and contextualisation. This book is strongly focused on the context of Africa, with two chapters that are written by authors from the Netherlands for the purpose of presenting a North-South dialogue. The book contains a reflection on approaches followed in building sustainable human communities in general and reflection on specific efforts to solve sustainability issues. It seeks to integrate academic reflection and insights gained from practical involvement with sustainability issues in local communities and low-income households, with contributions from Theology and Natural and Social Sciences.

Available in PDF, EPUB and Kindle. Book excerpt: Much of the urban research focuses on the large metropolitan areas in South Africa. This book assesses spatial planning in the second-tier cities of the country. Secondary cities are vital as they perform essential regional, and in some cases, global economic roles and help to distribute the population of a country more evenly across its surface. Apartheid planning left South African cities fragmented segregated and with low densities. Post-apartheid policies aim to reverse these realities by emphasising integration, higher densities and upgrading. Achieving these aims has been challenging and often the historical patterns continue. The evidence shows that two opposing patterns prevail, namely increased densities and continued urban sprawl. This book presents ten case studies of spatial planning and spatial transformation in secondary cities of South Africa. The book frames these case studies against complexity theory and suggests that the post-apartheid response to apartheid planning represents a linear deviation from history. The ten case studies then reveal how difficult it is for local decision-makers to find appropriate responses and how current responses often result in contradictory results. Often these cities are highly vulnerable and they find it difficult to plan in the context of uncertainty. The book also highlights how these cities find it difficult to stand on their own against the influence of interest groups (property developers, mining companies, traditional authorities, other spheres of government). The main reasons include weak municipal finance statements, the dependence on national and provincial government for capital expenditure, limited investment in infrastructure maintenance, the lack of planning capacity, the inability to implement plans and the unintended and sometimes contrary outcomes of post-apartheid planning policies.

Available in PDF, EPUB and Kindle. Book excerpt: The Promise of Planning explores the experience of planning internationally since the global financial crisis, focusing on South Africa. The book is a response to a decade-plus in which state-led planning has re-emerged as a putative means for achieving developmental goals (as indicated in global initiatives such as the New Urban Agenda) and where planning in South Africa has consolidated in terms of its legal and policy basis. However, the return of planning is happening in an inauspicious context, with economic fragilities, technological shifts, political populism, institutional complexities, and more, threatening to upturn the "new promise of planning." The book provides a careful analytical account of planning in South Africa and how and why its promises have been difficult to achieve. Building on the authors’ previous book, Planning and Transformation, the book sheds light on planning as an increasingly complex and diverse governmental practice within a perpetually changing world. It can be used as a resource for planners who must make good on the new promise of planning while navigating the risks and threats of the contemporary world, as well as students and faculty interested in international planning debates and the South African case.

Book excerpt: State of the Nation: South Africa 2007 offers 22 diverse angles on contemporary South Africa in one compelling and comprehensive collection. The politics section focuses on the outcome of the 2006 local government elections and issues of service delivery. The economy section examines the rapidly growing social welfare net, the state of our public health systems, and the topics of water and the environment, heritage and tourism. Violence against women, prison reform, the plight of South Africa's former guerrilla fighters, transformation in South African rugby and the post-apartheid role of the church all come under the spotlight in the society section. The volume concludes with a look at trends in the continuing involvement of South African business on the African continent, South Africa's part in the complex search for peace and stability in the Democratic Republic of Congo, and the life of the vast Zimbabwean exile community in South Africa.
