More specifically, it examines the relationship between the Mobile Device Distribution Improvement Act enacted in 2014 and mobile telecommunication rate and device installments. Therefore, the research question is "How does the Mobile Device Distribution Improvement Act affect consumers' telecommunication rate and device installments?" Six - year data from the KISDI Media Panel was used as the research data, and STATA 13.0 was used for the analysis. As a result of the analysis, since the implementation of Mobile Device Distribution Improvement Act, both the communication charges and the terminal installments of users decreased. Despite these monetary benefits, the policy did not establish transparency in the distribution of the mobile communication market, which was originally intended, and it was limited in that it failed to secure policy compliance or trust from the policy target. It is necessary to enhance policy effectiveness through policy adaptability and trust in communication policy.

Therefore it is possible to classify agents in the relevant market into two categories such as service providers and users. However as IT and media technologies (especially IP technology) have been improved, it becomes possible to provide information.telecommunication services without owning network and/or facilities. As a result various business models and market agents are emerged in the telecommunication market. Because of these environmental changes the current Telecommunication Basic Law and Telecommunication Business Law which were enacted under the past environment show limit to regulate today's various business models and agents. For example, the laws failed to regulate new type of service providers because there is no article to regulate them in current laws. Thus regulation failure and unfair regulation between incumbents and new entrants happen. This article tries to redefine telecommunication service and user concepts which are suitable to current and on-coming market environment. This helps market to allocate resource efficiently and grow persistently by clarifying rights and duties of each agent in the market.

Book excerpt: This study investigates whether the existing regulatory framework governing the telecommunications sector in countries in Sub-Saharan Africa effectively deals with emerging competition-related concerns in the liberalised sector. Using Uganda as a case study, it analyses the relevant provisions of the law governing competition in the telecommunications sector, and presents three key findings: Firstly, while there is comprehensive legislation on interconnection and spectrum management, inefficient enforcement of the legislation has perpetuated concerns surrounding spectrum scarcity and interconnection. Secondly, the legislative framework governing anti-competitive behaviour, though in line with the established principles of competition law, is not sufficient. Specifically, the framework is not equipped to govern the conduct of multinational telecommunications groups that have a strong presence in the telecommunications sector. Major factors hampering efficient competition regulation include Uganda’s sole reliance on sector-specific competition rules, restricted available remedies, and a regulator with limited experience of enforcing competition legislation. The weaknesses in the framework strongly suggest the need to adopt an economy-wide competition law. Lastly, wireless technology is the main means through which the population in Uganda accesses telecommunications services. Greater emphasis should be placed on regulating conduct in the wireless communications markets.
