Book excerpt: GAO conducted a survey of the impact of reserve mobilization in support of Operations Desert Shield and Desert Storm on selected reservists, focusing on: (1) problems encountered by reservists when called up for service; and (2) the impact of their experiences on their decision to stay in the reserves. GAO found that: (1) reservists indicated dissatisfaction with the uncertain length of their call-up period, the fact that not all members of their units had been activated, the dispersal of members to installations other than their planned mobilization station, and their assignment to jobs for which they had not been trained prior to arrival at their mobilization stations; (2) 11 of the 40 reservists interviewed complained of hardships in resolving affairs as a result of short notification times; (3) reservists complained of such poor conditions at duty stations as inadequate living quarters, lack of necessary equipment and special clothing, installation failure to adjust the hours of operations of key support offices and facilities to accommodate the reservists' work schedules, and lack of timeliness in receiving pay and travel reimbursements; (4) 20 of the 40 reservists reported experiencing some loss of income, whereas the military income of 11 reservists exceeded their civilian income, and the income for the other 9 remained about the same; (5) the amount of assistance civilian employers provided to their reservist employees, in terms of pay, health and life insurance, and other benefits, varied widely; (6) 11 of the 40 reservists said they would not reenlist; and (7) 31 of the 40 reservists indicated that the problems they encountered had a detrimental effect of their morale.

The demands that the current long-term conflicts place on the military have affected the Navy, both Active and Reserves. Naval personnel are asked to do missions on shore with ground units in an Individual Augmentation (IA) billet. Many of these IA billets have been filled by mobilized reservists, particularly to the operations in Iraq (OIF) and Afghanistan (OEF). This thesis uses standard statistical modeling techniques to quantify the effects of these mobilizations on enlisted and officer retention, and in particular, mobilizations to certain operations, on retention. The results concluded that the operation that the enlisted reservist was mobilized to was the most important factor in determining retention. The reservist's paygrade and rating were also significant factors in predicting attrition. These results can help the Naval Reserve manage its manpower flows.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components.
