Available in PDF, EPUB and Kindle. Book excerpt: We evaluate the potential for family cap policies to reduce the number of out-of-wedlock births to AFDC recipients. These policies, already enacted in a few states, eliminate the incremental benefits entitled to AFDC recipients who have additional children. In our analysis, we use the special 1990 Panel of the Survey of Income and Program Participation (SIPP). Estimating logit regressions, we find that incremental benefits have a positive effect on the probability of a birth among AFDC recipients (although statistically insignificant). However, using a quasi-experimental design, we find a positive correlation between incremental benefits and fertility for each of our comparison groups which is larger than the positive correlation for AFDC recipients. This result indicates that a large part of our previously estimated positive effect on the fertility of AFDC recipients is spurious. Finally, we find similar results among whites, blacks and never-married women, but less consistent results among Hispanics and divorced or separated women. Overall, our results do not provide evidence of a large positive effect of incremental benefits on the fertility of AFDC recipients.

Book excerpt: We study one aspect of the link between welfare and unwed motherhood: the relationship between benefit levels and the time-to-first-marriage and time-to-next-birth among women whose first" child was born out of wedlock. We use twin births to generate effectively random variation in welfare benefits among mothers within a state, which allows us to control for unobservable characteristics of states that typically confound the relationship between welfare payments and behavior. The twins approach yields evidence that higher base levels of welfare benefits: (1) lead initially unwed white mothers to forestall their eventual marriage; and (2) lead initially unwed black mothers to hasten their next birth. The magnitudes of these effects are small, however. Moreover, we find no evidence that the incremental benefit paid upon the birth of an additional child affects fertility

Book excerpt: Fifteen years ago, New Jersey became the first of over twenty states to introduce the family cap, a welfare reform policy that reduces or eliminates cash benefits for unmarried women on public assistance who become pregnant. The caps have lowered extra-marital birth rates, as intended but as Michael J. Camasso shows convincingly in this provocative book, they did so in a manner that few of the policys architects are willing to acknowledge publicly, namely by increasing the abortion rate disproportionately among black and Hispanic women. In Family Caps, Abortion, and Women of Color, Camasso (who headed up the evaluation of the nations first cap) presents the caps history from inception through implementation to his investigation and the dramatic attempts to squelch his unpleasant findings. The book is filled with devastatingly clear-cut evidence and hard-nosed data analyses, yet Camasso also pays close attention to the reactions his findings provoked in policymakers, both conservative and liberal, who were unprepared for the effects of their crude social engineering and did not want their success scrutinized too closely. Camasso argues that absent any successful rehabilitation or marriage strategies, abortion provides a viable third way for policymakers to help black and Hispanic women accumulate the social and human capital they need to escape welfare, while simultaneously appealing to liberals passion for reproductive freedom and the neoconservatives sense of social pragmatism. Yet the role that the state should play with respect to family ties among citizens remains deeply contested. This controversy over the state's role undergirds a broad range of public policy debates: Does the state have a responsibility to help resolve conflicts between work and family? Should same-sex marriage be permitted? Should parents who receive welfare benefits be required to work? Yet while these individual policy issues are endlessly debated, the underlying theoretical question of the stance that the state should take with families remains largely unexplored. In The Supportive State, Maxine Eichner argues that government must take an active role in supporting families. She contends that the respect for human dignity at the root of America's liberal democratic understanding of itself requires that the state not only support individual freedom and equality--the goods generally considered as grounds for state action in liberal accounts. It must also support families, because it is through families that the caretaking and human development needs which must be satisfied in any flourishing society are largely met. Families' capacity to satisfy these needs, she demonstrates, is critically affected by the framework of societal institutions in which they function. In the "supportive state" model she develops, the state bears the responsibility for structuring societal institutions to support families in performing their caretaking and human development functions. Although not all family forms will further the important functions that warrant state support, she argues that a broad range will. Eichner's vigorous defense of the state's responsibility to enhance families' capacity for caretaking and human development stands as a sharp rejoinder to the widespread conservative belief that the state's role in family life must be diminished in order for families to flourish.
