The purpose of this study was to provide insight on the perception of the work environment in light of downsizing in the states of California and Illinois Cooperative Extension. The primary role of Extension is to plan pertinent programs that are effective in meeting the educational needs of the community in agriculture, family and consumer studies, and youth development. This study focuses on how to maintain professional competencies with less staff. Data was provided by the Manson's Workplace Environment Analysis Inventory, and original instrument, to secure reactions of employees in a downsized environment, specifically on morale, survivor job security, and trust. The findings suggested that even though there were discrepancies between the employees' and management's perceptions of morale and survivors job security, they did share similar perceptions on trust in the workplace. The results of this study can be used in designing leadership training programs for community based organizations and others faced with downsizing.

Downsizing refers to activities undertaken by management to improve the efficiency, productivity, and competitiveness of the organization by reducing the workforce size. Many researchers explain the types of response we can expect from survivors of a corporate downsizing. The possible attitudes and behaviors due to downsizing are of particular interest to managers, because managers will inevitably face a workforce at least partially staffed with survivors of downsizing activities. The purpose of this research is to give a better understanding of the effects of downsizing on survivors. This is accomplished by systematically analyzing and combining the findings of independent studies through meta-analysis. This research investigates the variables and variable relationships which represent effects of downsizing on the survivors. The individual downsizing studies are the sources of the variables used to measure behaviors and attitudes prevalent among downsizing survivors. The results of this research give a summary of the cumulated correlations for sixteen(16) variable relationships specifying the strength, direction, and the range of the correlations. These findings enable the manager to preview, in a combined sense, a certain set of downsizing survivor responses. These results support the findings reported in the independent studies and by other downsizing researchers. The studies that did not qualify for use in the meta-analysis cumulation procedures are analyzed, through the meta-analysis vote count method, and show that the majority of the survivors had experienced negative downsizing effects.

These trends have the potential to create a sense of fear and/or anxiety of job loss among employees. Although substantial research on downsizing and layoff has been conducted, attention has been mainly directed to the victims and survivors of layoffs. Less information has been collected about how people in general cope with the fear caused by the threat of layoff through mass downsizing. Drawing upon Terror Management Theory (TMT) (Greenberg, Pyszczynski, & Solomon, 1986; Solomon, Greenberg, & Pyszczynski, 1991), I have developed a model describing the relationships between threat of future downsizing and the defense mechanisms that are associated with such threat. The purpose of this dissertation is to examine how individuals cope with the threat of layoff through downsizing. In particular, this study empirically examines whether subjects who are threatened by job loss through downsizing will be more likely to favor two business ideologies: the ideology of employee self-reliance and the ideology of corporate change. The ideology of employee self-reliance is defined as the belief that employees should be responsible for their own career planning, including their training and obtaining of essential skills (McKinley, Mone & Barker, 1998) while the ideology of corporate change is defined as the belief that corporate change is constant, healthy, and the normal condition for a corporation (Doppler & Lauterburg, 2001). In addition to examining whether the threat of future downsizing affects favorableness toward business ideologies, the study examines whether the threat of future downsizing will lead subjects to deny vulnerability to the threat. Three hypotheses are proposed to compare responses among those who are exposed to the threat of future downsizing and those who are not. In particular, I predict that subjects who are exposed to the threat of future downsizing will manage their threat by: (a) denying their vulnerability to the threat, and (b) embracing worldviews, which in this study are the business ideologies described above. I conducted a 2 (threat of future downsizing or control) by 2 (business ideologies: the ideology of employee self-reliance or the ideology of corporate change) between-subjects analysis of variance (ANOVA) to test whether those exposed to the threat of future downsizing condition engaged in behavior that would help them deny vulnerability to the threat. The ANOVA result confirms the pretest conducted previously, indicating that threat of future downsizing leads to denial of vulnerability to downsizing. Another two hypotheses examining whether the threat of future downsizing led to being more favorable toward business ideologies were tested using a 2 (threat of future downsizing or control) by 2 (business ideologies: the ideology of employee self-reliance or the ideology of corporate change) between-subjects analysis of covariance (ANCOVA). These hypotheses were not supported. Results were significant, however, in the opposite-to-predicted direction, suggesting that when exposed to the threat of future downsizing, subjects tended to evaluate the ideologies of employee self-reliance and corporate change less positively rather than more positively. The implications for future research and managerial practice are discussed.

Book excerpt: Witnessing first hand how the federal government works from an active stint in the Navy and continuing it with federal service gave me the ability to see what was awry in each organization. At the 12 year mark, I saw so much that made me ponder what could be done differently in organizations. When I was an intern and went through downsizing it gave me a deep appreciation for how the people were treated and how management was at the forefront of decision making and outcomes for the people. That led me to one of the most important works of my life to look at downsizing and how it was handled in federal organizations. When I started to research this organizational ailment I realized that even the Comptroller General, David Walker felt that there was a human capital crisis in the government. He said that it threatened national security (Walker, 2001; Voinovich, 2001). Unfortunately, the government and many other employers have all too often treated their employees as a cost to be cut rather than an asset to be valued (Walker, 2001). A U. S. General Accounting Office (GAO) (2000) study reported that many of the human capital problems that the Department of Defense (DOD) deals with today are the result of its approach to downsizing in the early 1990s (GAO). This outcome results in layoff survivors who possess an emotive outcome inherent with being a survivor, incurring layoff survivor sickness and being among the organization's walking wounded. As organizations change, downsizing will continue and management and leadership will play a crucial role in the future of downsizing and its impact on the relationships and behaviors of employees (leader and member) (O'Neill & Lenn, 1995). The federalgovernment calls it a buzz word like "transformation" or "rightsizing" and management thinks that they have done something right. I often wondered how these managers could cut the organization support ranks to the bone and have no regard for how the private sector dealt with the outcome of these decisions that were not always the best. My passion for the way the government managed was sparked by a meeting and presentation by Dr. Paul Light, who informed me well about what the government was doing. After that, I was attending courses at the Defense Acquisition University at Ft Belvoir, I spent many hours in the library and did some research on this subject. One day I found an article that dealt with Leader Member Exchange (LMX), Organizational Citizenship Behavior (OCB) and Organizational Commitment (OC) written by an Air Force Major, Yolanda Truckenbrodt. This book extends the study by Dr. Yolanda Truckenbrodt (2000) who provided an implication on her empirical examination of the quality of the relationship of the leader-member exchange, organizational citizenship behavior, and organizational commitment constructs that a replication should be done on civilian federal workers. The study that I did extends further to include the population of federal survivors in a downsized organization. The ultimate goal was to examine the implications of downsizing by the federal government within a theoretical framework that focuses on civilians in the largest aspect of the federal workforce, the DOD who represent resilience and continuity. The Problem with Downsizing Allen, Freeman, Russell, Reizenstein, and Rentz (2001) studied 106 managers who experienced downsizing and provided data regardingorganizational commitment, turnover intentions, job involvement, role clarity, role overload, satisfaction with top management, and satisfaction with job security at three different times. Although the results generally indicated that downsizing had a significant impact on work attitudes that the impact varied over time, and the initial impact was generally negative, also indicated that changes related to satisfaction with top management and job security were significantly related to changes in organizational commitment.
