Book excerpt: Excerpt from The Educational Policy of the Whitney Government: Three Years of Progressive Legislation and Administration; 1905-1908 The educational policy of the present Government is avowedly based upon the principle of fulfilling in all respects the promises made by Mr. Whitney and his associates when in Opposition. Although the Government has been but three years in office, and the reorganization of the educational system involves exhaustive enquiry into existing conditions and much arduous reconstructive, work, a striking advance has already been made in both administration and educational efficiency. It was impossible to eradicate in a short time defects which had been allowed to develop in the school system over a long period of years. But enough has been accomplished to vindicate the sincerity and vigour of the Administration and the success of its efforts. The record of three years' progress is inspiring. In 1905 discontent with our schools had become general. Pro found dissatisfaction was felt both by the parents of children and by educationists themselves. It was contended, and with truth, that a kind of lethargy had crept over the whole system; that the schools were not giving the? Kind of instruction best designed to fit the child for after life; that teachers were underpaid and often imperfectly trained; that the public schools, especially in the rural districts, had. Been allowed to become inefficient; that the cost and number of text books constituted a heavy burden upon the parents; that the examina tion system had been pushed to such extremes as to undermine the real purpose and effect of education; that an adequate voice in the framing of educational reforms was denied to the teachers; and that the Pro vincial University was languishing for lack of financial support and proper administrative control. Book excerpt: During the past few years there have been several changes in the educational system of Ontario: a reorganization of the Department of Education, the abolition of the school section, the establishment of post-secondary institutions of applied arts and technology, and the reform of Grade 13. Others are in prospect: the abolition of Grade 13 departmental examinations, the requirement that all elementary school teachers must have a university degree, and the establishment of an educational television network. These changes are evolutionary rather than revolutionary. Representing less a break with tradition than a logical expansion of it, they are developments that are consistent with the rationale of the system as it has evolved in the course of one hundred and fifty years. This study is concerned with the nature and significance of these changes in relation to the dimensions and organization of the system itself. It describes the system as it exists today, identifies those features of it which are either unique or distinctive, and explains by reference to their historical development how these unusual features have come to occupy their present position. The author also investigates the disadvantages as well as the advantages of the present approach to education in Ontario, pointing out that the system has become such a vast complex that it is exposed to the dangers of fragmentation and compartmentalization. The basic problem is one of co-ordination, which could be remedied by closer liaison between government departments and by the establishment of improved communications between educational institutions. This account is a valuable contribution to the public debate on education in Ontario.

At that time the progressive education movement in Canada was composed of two major intellectual strands, neo-Hegelian idealism and new liberalism. By tracing the thought and practices of this eminent educator, Wood shows how the neo-Hegelian philosophy of the late nineteenth century was transformed by its own logic and social imperatives into what seems to be its opposite. Idealism, ironically, ultimately comes to resemble pragmatism. Elected to the Ottawa City Council in 1905, Putman allied himself with progressive urban reformers seeking solutions to urban chaos, ward patronage, and inefficient city government. As inspector of public schools, he brought his reformist outlook to bear on providing for the discontented adolescent in the school and on implementing an efficient school system. Two schools established by Putman provided a diversified program for the adolescent; they led, however, not to the self-realization of the individual but to social unification and streaming for vocational roles. At the end of World War I the Ottawa public schools under Putman were judged the most efficient and progressive of any in Canada. But following the tenets of new liberalism and of urban school reformers in the United States, Putman achieved this goal by creating more bureaucratic practices and more formalized procedures, which again contradicted the idealist's moral, humanistic intent. In the postwar period Putman extended the efficiency principle to his survey of schools in British Columbia and his campaigns for junior high schools and county boards in Ontario. By the end of the 193OS, the author contends, the progressive educator had effectively transformed the use of schooling for life adjustment, not for intellectual purposes.
