Book excerpt: Education in Egypt has been an economic paradox for a long time and there is urgent need for change. The Egyptian Constitution guarantees the "right of education in all its stages" for every citizen free of charge in state educational institutions. Yet, there is overwhelming evidence suggesting that such a right is not exercised without the heavy financial burden of private tutoring and other overhead educational expenses, in addition to pressing problems of the educated unemployed and the opportunity cost of expenditure on critical problems such as illiteracy. This research paper will tackle such an urgent topic based on a game theory and decision science approach. The research will focus on higher education and government subsidization from an economic productivity point of view based on a multitude of factors. These include opportunity costs, private tutoring costs, lifetime earnings, government expenditures on education, private returns to education, unemployment, differential labor productivity, incremental income and human capital externalities to social gains. The analysis will be integrated into a three-stage game theory model. The main outcome yields that the constitutional right of 'free education for all' is not economically efficient and yields excessive social losses in the long run. On the other hand, lifting all subsidization also does not yield to an efficient outcome. Targeted partial subsidization achieves an efficient outcome.

From the Revolution of 1952, which saw the breakdown of the party system, seen as ‘sham democracy’, to the re-adoption of the party system in 1976, the Egyptian government has searched for an ideal system that is secular, but not irreligious, and benefitting from, but not copying, the western or eastern models. Professor Hyde has analysed the problems of the educational system, administrative, institutional, theoretical and practical, and related them to Egypt’s urgent need to modernise the state, and to improve the quality of life of her hitherto deprived masses. The deficiencies of the system are discussed with emphasis on the attempts to provide solutions, mainly within the framework of reformed institutions. Informal and private education, literacy campaigns, women’s aspirations and student welfare are all considered, as are policies and plans for the immediate and long-term solutions of Egypt’s problems. The analysis also takes into account socio-economic factors in post-Revolutionary Egypt which not only constitute instruments of change in Egyptian society but also provide the restraints which prevent the rapid translation of educational ideals into reality. At the level of basic education real progress has been made on narrowing regional and reducing gender disparities, reducing class size, eliminating multiple shifts, increasing class instructional time, and introducing technology in the classroom. While Egypt is to be lauded for its significant achievements, problems persist in the education sector. Of particular concern are the problems of the poor. The poor face numerous disadvantages in educating their children, mostly due to: more children per household, low parental education, very limited access to kindergarten, and a high private cost of public schooling. As a result, of all children age seven to eleven who are not attending school, 50 percent are from the poorest segment of the population. While Egypt has embarked on an ambitious and comprehensive education reform program, it faces numerous challenges to attain its educational goals. Foremost among the challenges are: a) improve the quality of schooling, from primary through university; b) strengthen management of educational institutions by decentralizing decisions, and promoting accountability; c) increase efficiency in the use of resources by reducing over-staffing, introducing new financial mechanisms, and given higher education managers increased autonomy and accountability in internal resource allocation; and finally, d) improve equity by ensuring the children of the poor are adequately prepared to begin school, reducing private costs of education to the poor, better targeting higher education subsidies, and initiate parent education programs to improve child development in the home. The reform program is affordable in the long run if recommendations on quality, equity and efficiency and carried out in tandem and regularly barriers to redeploy.

Contrary to most expectations, the authors show that as access to higher education expands, all social classes benefit. Neither greater diversification nor privatization in higher education results in greater inequality. In some cases, especially where the most advantaged already have significant access to higher education, opportunities increase most for persons from disadvantaged origins. Also, during the late twentieth century, opportunities for women increased faster than those for men.
