Book excerpt: Excerpt from The Education and Care of Physically Handicapped Children: Services Authorized Through Children's Courts; Procedure; State Aid The. Laws enacted providing for the physical care, education and general welfare Of the thousands of physically handicapped children of the State are the culmination of years Of work on the part of many civic and social agencies and hundreds of interested citizens to guarantee to _every such child the best medical attention; a good general education and training for useful service. This task now becomes a public trust as well as a public responsibility. There is no group of children in the State more deserving of generous help and sympathetic treatment than the thousands burdened with severe physical handicaps. The Legislature has wisely placed the major responsibility for this work upon local public agencies. It has clearly recognized the need for local leadership and active local participation in developing an effective statewide program for physically handicapped children. TO the children's court judges throughout the State has been given the authority to issue orders providing for the physical care and education of physically handicapped children within their jurisdiction. This power has created an effective method for the development of a necessary statewide service for both rural and urban children afflicted with severe physical defects. It is important to stress the value Of such a service both from the standpoint Of local communities and the State, whereby the cost may be absorbed jointly by the county and State, whenever the parents are unable to bear the total or some portion of this expense. If even one of my suggestions makes your life easier or improves your child's life, then the time and energy I have put into this book will be rewarded many times over. Most of the parents of handicapped children seem to me extraordinary people, and the care and love they show their children are among the highest tributes to the human spirit."--Charlotte E. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1975, this book looks at the place of children with handicaps in society, at that time. It argues that in the thirty years previous, a great deal of progress was made in the field of rehabilitation but that the separation between handicapped people and the community was still a challenge. A strong range of contributors discuss approaches to the problem focusing on education, employment, and daily life. Topics covered include the social aspects of integration, through the problems of the multiple-handicapped child, to a survey of disabled students at universities and polytechnics in Great Britain.

This book was released on 2018-08-06 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the general public in the United States assumes children to be generally healthy and thriving, a substantial and growing number of children have at least one chronic health condition. Many of these conditions are associated with disabilities and interfere regularly with children's usual activities, such as play or leisure activities, attending school, and engaging in family or community activities. In their most severe forms, such disorders are serious lifelong threats to children's social, emotional well-being and quality of life, and anticipated adult outcomes such as for employment or independent living. However, pinpointing the prevalence of disability among children in the U.S. is difficult, as conceptual frameworks and definitions of disability vary among federal programs that provide services to this population and national surveys, the two primary sources for prevalence data. Opportunities for Improving Programs and Services for Children with Disabilities provides a comprehensive analysis of health outcomes for school-aged children with disabilities. This report reviews and assesses programs, services, and supports available to these children and their families. It also describes overarching program, service, and treatment goals; examines outreach efforts and utilization rates; identifies what outcomes are measured and how they are reported; and describes what is known about the effectiveness of these programs and services.

Book excerpt: Excerpt from The Committee for the Study of the Care and Education of Physically Handicapped Children in the Public Schools of the City of New York: Report of the Sub-Committee on the Education of Children in Hospitals and Convalescent Homes, 1941 This statement of findings and conclusions of the committee study ing the problems Of educating children who are confined in hospitals and convalescent homes is one section Of the report of the Committee for the Study of the Care and Education of Physically Handicapped Children in the Public Schools Of the City of New York. This Com mittee was appointed by the Board Of Education in 1936. All of its inquiries, which extended over a period of more than three years, have been made by sub-committees. NO appropriation was given the Committee for the employment of technical and clerical personnel. The studies were possible only because of the voluntary assistance of physicians, educators and other Specialists who have given much time and consideration to the problems presented by handicapped children, the provisions now made for them and the ways in which the existing program can be improved. Clerical and statistical help was provided by the Work Projects Administration and numerous philanthropic organizations. In addition to the persons listed in this report the Committee is indebted to the Superintendent of Schools, Dr. Harold G. Campbell, to the teachers and school Officials and others who have helped in the survey. The Director acknowledges his personal indebtedness to Dr. Lyman C. Duryea and to Dr. Robert T. Rock, Jr. Finally he is indebted to the Public Health Relations Committee Of the New York Academy of Medicine which has critically reviewed this and the other reports Of the Committee.
