Book excerpt: This volume makes a major intervention in the debates around the nature of the political economy of Pakistan, focusing on its contemporary social dynamics. This is the first comprehensive academic analysis of Pakistan's political economy after thirty-five years, and addresses issues of state, class and society, examining gender, the middle classes, the media, the bazaar economy, urban spaces and the new elite. The book goes beyond the contemporary obsession with terrorism and extremism, political Islam, and simple 'civilian–military relations', and looks at modern-day Pakistan through the lens of varied academic disciplines. It not only brings together new work by some emerging scholars but also formulates a new political economy for the country, reflecting the contemporary reality and diversification in the social sciences in Pakistan. The chapters dynamically and dialectically capture emergent processes and trends in framing Pakistan's political economy and invite scholars to engage with and move beyond these concerns and issues.

Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

This book was released on 2021-01-23 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Social Accounting Matrix (SAM) multiplier analysis has been employed to assess the impacts of COVID-19 on various macroeconomic variables including Gross Domestic Product (GDP), employment, and poverty in Pakistan. SAM multiplier models are well-suited to estimate the direct and indirect effects of unanticipated demand-side shocks and short-term fluctuations on various sectors and agents in the economy, such as those caused by the COVID19 pandemic. The results show that Pakistan’s GDP declined by 26.4 percent from mid-March to the end of June 2020 (14 weeks) compared to a non-COVID scenario. Services were hit the hardest, registering losses of 17.6 percent, followed by industry with losses of 6.7 percent. Agriculture turned out to be resilient and remained relatively unhurt, falling by 2.1 percent. All households witnessed a reduction in incomes, but higher-income quartiles appeared to have lost more than lower-income ones. Our approach for economic impact with mitigation measures is to assess the effectiveness of Emergency Response Packages (ERP) by altering the remittances to levels that reflect the magnitude of the support from the government. The total government expenditures were directed towards different kinds of households of PKR 318.6 billion (USD 2.12 billion). This led to a reduction of about USD 3.1 billion in GDP losses, which, compared to the amount spent implied a multiplier of 1.4 in GDP per PKR spent. The national poverty rate soared to 43 percent and 38.7 percent in April and May respectively. The Government’s cash transfers program proved highly effective and led to 11 percent reduction in poverty rate during the pandemic. The recovery scenarios indicate a cumulative GDP loss of USD 11.8 billion and 11.1 USD billion under slow and fast recovery scenarios, respectively, by December 2020. Our estimates show that Pakistan’s annual GDP (at market prices) will register a decline of 4.6 percent in the year 2020 due to negative effects of the pandemic and sluggish economic recovery. Poverty is expected to stabilize at 27.6 percent and 27.4 percent for the two recovery scenarios by December 2020.

The report combines innovative analytical tools with the latest available data to explore Pakistan's involvement in GVCs. It produces indicators on factors including Pakistan's rate of GVC participation, the lengths of its GVC production, its patterns of specialization, and the price competitiveness of its exports. It draws on the Multiregional Input–Output database of the Asian Development Bank, the only time series of intercountry input–output tables to date that includes Pakistan and preliminary data for 2020.

Book excerpt: In the 1950s Pakistan was generally considered to be a country that would remain among the poorest in the world, but economic development in the decade to follow exceeded all expectations. Gustav Papanek, in the first thorough analysis of this achievement, shows how Pakistan, partly by design and partly by accident, arrived at a successful blend of private initiative and government intervention in the economy. This book, which includes the only comprehensive industrial survey of an underdeveloped country, sheds considerable light on the problems facing nations in similar circumstances.

This book was released on 2011-06-07 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive reassessment of the development of the economy of Pakistan since independence to the present. It employs a rigorous statistical methodology, which has applicability to other developing economies, to define and measure episodes of growth and stagnation, and to examine how the state has contributed to each. Contesting the orthodox view that liberalisation has been an important driver of growth in Pakistan, the book places the state at the centre of economic development, rather than the market. It examines the state in relation to its economic roles in mobilising resources and promoting a productive allocation of those resources, and its political roles in managing the conflict inherent in economic development. The big conclusions for economic growth in Pakistan are that liberalisation, the market and the external world economy in fact have less influence than that of the state and conflict. Overall, the book offers analyses of the different successive approaches to promoting economic growth and development in Pakistan, relates these to medium-term economic outcomes - periods of growth and stagnation - and thereby explains how the mechanisms by which the state can better promote growth and development.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses Pakistan's economic performance during the first fifty years of its existence. It tries to answer two fundamental questions: what factors have contributed to the steady, if not spectacular, growth in Pakistan, despite high political volatility and the failure of development to dominate the national agenda over long periods of time? And why has the growth been so lopsided that the sustainability of the development process has been jeopardized? The book also presents an agenda for policy and institutional reform which would help to restore rapid growth, put the country's finances on a sound footing, and, above all, ensure a better distribution of growth benefits to all segments of the population.
