Available in PDF, EPUB and Kindle. Book excerpt: Interviews with ten former chairmen of the Council of Economic Advisers--from the Truman to the Carter administrations--are gathered in this book to examine the relationship between economic advisers and the president and the institutional relationships among the CEA, executive departments, and federal financial agencies. The interviews also reconstruct major presidential decisions since the establishment of the CEA, such as the 1964 tax cut, the 1971 wage and price freeze, and presidential strategies for managing inflation and recession. In a preface to each interview, the editors analyze the conditions for CEA effectiveness, look at how well the advice of the Council has conformed to the presidential world view, and pinpoint the distribution of responsibility for policy analysis and advice within successive administrations.

Book excerpt: David Stockman, Ronald Reagan's budget director, proclaimed the Small Business Administration a "billion-dollar waste—a rathole," and set out to abolish the agency. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Available in PDF, EPUB and Kindle. Book excerpt: Leading political innovation activist Katherine Gehl and world-renowned business strategist Michael Porter bring fresh perspective, deep scholarship, and a real and actionable solution, Final Five Voting, to the grand challenge of our broken political and democratic system. Final Five Voting has already been adopted in Alaska and is being advanced in states across the country. The truth is, the American political system is working exactly how it is designed to work, and it isn't designed or optimized today to work for us—for ordinary citizens. Most people believe that our political system is a public institution with high-minded principles and impartial rules derived from the Constitution. In reality, it has become a private industry dominated by a textbook duopoly—the Democrats and the Republicans—and plagued and perverted by unhealthy competition between the players. Tragically, it has therefore become incapable of delivering solutions to America's key economic and social challenges. In fact, there's virtually no connection between our political leaders solving problems and getting reelected. In The Politics Industry, business leader and path-breaking political innovator Katherine Gehl and world-renowned business strategist Michael Porter take a radical new approach. They ingeniously apply the tools of business analysis—and Porter's distinctive Five Forces framework—to show how the political system functions just as every other competitive industry does, and how the duopoly has led to the devastating outcomes we see today. Using this competition lens, Gehl and Porter identify the most powerful lever for change—a strategy comprised of a clear set of choices in two key areas: how our elections work and how we make our laws. Their bracing assessment and practical recommendations cut through the endless debate about various proposed fixes, such as term limits and campaign finance reform. The result: true political innovation. The Politics Industry is an original and completely nonpartisan guide that will open your eyes to the true dynamics and profound challenges of the American political system and provide real solutions for reshaping the system for the benefit of all. Book excerpt: The sixties began optimistically, with Americans full of hope and expectation, voting to support a new, young, charismatic leader who promised to "move America forward." Tragically, something went wrong. Instead of finding its Utopia, America became a country struggling desperately to escape its Armageddon. President Kennedy's New Frontier fell far short of its promise in tangible domestic legislation and his foreign policy decisions pushed the world to the brink of a nuclear holocaust, while President Johnson's dream of a Great Society foundered in the quicksand of the Vietnam war. This revealing history of the Kennedy-Johnson years begins with the presidential primaries of 1960 and concludes with Johnson's final weeks as a lame duck President. An expert and objective history of an exciting period -- its social, cultural, and economic facets as well as its political developments.
