Book excerpt: The mountain pine beetle outbreak in the Interior forests of British Columbia that began in the late 1990s continues to kill lodgepole and other pine trees across the region and into western Alberta. Beginning in 2001 the provincial government increased available timber supply on Crown-owned lands and encouraged the forest industry to focus harvesting efforts on lodgepole pine. The timber supply uplift and pine-focused harvest strategies raise several questions with regard to the response by the BC industry to the increased supply of pine timber and the impact on timber and product market prices. Following the slowdown in many of BC's major markets, further opportunities to utilize MPB-killed wood inventories need to be examined. This paper describes recent wood market trends and highlights market opportunities and limitations for MPB-killed lodgepole pine. We also highlight key information gaps and uncertainties with regard to fully understanding the possible market and industry impacts of increasing pine harvests to address the mountain pine beetle outbreak, and the subsequent decrease in future timber supply. Book excerpt: To assess the potential to store beetle-killed logs under insulated snowpacks in British Columbia to preserve wood quality and maximize value recovery, we reviewed the literature and visited operations in eastern Canada, where the technique has been recently adapted to routine operations, and in Finland, where 3.5 million m3 of timber are stored under snow annually. We also visited storage terminals in Sweden where very large volumes of sawtimber have been stored since 2005. We identified three roles that cold storage could play in responding to the current mountain pine beetle outbreak: (1) where the outbreak is expanding rapidly and green-attack volume exceeds capacity of mills to process all logs prior to dispersal flight, cold storage can prevent development and dispersal of beetles before milling late in the season; (2) where significant value is lost between harvesting and processing due to checking after delivery to the mill, cold storage can maintain moisture content and extend the time frame for achieving higher economic recovery; and, (3) where there is an opportunity to store large volumes of quality logs, doing so for an extended period (more than one year) may help defer or moderate anticipated social, environmental and economic impacts in the areas most affected by the mountain pine beetle outbreak. We report on discussions with woodland and plant managers in British Columbia on how the technique might be adapted to western Canadian operations and possible impediments to implementation, and we present recommendations.

Book excerpt: We developed a decision-support framework that integrates scenario analysis and multi-criteria decision analysis and used it to analyze forest renewal in the study area of the Quesnel Timber Supply Area. Two consensus-based scenarios were constructed to represent the target future conditions: strong forest sector and forest resilience/economic diversification. Renewal strategies were constructed using multi-criteria decision analysis and sets of criteria specific to each scenario. Impacts of the renewal strategies are measured in terms of several timber and non-timber indicators. The key economic and timber-related impacts are linked to merchantable volume. Ecological impacts are assessed by analyzing wildlife communities associated with the broad habitat categories. None of the strategies generated for the scenarios was acceptable in terms of all criteria and outcomes. Further revisions of the scenarios and criteria, with the involvement of local stakeholders, is therefore recommended for decision-making. The integrated framework developed for this study is general and allows for other community and forest management concerns to be incorporated. The framework demonstrates how the stakeholders' goals regarding their community's future are formulated and how the conflicts between multiple criteria may be addressed. Book excerpt: Northern British Columbia is experiencing an infestation of epidemic proportions from the mountain pine beetle. The British Columbia provincial and Canada federal governments have proposed that uses other than dimensional lumber should be encouraged to maximize the economic value of the dying and dead lodgepole pine. Future wood pellet production facilities would need to become standalone and utilise whole trees as a source of wood fibre inputs. The primary objective of this study was to examine the financial viability of a Northern British Columbia standalone wood pellet production facility located in Prince George when fibre input comes from primary harvesting using a whole mountain pine beetle-killed lodgepole pine tree. The secondary objective was to understand whether incentives by way of stumpage relief provided by the government of British Columbia would provide financial viability of a standalone wood pellet production facility. Data obtained from the British Columbia Ministry of Forests and Range, Wood Pellets Association of Canada, and European Pellet Centre was used to project cash flow for five, seven, and ten-year baseline, realistic, pessimistic, and optimistic scenarios. Analysis was done using net present value of cash flows with an annual 8.9% return requirement. In all but the optimistic scenario it was proven that a standalone wood pellet production facility was not financially viable. It was further determined that mountain pine beetle-killed lodgepole pine was already assessed the lowest stumpage rate and further relief would have no bearing on the financial viability of a standalone wood pellet production facility. Government encouragement of additional wood pellet production facilities would require direct or indirect subsidies aimed at capital costs and taxation relief.

The cost analysis presented is based on survey data from all interior regions in British Columbia and cost estimates cover five separate categories: overhead, tree to truck, log transportation, road maintenance, and silviculture. Estimates are presented for two distinct operational strategies (small clear-cuts and small patch sanitation). Two other types of salvage are also addressed: fire salvage and trap tree salvage.
