This border divides "US" from "Others," and produces social inequalities that form a site where marginalized border women encounter the othering power of neoliberalism and confront inequalities of gender and class. Within this context, a critical comparison of socially similar women, working either in export production industries or in small-scale commerce and low-level services in Ciudad Juárez, reveals how export factory work constrains women’s empowerment at home – as well as the wages they earn and the well-being of their households. This volume challenges the neoliberal rationale of "empowering" women to support market growth, and argues instead for understanding women’s empowerment as a process of transformation from disempowerment by gender power relations to challenging masculinist domination in households and, ultimately, the economy and society. Because structures of gender and globalization are mutually constituted, women’s empowerment as gender democracy is integral to producing alternative, democratic globalization. Using a feminist methodology that gives attention to the standpoint of women located on the downside of social hierarchies and takes into account strategically diverse points of view, this study develops analysis to counter neoliberal globalization as it touches down in the lives of ordinary women and men on the border and beyond.

Book excerpt: The unemployment and labor force participation gender gaps narrowed in Mexico after the 2008 global economic crisis, when female labor force participation increased. This paper aims to understand female labor force participation growth and identify its main determinants. For that purpose, the paper estimates a probit model with data from the National Employment Survey of 2007 and 2017, when the unemployment rate returned to the pre-crisis level. Broadly, the results show that increasing labor force participation of women ages 36 to 65 sustained the growth of overall female labor force participation, women's educational attainment can offset any individual or household obstacle to women's employability, and childcare availability significantly supports mothers' employability.

Substantial changes to Mexican economic, political and social structures have been informed by neo-liberal principles of development. Structural adjustment policies (SAPs) and the more recent phase of economic restructuring, the North American Free Trade Agreement (NAFTA), are two neo-liberal economic strategies implemented in Mexico to achieve trade liberalization and deregulation. The impacts of economic restructuring on Mexicans vary depending on gender, class and geographical location (whether urban or rural). Guided by the gender and development (GAD) theoretical framework, I explore answers to the question ‘what are the gendered impacts of Mexican economic restructuring and how have disadvantaged Mexican women responded to these impacts?’ By using secondary research methodologies to explore feminist development literature pertaining to the gendered impacts of economic restructuring in conjunction with literature specific to Mexico, this project analyzes structural changes on a macro level while drawing out contextual examples of gender specific survival strategies. This study suggests that urban and rural disadvantaged women in Mexico have responded to negative impacts of economic restructuring in similar ways by mobilizing into grassroots organizations (GROs). Membership in a grassroots organization serves the dual purpose of meeting immediate perceived needs while containing the potential for empowering women to challenge gender ideologies confining their activities in broader contexts. Overall, this project concludes that gender must be a central element in all development efforts. The concerns of women’s grassroots organizations and women’s struggles against gender subordination must be fully recognized and represented in policy formation and implementation processes in order to foster greater equality in development.?--Page i.

Among the inequalities that impede the social cohesion of a country, gender inequality is of paramount importance, affecting more than half of the population. Based on the concept of Horizontal Inequality (HI) the chapter analyzes discrimination against women in three population groups comprising the 125.5 million Mexican society: 23 million Indigenous population, the 2.5 Afro-descendant population and the 101 million remaining. Horizontal Inequality explains discrimination for reasons of ethnicity, gender, religion, and language, among others identity facts that are not of free decision and from which there is no group way out. Only individuals can escape from discrimination. It is expressed in different areas of social activity such as politics, economics, justice, social services and culture. To measure the magnitude of gender inequality, using information from Censo de Poblaci√≥n y Vivienda 2020, a Gender Equality Index is constructed which measures the level of equality or inequality for each of the areas and factors of HI. The study shows the persistence of gender disparities, how generalized and heterogeneous it is. It proves that inequality differs between the ethnic groups and in the intensity of the factors that perpetuate it, with greater depth for indigenous and afro-descendant women and especially in political and economic participation.
