Available in PDF, EPUB and Kindle. Book excerpt: This book explores the political economy of Hungary from the mid-1970s to the present. Widely considered a ‘poster boy’ of neoliberal transformation in post-communist Eastern Europe until the mid-2000s, Hungary has in recent years developed into a model ‘illiberal’ regime. Constitutional checks-and-balances are non-functioning; the independent media, trade unions, and civil society groups are constantly attacked by the authorities; there is widespread intolerance against minorities and refugees; and the governing FIDESZ party, led by Prime Minister Viktor Orbán, controls all public institutions and increasingly large parts of the country’s economy. To make sense of the politico-economical roller coaster that Hungary has experienced in the last four decades, Fabry employs a Marxian political economy approach, emphasising competitive accumulation, class struggle (both between capital and labour, as well as different ‘fractions of capital’), and uneven and combined development. The author analyses the neoliberal transformation of the Hungarian political economy and argues that the drift to authoritarianism under the Orbán regime cannot be explained as a case of Hungarian exceptionalism, but rather represents an outcome of the inherent contradictions of the variety of neoliberalism that emerged in Hungary after 1989.

Book excerpt: The Economy of Medieval Hungary is the first concise, English-language volume about the economic life of medieval Hungary. It is a product of the cooperation of specialists representing various disciplines of medieval studies, including archaeologists, archaeozoologists, specialists in medieval demography, historical hydrologists, climate and environmental historians, as well as archivists and church historians. The twenty-five chapters of the book focus on structures of medieval economy, different means and ways of human-nature interactions in production, and offer an overview of the different spheres of economic life, with a particular emphasis on taxation, income and commercial activity. Thanks to its interdisciplinary character, this volume is a basic handbook for the history of economy, production and material culture. Contributors are Krisztina Arany, László Bartosiewicz, Zoltán Batizi, Anna Zsófia Biller, Péter Csippán, László Daróczi-Szabó, Márta Daróczi-Szabó, István Draskóczy, István Feld, László Ferenczi, Erika Gál, Márton Gyöngyössy, István Kenyeres, István Kováts, András Kubinyi, Kyra Lyublyanovics, Árpád Nógrády, Éva Ágnes Nyerges, István Petrovics, Zsolt Pinke, Beatrix F. Book excerpt: During the first decade after the turn towards democracy and market economy, Hungary's society experienced profound changes that affected its regions, towns, villages and individual places in different ways. This is documented by thirteen essays that analyse related political, legal, institutional, and socio-economic structures and processes in time and space in order to contribute to a further understanding of Hungary's ongoing transformation processes and its current situation as one of the leading candidates for EU membership. The topics include constitutive elements of a modern market economy such as banking, foreign direct investment, entrepreneurship, knowledge resources, the labour market, and the housing market. Further essays explore education and income structures, the poverty situation, post-communist voting behaviour, regional and urban development as well as Hungary's cross-border co-operations. With regard to European integration processes, the role of Budapest within the European city system and Hungary's economic situation within Europe are discussed. Drawing together comprehensive empirical data and a great variety of viewpoints, this collection of essays offers innovative examples of the application of different theoretical approaches to studies of economy and society in general, and transformation studies in particular.

Hungary’s economic program supported by Stand-By Arrangement has been successful in strengthening the economy and stabilizing market conditions. Given Hungary’s high public debt and large financing needs, Executive Directors emphasized the need for full and timely implementation of consolidation measures. Directors also recognized the positive collaboration between the European Union and the IMF during the program period. Furthermore, the foreclosure moratorium continues to prevent banks from cleaning balance sheets.

Book excerpt: Hungary's economic performance improved dramatically in the second half of the 1990s as a result of strong stabilization measures and deep structural reforms. During this period, Hungary was able to move from economic stagnation to strong growth, while also dramatically improving its external accounts. This report is composed of two parts. Part 1 is summary report with the main findings and conclusions. Part 2 is the main report that provides an analysis and assessment of the macroeconomic framework, the medium-term fiscal stance, and selected sectors and markets of the Hungarian economy. Hungary is regarded as a top performer among transitional countries, and one of the strongest candidates for accession to the European Union (EU). The country needs to refine the regulatory and institutional framework in structural areas, so as to achieve full compliance with EU directives and ensure a smooth and successful entry into the single EU market. The report concludes that the challenge facing Hungary today is consolidate stabilization gains and finalize the structural reforms to ensure that the economy remains competitive and that income is placed on a rapid and sustainable convergence path with the EU average.

Book excerpt: When Hungary decided to change its system from a command to a market economy, it was persuaded by friendly governments and international organizations, including the International Monetary Fund, that this could be best done under the guidance of the IMF, assisted by the World Bank. Inexperienced and trusting governments believed this and did as they were told. As a consequence, monetarism and neo-liberalism, by virtue of the Washington Consensus, were brought to Hungary and became the ruling ideologies of this transition economy that was totally unsuited to them. The consequences were disastrous. A difficult economic situation was transformed into a crisis situation: unprecedented depression with 18.2% decline of gdp; the loss of 3 years of output and 1.5 million jobs; 24% decline in real incomes, 31% decline in the purchasing power of pensions; the pauperization of a large segment of the population; deterioration of external competitive position; emergence of a large public debt; and d

Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation discusses that in an increasingly uncertain global economic environment, Hungary’s growth registered one of the highest rates in Europe in 2018. The economy now appears to be running above capacity and wages are growing rapidly amid historically low unemployment. It is thus likely that growth will slow down over the medium term. Supply-side reforms can help sustain the momentum. Policies have reduced vulnerabilities substantially; however, measures to support the targeted fiscal consolidation could be more ambitious to ensure that room for fiscal policy manoeuvre is rebuilt. Wages outstripping labor productivity growth, slower export growth, and shortcomings in the business environment for small and medium enterprises call for invigorating structural reform efforts. Improvements in competitiveness are needed to sustain rapid income convergence and address demographic challenges. The government’s competitiveness program contains important elements. Focus should be on improving the business environment, enhancing the legal and regulatory framework, and increasing labor force participation.
