Book excerpt: Portuguese edition (Melhor Saude em Africa: Experiencia e Ensinamentos Colhidos). Poor health in Sub-Saharan Africa has immense economic consequences. Besides the high mortality and disease rates and the pain and suffering it causes, poor health robs the continent of human capital, reduces returns to learning, impedes entrepreneurial activities, and restricts economic growth. This study argues that despite financial constraints, significant improvements are possible in many countries, as has been seen in Benin, Botswana, Kenya, Mauritius, and Zimbabwe. The book also presents positive ideas on how to make these improvements. Better Health in Africa documents lessons learned and best practices in four major areas. 1) African households and communities need the knowledge and resources to recognize and respond effectively to health problems. Threats to health should be made known and countered through public and private services. 2) Human and financial resources must be used more productively by reforming health care systems. Correcting sources of waste and inefficiency must take top priority. 3) Cost-effective packages of basic health services can do much to meet the needs of households and reduce the burden of disease. Networks of local health centers and small hospitals in rural and periurban areas can facilitate delivery. 4) Additonal funds totaling $1.6 billion a year can help those living in Africa's low-income areas obtain basic health services. Cost-sharing can make an important contribution to health equity and the sustainability of health services. The report emphasizes that no government should delay committing itself to the task, although progress toward better health will vary from country to country and no single formula will apply to all. Better Health in Africa presents action plans and yardsticks for measuring progress. The idea of the core, cost-effective package of health services complements World Development Report 1993: Investing in Health with an operationally oriented perspective on health services. The report also reflects the views of organizations such as the World Health Organization and UNICEF that will work together in helping African countries adapt and implement the report's recommendations. Book excerpt: In 2015, the 193 Member States of the United Nations adopted the Sustainable Development Goals (SDGs) to guide development actions of governments, international agencies, civil society and other institutions over the next 15 years (2016–2030). The SDGs aim to end poverty (SDG1) and hunger (SDG2) while restoring and sustainably managing natural resources. The number of people in the world suffering from hunger increased in 2014–2017, reversing the declining trend in undernourishment seen since 2005. In light of the renewed international commitment to reduce hunger, the potential of dairy development to contribute to poverty reduction and the potential of dairy nutrition in young children, the aim of this study is to collate and review available evidence for a causal relationship between: (i) milk / dairy consumption and (ii) ownership of dairy animals and reduced levels of child undernutrition (HAZ, stunting and WAZ, underweight) in Low and Middle Income Countries (LMICs).

Book excerpt: Following recent price spikes, food policy will continue to be of crucial concern to developing countries for the foreseeable future. Governments are trying to manage their food issues, but would need critical economic policy analysis to do so appropriately. The aim of this invaluable book is to present economy-wide but detailed information that will facilitate state-of-the-art economic agricultural policy analysis in the light of future threats, and stimulate the formation of better policies for Indonesia's, Vietnam's as well as other countries' longer-term visions of food security, productivity and social welfare. The scope of the book is comprehensive, analysing a range of key food security issues (self-sufficiency, stocks and industry development), policies and futures, with unified presentation of several key and captivating commodity case-studies (rice, livestock and dairy). This is achieved through state-of-the-art evidence-based economic policy analysis, drawing at times on a mix of Asian countries' relevant experiences and hence having broader relevance.

Book excerpt: In the ongoing Doha Development Round of World Trade Organization negotiations, developing countries have had much greater leverage, due at least in part to their large and growing share of world trade. But will the increased influence of developing countries translate into a final agreement that is truly more development-friendly? What would be key ingredients in such a final outcome of the negotiations, and what would the developing countries really get out of it. This two volume set seeks to answer these questions. This volume (Volume 2) addresses the question of how a development-friendly outcome to the talks would affect developing countries by quantifying the impact of multilateral trade reform. It presents several different approaches to modeling the effects of the outcome of negotiations, and then investigates why these (and other) modeling efforts produce such divergent results. Volume 1 is issues-oriented. It takes up some key questions in the negotiations, setting the stage with a historical overview of the Doha Development Agenda to help identify issues of most significance to developing countries, and then explores select issues in greater depth. Aimed at policymakers and stakeholders, this two-volume effort puts into the public domain important analytical work that will improve the chance for a pro-development outcomes of the Doha round negotiations.

Book excerpt: In Eastern Africa, dairy value chains are an important source of income and employment for millions of smallholders, particularly for women who provide an essential contribution to the growth of the dairy sector. [Author] While the sector is rapidly growing, and expanding trade in dairy products holds immense potential for boosting inclusive economic growth in Eastern Africa, dairy trade mostly remains a small-scale domestic business in the region. [Author] In particular, women’s engagement in dairy markets and trade is constrained by gender-based barriers and inequalities, and dairy intensification and commercialization processes have led to uneven outcomes for women and men. [Author] As many countries are increasingly investing in the modernization of their dairy farming systems to spur dairy productivity and commercialization, it is essential that the gender implications of the market-driven development of the dairy sector are taken into consideration. [Author] This report reviews gender issues in the Eastern Africa dairy value chains, with a focus on markets and trade, in the context of broader regional policy frameworks and evolving market scenarios. [Author] In particular, gender policy developments in agricultural and trade policies relevant for the dairy sector are assessed for Ethiopia, Kenya and Rwanda. [Author] By bridging the value chain level into the enabling policy dimension, this study attempts to contribute to ongoing debates on the prospects for women’s participation in dairy markets and trade through more gender-responsive policymaking. Book excerpt: Milk is one of the most supported agricultural commodities, and world dairy markets are characterised by a high degree of distortion. Although there is a strong case for dairy policy reform, a clear understanding of the dairy sector's specific characteristics and of policy measures' operational features is necessary for any reform process to be successful. This report is an attempt to improve such understanding through an analysis of the trade and economic effects of the main policy measures applied to the dairy sector. In particular, it examines the effects of both milk price support measures and milk quota systems. The removal of individual policy measures is modelled in order to assess the impact of international dairy trade liberalisation on production, consumption, trade, prices, income, and welfare. The primary focus of this report is the impact of policies and reform in the OECD area, although the consequences for other economies are also examined. In addition, this report offers economic insights into the workings of complex dairy policy measures and provides a discussion of the potential of the dairy sector -- globally and in individual countries -- as it adjusts to liberal trading conditions
