Book excerpt: The problem of migration is a prime example of a subject that requires the skills and approaches of scholars from several disciplines, such as anthropology, demography, economics, sociology, law, political science, and history. This book explores the importance of historical investigation into migration, which can be traced back to the pre-modern period. It continues to be an important socio-economic phenomenon in most parts of the world, though, more than the internal movement of people, the international angle has captured the global imagination of the scholars interested in migration studies. In India, both migration within the country and to outside the country is distinctly traceable back to the 19th century. In contrast to today’s high figures of internal migration, the India of this period witnessed the mass migration of labourers to overseas territories in the wake of migration of surplus capital, an inevitable result of the Industrial Revolution in the West. Relevant to discussions of internal migration in Andhra is the question of whether the people of this area were normally inclined towards mobility or were averse to it during the period under scrutiny. This book discusses the causes of the comparative immobility of the people of Andhra in relation to the wider high migration trends at the time, including their traditional attachment to their native locale.

It initiates a discussion of the traditional production systems like irrigation, agricultural methods, etc., which were replaced by the colonial ones. This book also deals with the relations between the colonial state, rich peasants, zamindars and peasants under the ryotwary and zamindary settlements, which were introduced at the beginning of the nineteenth century. It further examines how the peasantry lost their rights on lands and how it went under the control of merchants and rich peasant moneylenders. Consequently, de-peasantization, wage labour, and general agrarian impoverishment followed. The colonial legal system favoured zamindars, landlords and rich peasants against small peasants, who could not go to colonial courts due to heavy legal costs. The volume analyses in minute detail various Acts, which affected the property rights of peasants on their lands. After independence, the debate over land reform and policies on irrigation has shaped the fortunes of various governments, while the debate over the make-up of the language-based state has stimulated separatist movements like the one in support of Telangana. The book discusses how British innovations in irrigation in coastal Andhra in the mid-nineteenth century transformed the economy there from food crops to cash crops, and created new markets for local entrepreneurs. This stimulated increased education and social reform in the region, which in turn supported new politics in search of constitutional concessions. The drive for a Telugu language-based province then arose in concert, and those political resources were then used to determine local patterns down to independence. The 1930s ruse of the socialists, then the communist organisations, was an extension of land and water tax debates, which impacted the political nature of development — both before and after — independence. This is one of the first books on Andhra that recounts this story and is based on extensive archival research exploring the deep relationships between land, water, language and politics. It would be of primary interest to those studying modern nationalism in India, natural resource management, Indian politics and economic growth.
