Book excerpt: Professional planning is commonly defined as an activity which is concerned with the rational allocation or exploitation of resources for man's maximum short- and long-term benefit. The science of. ecology is the study of the basic components of these resources (soil, water, air etc. ) and their inter relationships with living organisms. Planning and ecology therefore have many common interests and, as such, have long been associated in resource management. This association was, for example, reflected as early as the 19th century in the writings of Patrick Geddes, the progenitor of modern town planning, whose training as a biologist led him to re-interpret the phenomena of urbanization in ecological terms (Geddes, 1886). Since the time of Geddes the place of ecology has declined in planning circles as other professions and considerations, initially public health and engineering, latterly economic and sociological, have become more central. The reasons for this shifting emphasis are three-fold. First, they reflect changing social attitudes and aspirations in the post-war period. Secondly, many other professions and persuasions (agriculturalists, foresters, in dustrialists etc. ) became organized as pressure groups and helped shape public attitudes and governmental actions. Thirdly, and by far the most important reason, is the prevalence of misconceptions about ecology. Too many people, perhaps misled by the debate surrounding the' environmental movement', equate ecology with conservation. In reality, conservation is but one component part of ecology.

The considerable knowledge of what to eat and where it could be found has been passed down since prehistoric times by oral tradition in many societies - in Britain it is still unwise to eat shellfish in months without an 'r' in them. Over the last three hundred years or so we have seen the formalization of science and this of course has touched intertidal ecology. Linnaeus classified specimens collected from the seashore and many common species (Patella vulgata L. , Mytilus edulis L. , Littorina littorea (L. )) bear his imprint because he formally described, named and catalogued them. Early natural historians described zonation patterns in the first part of the 19th century (Audouin and Milne-Edwards, 1832), and the Victorians became avid admirers and collectors of shore animals and plants with the advent of the new fashion of seaside holidays (Gosse, 1856; Kingsley, 1856). As science became professionalized towards the end of the century, marine biologists took advantage of low tides to gain easy access to marine life for taxonomic work and classical studies of functional morphology. Over the last 200 years many have made their way to the coast, attracted by the long sunshine hours, the clean ozone-charged air and the opportunities for bathing in and even drinking sea-water. Although the early health resort ideal began to give way to more pleasure orientated themes in the nineteenth century, the seaside holiday was still regarded by many as a wholesome and invigorating break from inland urban life well into the twentieth century. Yet with ever increasing numbers of visitors and rising levels of coastal pollution, this was by no means a forgone conclusion. The Seaside, Health and the Environment in England and Wales since 1800 explores the ways in which English seaside resorts continually reinvented themselves to take account of contemporary trends in popular leisure and maintain their hold on the public's imagination. Particular account is paid to the interwar years when new obsessions with outdoor activities such as sunbathing and tanning were purposefully adopted by the industry to define the modern image of the resort holiday. For these and other reasons the seaside holiday reached new peaks of popularity in the 1930s and 1950s, yet, this very success placed enormous pressures on the environmental amenities that people came to enjoy. As this work shows, environmental stresses were manifold, particularly pollution of the resorts' prime assets, their beaches. As such, serious questions are raised concerning why it took such a long time for a determined effort to be made to reverse beach pollution, and the lessons to be learned regarding the impact of negative images of the coast as a zone of danger and infection.
