Available in PDF, EPUB and Kindle. Book excerpt: Turkey’s candidacy for membership of the European Union has had mixed effects on its public policies. The initial degree of cohesion between EU and Turkish national policies, practices and institutions has varied by the policy field in question, leading to a complex amalgam of fit and misfit between the two actors. Their interaction in different policy areas has had direct influence both on Turkey’s accession to the EU and its own national reform process. With accession negotiations stalled and Turkey’s relationship with the EU increasingly tenuous, it is vital to take stock of the extent to which Turkey and the EU are aligned in key policy areas. The Europeanization of Turkish Public Policies: A Scorecard is the first comprehensive work focusing on the impact of the EU accession process upon Turkey’s public policies between 1999 and 2014. Complementing the authors’ earlier volume Europeanization of Turkey: Polity and Politics, it brings together leading specialists to provide key analyses of the impact of Europeanization on specific areas of Turkey’s public policy. Each chapter applies a core analytical framework to examine a separate policy field, resulting in a consistent and comprehensive volume on Turkey-EU relations. With its focused structure and extensive coverage, concluding with a scorecard enabling informed assessment of the impact of Europeanization on Turkey’s public policy areas, this book provides a one-stop resource for scholars and students alike. A timely and informed assessment of the dynamics and outcome of the Europeanization of an EU candidate country’s major public policy areas, this book represents an essential resource for those interested in EU-Turkey relations, the effects of Europeanization on Turkey, and Turkish politics.

Book excerpt: Currently humanity uses, on average, the equivalent of 1.6 earths to provide the resources we use and to absorb our waste. A pathway to sustainable resource use is also known as the 'circular economy.' This concept aims at optimising the value of the resources used while minimising the amount of resources used. Chris Backes addresses the question of what kind of law we need to realize this circular economy. He argues that many legal frameworks and rules on the national and the European level will have to be reconsidered, amended, or completely newly framed to foster a truly circular economy. This is the inaugural lecture which Professor Chris Backes delivered on April 12, 2017 on the occasion of accepting the Chair of Environmental and Planning Law at Utrecht University School of Law, Utrecht Centre for Water, Oceans and Sustainability Law. Book excerpt: The standard incandescent light bulb, which still works mainly as Thomas Edison invented it, converts more than 90% of the consumed electricity into heat. Given the availability of newer lighting technologies that convert a greater percentage of electricity into useful light, there is potential to decrease the amount of energy used for lighting in both commercial and residential applications. Although technologies such as compact fluorescent lamps (CFLs) have emerged in the past few decades and will help achieve the goal of increased energy efficiency, solid-state lighting (SSL) stands to play a large role in dramatically decreasing U.S. energy consumption for lighting. Since the publication of the 2013 National Research Council report Assessment of Advanced Solid-State Lighting, the penetration of SSL has increased dramatically, with a resulting savings in energy and costs that were foreshadowed by that study. What was not anticipated then is the dramatic dislocation and restructuring of the SSL marketplace, as cost reductions for light-emitting diode (LED) components reduced profitability for LED manufacturers. At the same time, there has been the emergence of new applications for SSL, which have the potential to create new markets and commercial opportunities for the SSL industry. Assessment of Solid-State Lighting, Phase Two discusses these aspects of changeâ€"highlighting the progress of commercialization and acceptance of SSL and reviewing the technical advances and challenges in achieving higher efficacy for LEDs and organic light-emitting diodes. This report will also discuss the recent trends in SSL manufacturing and opportunities for new applications and describe the role played by the Department of Energy (DOE) Lighting Program in the development of SSL.

Book excerpt: Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments. The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. The book includes:• Experienced chapter authors from a truly multidisciplinary team of sector specialisms• First extensive study to compare and contrast traditional Blue Economy with Blue Growth• Complementary to EU and National policies for multi-use of maritime space

Available in PDF, EPUB and Kindle. Book excerpt: Legal Pathways to Deep Decarbonization in the United States provides a "legal playbook" for deep decarbonization in the United States, identifying well over 1,000 legal options for enabling the United States to address one of the greatest problems facing this country and the rest of humanity. The book is based on two reports by the Deep Decarbonization Pathways Project (DDPP) that explain technical and policy pathways for reducing U.S. greenhouse gas emissions by at least 80% from 1990 levels by 2050. This 80x50 target and similarly aggressive carbon abatement goals are often referred to as deep decarbonization, distinguished because it requires systemic changes to the energy economy. Legal Pathways explains the DDPP reports and then addresses in detail 35 different topics in as many chapters. These 35 chapters cover energy efficiency, conservation, and fuel switching; electricity decarbonization; fuel decarbonization; carbon capture and negative emissions; non-carbon dioxide climate pollutants; and a variety of cross-cutting issues. The legal options involve federal, state, and local law, as well as private governance. Authors were asked to include all options, even if they do not now seem politically realistic or likely, giving Legal Pathways not just immediate value, but also value over time. While both the scale and complexity of deep decarbonization are enormous, this book has a simple message: deep decarbonization is achievable in the United States using laws that exist or could be enacted. These legal tools can be used with significant economic, social, environmental, and national security benefits. Book Reviews "A growing chorus of Americans understand that climate change is the biggest public health, economic, and national security challenge our families have ever faced and they rightly ask, ''What can anyone do?'' Well, this book makes that answer very clear: we can do a lot as individuals, businesses, communities, cities, states, and the federal government to fight climate change. The legal pathways are many and the barriers are not insurmountable. In short, the time is now to dig deep and decarbonize." --Gina McCarthy, Former U.S. Environmental Protection Agency Administrator "Legal Pathways to Deep Decarbonization in the United States sets forth over 1,000 solutions for federal, state, local, and private actors to tackle climate change. This book also makes the math for Congress clear: with hundreds of policy options and 12 years to stop the worst impacts of climate change, now is the time to find a path forward." --Sheldon Whitehouse, U.S. Senator, Rhode Island "This superb work comes at a critical time in the history of our planet. As we increasingly face the threat and reality of climate change and its inevitable impact on our most vulnerable populations, this book provides the best and most current thinking on viable options for the future to address and ameliorate a vexing, worldwide challenge of extraordinary magnitude. Michael Gerrard and John Dernbach are two of the most distinguished academicians in the country on these issues, and they have assembled leading scholars and practitioners to provide a possible path forward. With 35 chapters and over 1,000 legal options, the book is like a menu of offerings for public consumption, showing that real actions can be taken, now and in the future, to achieve deep decarbonization. I recommend the book highly." --John C. Cruden, Past Assistant Attorney General, Environment and Natural Resources Division, U.S. Department of Justice "This book proves that we already know what to do about climate change, if only we had the will to do it. The path to decarbonization depends as much on removing legal impediments and changing outdated incentive systems as it does on imposing new regulations. There are ideas here for every sector of the economy, for every level of government, and for business and nongovernmental organizations, too, all of which should be on the table for any serious country facing the most serious of challenges. By giving us a sense of the possible, Gerrard and Dernbach and their fine authors seem to be saying two things: (1) do something; and (2) it''s possible. What a timely message, and what a great collection." --Jody Freeman, Archibald Cox Professor of Law and Founding Director of the Harvard Law School Environmental and Energy Law Program

Book excerpt: Energy policy in Greece could make a significant contribution to the country's economic recovery. Increasing competition and reducing the role of the state in the energy sector should add efficiency and dynamism to the Greek economy. This, in turn, should help generate self-sustained employment and prosperity for the country. Reforming the electricity and gas markets is an economic and political imperative. In particular, regulatory authorities must be given the necessary power and independence to reduce the market power of dominant firms. Commendably, Greece adopted a law to this end in August 2011. The envisaged reforms are fundamentally sound and can help the economy grow. The government's key focus should now be on implementing this law in full without delay. Greece has a large potential for wind and solar energy and is rightly determined to fulfill this potential. The renewable energy sector also provides opportunities for new industrial development, in particular if linked with R&D activities. To facilitate renewable energy projects, the government recently improved investment conditions significantly by increasing feed-in tariffs, shortening and simplifying the licensing procedures and introducing stronger incentives for local acceptance. Greece's oil and gas sources are already well diversified. Gas use is projected to increase, as the country moves to decarbonise its coal-dominated power sector. Experience from IEA member countries has shown that enhancing energy efficiency can help improve energy security in a cost-effective way. This, in turn, can help mitigate climate change and deliver economic benefits.

Available in PDF, EPUB and Kindle. Book excerpt: This book contains peer-reviewed papers presented at the 10th International Conference on Energy Efficiency in Domestic Appliances and Lighting (EEDAL'19), held in Jinan, China from 6-8 November 2019. Energy efficiency helps to mitigate CO2 emissions and at the same time increases the security of energy supply. Energy efficiency is recognized as the cleanest, quickest and cheapest energy source. Not only this, but energy efficiency brings several additional benefits for society and end-users, such as lower energy costs, reduced local pollution, better outdoor and indoor air quality, etc. However, in some sectors, such as the residential sector, barriers to investments in energy efficiency remain. Legislation adopted in several jurisdictions (EU, Japan, USA, China, India, Australia, Brazil, etc.) helps in removing barriers and fosters investments in energy efficiency. These initiatives complement innovative financing schemes for energy efficiency, the provision of energy services by energy service companies and different types of information programs. At the same time, progress in appliance technologies and in solid state lighting offer high levels of efficiency. LED lighting is an example. As with previous conferences in this series, EEDAL’19 provided a unique forum to discuss and debate the latest developments in energy and environmental impact of households, including appliances, lighting, heating and cooling equipment, electronics, smart meters, consumer behavior, and policies and programs. EEDAL addressed non-technical issues such as consumer behavior, energy access in developing countries, and demand response.
