Book excerpt: The enlargement of the European Union towards the Central and Eastern Europe has brought to attention the necessity to reshape the EU institutional framework and specific policies addressing its new neighbourhood. Repeatedly stating that the European Neighbourhood Policy (ENP) is not a preceding phase for membership, the European Union also embraced the Polish-Swedish initiative for an Eastern Partnership (EaP). Meant at first to counterbalance the Union for Mediterranean project, the EaP has developed into a distinct project, with specific and ambitious cooperation goals, a positive and constructive agenda meant to support six countries (Ukraine, Moldova, Georgia, Azerbaijan, Armenia and Belarus) develop and harmonize with the European standards and, at the same, attempting to build and further develop an Eastern dimension of the ENP. The questions of the efficiency of the conditionality derived from the EaP and also the complementarity of this initiative with other regional projects in the area can also be important matters of concern.

Book excerpt: This volume offers a collective assessment of the development and impact of the European Neighbourhood Policy and the Eastern Partnership Initiative on its eastern neighbours - Belarus, Ukraine and Moldova in particular, with Russia’s added perspective. Founded on extensive empirical and conceptual research, the volume uniquely bridges the perspectives of all parties across the EU’s eastern border, in an attempt to understand advantages and problems related to the effective implementation of the EU policies in the eastern region. The undertaken research points to the prevalence of the top-down and conditional governance approach in EU treatment of the outsiders, which is not only Eurocentric and prescriptive in nature, but also falls short of the declared partnership principles. Without the understanding of partners’ internal dilemmas and needs, which could only be achieved through the equivalence and reciprocity of partnership, the EU would struggle to make the policy effective and legitimate in the region, and to buttress its reputation as a ‘credible force for good’ on the international arena. This book was published as a special issue of the Journal of Communist Studies and Transition Politics.

Book excerpt: "Trouble in the neighbourhood? The future of the EU's Eastern Partnership takes stock of recent developments in the EU's relationship with the countries in its eastern neighbourhood: Georgia, Armenia, Azerbaijan, Moldova, Belarus and Ukraine. Despite major setbacks for the EU's Eastern Partnership project ahead of the key 2013 Vilnius Summit, the dramatic subsequent events in Ukraine have placed this European policy and Russia's response to it at the centre of global geo-politics. The publication looks at the key planks of the EU's approach to the region, including the offers of Deep and Comprehensive Free Trade Agreements, visa liberalisation, funding for reform projects and political engagement. It examines both the EU's objectives in the region and how Europe is perceived by the Eastern Partnership countries themselves."--Page 4 of cover

Book excerpt: PDF of this book can be downloaded from: http://martenscentre.eu/publications/building-lifeline-freedom-eastern-partnership-20 The Eastern Partnership (EaP) Initiative is the bridge which connects Europe to the countries in its eastern neighbourhood. Those countries were left out of the cycle of peaceful development, which the European project brought to the continent following the Second World War. It aspires to transform these countries into more democratic and prosperous societies. Over the last five years, the EaP has achieved more in some partner countries than in others. Structural policy weaknesses and different socio-economic realities of the partner states notwithstanding, the main challenge to the success of the EaP has come from Russia, which chose to view this policy as a zero-sum game for geopolitical dominance in its shared neighbourhoodÊwith Europe. This paper argues that in order to achieve the desired transformations, the EaP needs a fresh start, focusing on different players, methods and political technologies. Failure of the EaP to achieve its goal could deprive another generation of Georgians, Moldovans, Ukrainians and others in the EaP countries of an opportunity for a better life.

Not only is the European Union currently facing a prolonged economic and social crisis, with nascent political consequences, such as the ascension of populist parties in the 2014 European elections, but also its Eastern neighbourhood is confronted with the growing hostility of an assertive Russia, opposing any new advance of the West towards its frontiers. Bringing together experts in fields such as international relations, political science, political sociology, diplomacy, security studies, and European studies, with robust academic and professional backgrounds and expertise with regard to the region, this volume explores this significant “window of opportunity”, and will undoubtedly appeal to a global audience. The considerable diversity of approaches and styles here allows a multidimensional diagnosis and analysis of present-day Eastern Europe. This volume defines a series of major regional opportunities, vulnerabilities and dilemmas, and explores the complex perspectives of the “new Eastern Europe”, located between the European Union and Russia, under its current name of the EU’s Eastern Neighbourhood, along with the tensions and challenges of a possible second Cold War.

Book excerpt: The European Union's (EU's) Eastern Partnership, which aims to deepen cooperation between the EU and its Eastern European neighbors, must be modernized. Partner states and the EU have to acknowledge their own failures instead of playing a "blame game" and work together to make the partnership a success. If the Eastern Partnership initiative fails, both sides -- along with Russia, whose role is key -- will be responsible.

Book excerpt: The Riga Summit of 21-22 May reaffirmed the EU's commitment to the Eastern Partnership, underlined further differentiation between the neighbours and reiterated the importance of people-to-people contacts, finds Hrant Kostanyan in this CEPS Commentary. All in all, however, the Summit was more of a stocktaking exercise than a momentous redefinition of relations with the EU at a time of precarious geopolitics in the east. Politically, it is important now for the EU to defend what it already offered to the eastern neighbours and reconfirm the Eastern Partnership as a defining feature of its foreign policy and fundamental to the EU's larger Security Strategy review.--Publisher description

Book excerpt: Since its inception in 2009, the Eastern Partnership has provided an important framework for countries that seek a closer partnership with the European Union. While these agreements are exclusively between the EU and the Eastern Partnership countries, the United States does have an interest in furthering democracy and stability throughout Europe and Eurasia. We believe, just like the EU, that integration of these nations only can happen when key conditions are met by applicant nations, particularly around issues related to the rule of law, government transparency, and open economic policies. The Eastern Partnership does not preclude a relationship with Russia. By dint of geography, it makes sense for each of these countries to maintain a healthy relationship with the Russian Federation, as well as with the European Union. Unfortunately, Russia has put considerable pressure on each of the partnership countries to discourage them from strengthening relations with the EU. Ukraine, Moldova, Armenia, Azerbaijan, Georgia, and Belarus should be free to chart their own future.

Based on extensive original research – including surveys, focus-groups, a study of school essays and in-depth interviews with key people in Belarus, Ukraine, Moldova, Russia and in Brussels – it assesses why the EU’s initiatives have received limited legitimacy in the neighbourhood. The European Neighbourhood Policy of 2004, and the subsequent Eastern Partnership of 2009 heralded a new form of relations with the EU’s neighbours – partnership based on joint ownership and shared values – which would complement if not entirely replace the EU’s traditional governance framework used for enlargement. These initiatives have, however, received a mixed response from the EU’s eastern neighbours. The book shows how the key elements of partnership have been forged mainly by the EU, rather than jointly, and examines the idea and application of external governance, and how this has been over-prescriptive and confusing.

Or are they destined to become failed, fractured lands of grey mired in the stagnation and turbulence historically characteristic of Europe's borderlands? How and why is Russia seeking to influence these developments, and what is the future of Russia itself? How should the West engage?

Available in PDF, EPUB and Kindle. Book excerpt: Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.

This book examines regional cooperation among the countries of northern Europe, emphasizing the pitfalls and successes of engaging Russia. Drawing from the experiences of northern partnerships, the authors assess prospects for collaborating on energy, transportation, the environment, and public health. They conclude that practical regional cooperation with Russia can prove highly relevant not only for developing the EU's northern policy but also for working with Russia in general.
