And what explains episodes of reform after prolonged periods of policy inertia? This paper addresses these questions by applying the Kaleidoscope Model for agricultural and food security policy change to the specific case of agricultural input policy in Zambia. Since 2002, the Farmer Input Support Program (formerly the Fertilizer Support Program) has been a cornerstone of Zambia’s agricultural policy. Over the years, however, many researchers have highlighted weaknesses in the program and proposed other options. Based on semistructured interviews with key stakeholders and intensive process tracing using media, donor, parliamentary, and research reports, this paper examines how the program initially began in 2002 and during subsequent periods of reform in 2009 and 2015. Based on the findings here, periods of reform for input support programs are most likely when there is a confluence of multiple factors. These include the emergence of a window of opportunity in the form of either a focusing event (for example, a food crisis) or an institutional shift (for example, a new president or new ruling party) that coincides with broad stakeholder support for empirically grounded alternatives, available material resources, and sustained commitment from politically important policy makers.

The Agricultural Sector Investment Program (ASIP), assisted by the World Bank, provides the context for continuing agricultural policy development, as well as for the integration of previously fragmented projects and programs in the sector. ASIP is predicated upon participation in program design and implementation by the full range of stakeholders in the public, private and non-governmental sectors. Book excerpt: The Contested Floodplain tells the story of institutional changes in the management of common pool resources (pasture, wildlife, and fisheries) among Ila and Balundwe agro-pastoralists and Batwa fishermen in the Kafue Flats, in southern Zambia. It explains how and why a once rich floodplain area, managed under local common property regimes, becomes a poor man's place and a degraded resource area. Based on social anthropological field research, the book explains how well working institutions in the past, regulating communal access to resources, have turned into state property and open access or privatization. As a basis for analysis, the author uses Elinor Ostrom's design principles for well working institutions and the approach of the New Institutionalism by Jean Ensminger. The latter approach focuses on external factors and change in relative prices. It explains how local actors face changing bargaining power and use different ideologies to legitimize and shape resource use regulations. The study focuses on the historic developments taking place since pre-colonial and colonial times up to today. Haller shows how the commons had been well regulated by local institutions in the past, often embedded in religious belief systems. He then explains the transformation from common property to state property since colonial times. When the state is unable to provide well functioning institutions due to a lack in financial income, it contributes to de facto open access and degradation of the commons. The Zambian copper-based economy has faced crisis since 1975, and many Zambians have to look for economic alternatives and find ways to profit from the lack of state control (a paradox of the present-absent state). And while the state is absent, external actors use the ideology of citizenship to justify free use of resources during conflicts with local people. Also within Zambian communities, floodplain resources are highly contested, which is illustrated through conflicts over a proposed irrigation scheme in the area. The different actors and interest groups use ideologies such as citizenship vs. being indigenous, ethnic identity vs. class conflict, and modernity vs traditional way of life to legitimize land claims.

The need to feed nine billion people by 2050 in a world of changing food demands is causing increasing agricultural intensification. As such, market-orientated production systems are now increasingly replacing traditional farming practices, but at what cost? The Agrarian Change project, coordinated by the Center for International Forestry Research, explores the conservation, livelihood and food security implications of land-use and agrarian change processes at the landscape scale. This book provides detailed background information on seven multi-functional landscapes in Ethiopia, Cameroon, Indonesia, Nicaragua, Bangladesh, Zambia and Burkina Faso. The focal landscapes were selected as they exhibit various scenarios of changing forest cover, agricultural modification and integration with local and global commodity markets. A standardized research protocol will allow for future comparative analyses between these sites. Each case study chapter provides a comprehensive description of the physical and socioeconomic context of each focal landscape and a structured account of the historical and political drivers of land-use change occurring in the area. Each case study also draws on contemporary information obtained from key informant interviews, focus group discussions and preliminary data collection regarding key topics of interest including: changes in forest cover and dependency on forest products, farming practices, tenure institutions, the role and presence of conservation initiatives, and major economic activities. The follow-on empirical study is already underway in the landscapes described in this book. It examines responses to agrarian change processes at household, farm, village and landscape levels with a focus on poverty levels, food security, dietary diversity and nutrition, agricultural yields, biodiversity, migration and land tenure. This research intends to provide much needed insights into how landscape-scale land-use trajectories manifest in local communities and advance understanding of multi-functional landscapes as socioecological systems.
