Book excerpt: This highly unique book focuses on market design issues common to most EU gas markets, particularly in the context of closer integration. It explores in detail the characteristics and requirements of national gas markets in Europe, which are constructed as virtual hubs based on entry/exit schemes as a requirement of European law. The expert contributors analyse gas supply and demand patterns in the EU, showing that both have changed following the introduction of liquefied natural gas on the supply side and the growth of gas-fired power plants on the demand side. The repeated interactions between the transmission operators activity and the gas commodity markets are addressed, as is the design of commercial networks in EU markets. The contributors also question whether the relationship between commercial and physical networks, in terms of the new flexibility requirements of users, actually works. By way of conclusion, two proposals for the EU gas target model are presented, both of which tackle the fundamental issues raised in this book, as well as the organization of short-term transactions and the mechanisms for investment in vital new long-life infrastructure needed to integrate EU markets. This volume will be of great interest to practitioners, as well as academics, researchers and students in the fields of energy economics and industrial economics. Both European and non-European energy companies and regulatory authorities looking for an independent and analytical overview of European gas markets will also find this book to be a highly valuable resource.

Book excerpt: This book investigates the overall natural gas reform performance of Turkey, addressing both shortfalls and setbacks that have prevented Turkey from the fulfillment of the regulatory implementation since 2001, and how the prospectively liberalised natural gas market can effectively operate at all levels. Although eighteen years have passed since the introduction of the first legislation as a basis for a more liberalised Turkish natural gas market, the completion of the reform process still suffers from a lack of enforcement. The book offers recommendations to address this, the main one being that policy makers should give due consideration to the consolidation of EMRA’s independent role with appropriate safeguards laid out to prevent attempts of regulatory misuse. The book concludes by suggesting that there is a compelling need to move forward with a consolidated reform sooner rather than later if Turkey genuinely wishes to take a leadership position in the race to become an efficient gas hub and be part of Europe’s single energy market.

Book excerpt: This study traces the breakdown of market management in European gas markets and the emergence of gas-to-gas competition and liberalized access to networks. A surplus of gas supply and pipeline capacity, combined with institutional change to reduce monopoly power and bring new entrants into the industry, are the most important drivers for change.

Book excerpt: The paper summarizes liberalization and the EU gas market opening along with its prospects and forecasts. The European gas sector is committed to ensure that natural gas, with strong environmental advantages is able to play its full part in a competitive, secure and sustainable energy sector. A successful internal market is essential to the competitiveness of Europe and contributes to investment in infrastructure to support supply security, efficiency and service. The paper also contains an analysis of the recent changes in the structure of gas demand and the supply and its consequences for enhancement of competition in the EU gas market. It discusses role of the growing gas demand, taxation of gas production and trade along with dependency of the EU gas sector. Liberalization of the gas markets is very important tool which contributes to the development of the European economy towards its goals of efficiency and competitiveness in the ever-increasing global market place. Clearly, the implementation of the EU Gas Directive can be viewed as a final step by the EU to accomplish an internal market for gas. The major objective is to promote increasing competition in the natural gas market and to reduce gas prices for all customers and thereby to increase the competitiveness of (energy-intensive) European industries and economies. Moreover, this paper discusses prospects for increased consumption of natural gas and future trends of the European gas market within the EU up to 2030.

Available in PDF, EPUB and Kindle. Book excerpt: I remember that the idea of this book emerged ?rst in Toulouse, during the Third Conference on Energy Markets – 3 years ago now. Anna Cret` ? gave a talk on a model dealing with seasonal gas storage in the USA, and Christian Von Hirschausen was her discussant. Both of them were devoting their efforts to understand the natural gas market in Europe and the relevant liberalization process. I found their interest in storage rather original, so I encouraged Anna to collect the most original cont- butions on this topic. Back in Milan with this idea in mind, she organized a working group at IEFE- Bocconi University, where she works. Then, during the following year, she - changed ideas and organized several meetings with the book’s contributors. She regularly invited the most important Italian gas sector representatives to these me- ings, to make sure that the economic models were well suited to tackle the issues at stake in the European gas industry.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last decades, the European gas industry has experienced extraordinary success. A strongly interconnected network of gas pipelines has been developed inside and around Europe, and the liquefied natural gas (LNG) trade has also expanded rapidly. However, the European gas industry is now facing a number of new challenges and opportunities, related to both its demand and supply sides. On the demand side, the ambitious EU de-carbonization targets have led to an unprecedented uncertainty of the EU future gas demand. In fact, the implementation of a climate-based energy policy in Europe challenges the role of natural gas in the long-term European energy mix. Also, natural gas could play an important and cost effective role in the transition towards a low carbon economy. On the supply side, new natural gas supplies are emerging around the world, mainly because of an increase in the global LNG supply and the shale gas revolution in the US. This unprecedented shift in the supply/demand balance is creating new dynamics also in the European gas industry, regarding both the EU security of gas supply architecture and the EU gas pricing mechanism. This book provides a comprehensive analysis of all these challenges and opportunities affecting the European gas industry, providing a clear snapshot of a market characterized by growing uncertainty and volatility. This book was released on 2005 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Russian gas industry provides 50% of Russian domestic energy supplies, a substantial proportion of CIS gas supplies, and around 20% of European gas demand. Declines in production at existing fields mean that Gazprom will face increasingly difficult decisions about moving to higher cost fields on the Yamal Peninsula. The alternative will be increasing imports from Central Asian countries and allowing other Russian gas producers to increase their role in the industry. Russian exports to Europe will gradually increase and deliveries of Russian LNG will commence to Asia and the both coasts of North America. Pipeline gas deliveries to East Asian countries may have a longer time horizon. Export projects aimed at new markets will depend crucially on the maintenance of (oil and) gas prices at the levels of 2003-05. European exports will also depend on the pace of EU market liberalisation and Gazprom's ability to agree mutually acceptable terms for transit, principally with Ukraine and Belarus. Reform, liberalisation and restructuring of the Russian gas industry have been more substantial than has generally been recognised. Most important has been price reform which, in 2005, allowed Russian industrial customers to become profitable to serve at regulated prices. Price increases may significantly reduce future increases in domestic gas demand. The increasing need for production from companies other than Gazprom will ensure that liberalised access to networks expands considerably over the next decade. In the 2000s, Gazprom reclaimed its CIS gas business from intermediaries, while maintaining its de facto monopoly of exports to Europe and establishing a similar degree of authority over future exports to Asia. The merger of Gazprom and Rosneft will provide the potential to become a force in the domestic and international oil markets, particularly given the authority that the president has conferred on the company in terms of Russian energy policy.
