Book excerpt: Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.

Book excerpt: This book is in part a response to the attempts of governments to address increasing concerns over such environmental issues as the impact of climate change; carbon emissions; pressures from overpopulation of cities; coal seam gas extraction and depleting natural resources. The authors have developed a Sustainable Communities Framework (SCF) which incorporates social-cultural, environmental and economic sustainability principles in the process of urban planning. The authors propose a five-step SCF built on an application of sustainability tables. The book examines a wide range of urban planning practices utilizing sustainability criteria, outlining both qualitative and quantitative tools. Separate chapters discuss application of the SCF to both the natural environment and the built environment. This framework is applied to a case study of the outer Sydney growth area of Wyong Shire, Central Coast, NSW, Australia. Addressing the question of how best to measure the environment, the authors present a table for selecting indicators of sustainability, and outline sustainability scorecards which use color-coded ratings of green, red and amber to measure indicators of sustainability. The authors show how aggregating these ratings allows the framework to be scaled up for application to larger areas. Finally, the authors show how scorecards can be incorporated in sustainability reports, with actions and monitoring components. The authors also examine urban planning education including land use planning, natural resource planning and sustainable urban planning, focusing on the extent to which schools incorporate principles of sustainability. The authors offer their critique on the movement of planning practices towards a more coordinated and holistic framework, in incorporating sustainability principles. Sustainable Communities: A Framework for Planning concludes by drawing a future scenario on the application of the SCF to incorporate principles of sustainability into urban planning. The authors propose future options for SCF applications, including adopting a systems program; environmental performance monitoring and showing how the framework will accommodate the social-cultural and economic components of sustainability, in addition to the environmental ones as examined in the case study.

Book excerpt: This book titled “Housing for All: Design, Construction andManagement” by A.K. Jain is a comprehensive assessment of the housing situationin India which not only traces the path taken by (governments so far but alsooutlines a roadmap for the future. The book begins with an overview of thehousing scenario in India. It discusses various housing programmes and draws adistinction between affordable housing and adequate housing. The book alsodraws particular attention to housing issues of special groups such as theelderly, disabled, homeless, migrant and transit workers, students and singlewomen. There is also a discussion on the issue of social and physicalinfrastructure. The book notes that housing units alone do not constitutehousing but infrastructure plays a critical role in the occupancy of housing. The question of reducing the cost of housing has been vexatious for long. Jaindeals with this issue in detail and suggests various low-cost technologies andhouse building systems for making housing more affordable. Another issue isthat of rental housing. Jain suggests that giving a boost to rental housingthrough a slew of measures can go a long way in making housing more accessibleand bring vacant housing into the market.

The Report looks at the current context, with particular attention to urban expansion and regeneration. The Royal Commission also looks at environmental issues, including: tackling carbon dioxide emissions from urban areas; the role of the environment in health and wellbeing; maximising community benefits of the natural environment; and creating green infrastructure. the framework right, seeing a specific need for: public policy to promote the environmental component of sustainable development; and incentives and information to raise environmental standards over time. environmental sustainability.

Book excerpt: Energy and Urban Built Form contains the papers that were presented at the International Seminar on Urban Built Form and Energy Analysis, held at Darwin College in Cambridge on June 26 and 27, 1986. The seminar focused on energy use in the built environment at an intermediate scale, between individual buildings and cities, where urban and architectural factors interact. It also covers the simulation and analysis of the performance of groups of buildings, from city blocks and industrial developments to mixed-use urban developments, housing estates, and stocks of buildings such as schools and houses. Organized into four parts encompassing 13 chapters, this volume describes techniques for calculating and minimizing energy consumption in groups of buildings, cities or entire regions. It first provides an overview of mathematical models, as well as approaches to the computation of the energy demand or energy-related properties of housing designs or groups of buildings. It then explores the politics of energy and the built environment, the mechanisms by which technical developments may be translated into effective action, and the energy efficiency of the urban built form. The reader is also introduced to passive solar scenarios for the UK domestic sector, intermediate-scale energy initiatives in the United Kingdom, thermal efficiency of building clusters, and glazed courtyards as an element of the low-energy city. This book is a valuable resource for city planners and engineers, scientists, and anyone interested in energy conservation.
