In this pathbreaking work, Brian Linn argues that in each decade following every major conflict since the War of 1812 the postwar army has undergone a long, painful, and remarkably consistent recovery process as it struggled to build a new model force to replace the “Old Army” that entered the conflict. Departing from the Washington-centric institutional histories of the past, Linn sets his focus on soldiering in the field, distilling the lived experiences of officers and troopers who were responsible for cleaning up the messes left in the wake of war. Real Soldiering provides the first comprehensive study of the US Army’s transition from war to peace. This outdated personnel management paradigm—designed for an earlier era—has been so intimately tied to the maintenance of Army culture that a self-perpetuating cycle has formed, diminishing the Army's attempts to develop adaptive leaders and institutions. This cycle can be broken only if the Army accepts rapid evolutionary change as the norm of the new era. Recruiting the right people, then having them step into an antiquated organization, means that many of them will not stay as they find their ability to contribute and develop limited by a centralized, hierarchical organization. Recruiting and retention data bear this out. Several factors have combined to force the Army to think about the way it develops and nurtures its leaders. Yet, Vandergriff maintains, mere modifications to today's paradigm may not be enough. Today's Army has to do more than post rhetoric about adaptability on briefing slides and in literature. One cannot divorce the way the Army accesses, promotes, and selects its leaders from its leadership-development model. The Army cannot expect to maintain leaders who grasp and practice adaptability if these officers encounter an organization that is neither adaptive nor innovative. Instead, Army culture must become adaptive, and the personnel system must evolve into one that nurtures adaptability in its policies, practices, and beliefs. Only a detailed, comprehensive plan where nothing is sacred will pave the way to cultural evolution.

Book excerpt: In the first book to focus on civil-military tensions after American wars, Thomas Langston challenges conventional theory by arguing that neither civilian nor military elites deserve victory in this perennial struggle. What is needed instead, he concludes, is balance. In America's worst postwar episodes, those that followed the Civil War and the Vietnam War, balance was conspicuously absent. In the late 1860s and into the 1870s, the military became the tool of a divisive partisan program. As a result, when Reconstruction ended, so did popular support of the military. After the Vietnam War, military leaders were too successful in defending their institution against civilian commanders, leading some observers to declare a crisis in civil-military relations even before Bill Clinton became commander-in-chief. Is American military policy balanced today? No, but it may well be headed in that direction. At the end of the 1990s there was still no clear direction in military policy. The officer corps stubbornly clung to a Cold War force structure. A civilian-minded commander-in-chief, meanwhile, stretched a shrinking force across the globe. With the shocking events of September 11, 2001, clarifying the seriousness of the post-Cold War military policy, we may at last be moving toward a true realignment of civilian and military imperatives.
