This book was released on 2010 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report on the disclosure of climate data from the Climatic Research Unit (CRU) at the University of East Anglia, the Science and Technology Committee calls for the climate science community to become more transparent by publishing raw data and detailed methodologies. On the accusations relating to Professor Phil Jones's refusal to share raw data and computer codes, the Committee finds there was no systematic attempt to mislead and considers that his actions were in line with common practice in the climate science community, but those practices need to change. The Committee welcomes the appointment of the independent Climate Change E-mails Review led by Sir Muir Russell to investigate fully the allegations against CRU. The Committee has not looked at the science produced by CRU and it will be for the Scientific Appraisal Panel, announced by the University on 22 March, to determine whether the work of CRU has been soundly built. On the mishandling of Freedom of Information (FoI) requests, the Committee considers that much of the responsibility should lie with the University, not CRU. The leaked emails appear to show a culture of non-disclosure at CRU and instances where information may have been deleted to avoid disclosure, particularly to climate change sceptics. The failure of the University to grasp fully the potential damage this could do and did was regrettable. The University needs to re-assess how it can support academics whose expertise in FoI requests is limited.

Book excerpt: The Committee's report examines the two inquiries set up by UEA: the Independent Climate Change E-mails Review (ICCER) into the allegations against CRU and an independent external Scientific Appraisal Panel (SAP). The previous Science and Technology Committee also carried out an inquiry (The disclosure of climate data from the Climatic Research Unit at the University of East Anglia (HC (2009-10) 387-I 9780215553362), but due to time constraints it reported prior to the publication of the ICCER and SAP findings.Of the Committee's reservations about the UEA-commissioned inquiries, the report says the scope and purpose of the SAP review appeared to change from an examination of the integrity of the science to the integrity of the scientists, and as result there has been some confusion. The disparity in length between the SAP report and ICCER could foster the impression that it was not as thorough as the ICCER. The Committee was also concerned that the SAP should have been more open and transparent and the process by which it selected the documents for review could have been more open and it should have published its working papers. In contrast the ICCER was more comprehensive and transparent, although the Committee believes that it should have taken its evidence in public. The Committee is concerned that the ICCER did not fully investigate the serious allegation relating to the deletion of emails and finds it unsatisfactory that it has been left with a verbal reassurance from the Vice Chancellor of UEA that the emails still exist. The Committee has some reservations about both inquiries but they made a number of constructive recommendations. In its view it is time to make the changes and improvements recommended and with greater openness and transparency move on.

Available in PDF, EPUB and Kindle. Book excerpt: Climate disasters demand an integration of multilateral negotiations on climate change, disaster risk reduction, sustainable development, human rights and human security. Via detailed examination of recent law and policy initiatives from around the world, and making use of a capability approach, Rosemary Lyster develops a unique approach to human and non-human climate justice and its application to all stages of a disaster: prevention; response, recovery and rebuilding; and compensation and risk transfer. She comprehensively analyses the complexities of climate science and their interfaces with the law- and policy-making processes, and also provides an in-depth analysis of multilateral climate change negotiations under the 1992 United Nations Framework Convention on Climate Change.

Book excerpt: The First Edition of the Encyclopedia of Global Warming and Climate Change provided a multi-authored, academic yet non-technical resource for students and teachers to understand the importance of global warming, to appreciate the effects of human activity and greenhouse gases around the world, and to learn the history of climate change and the research enterprise examining it. This edition was well received, with notable reviews. Since its publication, the debate over the advent of global warming at least partially brought on by human enterprise has continued to ebb and flow, depending literally on the weather, politics, and media coverage of climate summits and debates. Advances in research also change the discourse as new data is collected and new scientific projects continue to explore and explain global warming and climate change. Thus, a new, Second Edition updates more than half of the original entries and adds new perspectives and content to keep students and researchers up-to-date in a field that has proven provocatively lively.

Available in PDF, EPUB and Kindle. Book excerpt: Scientific research is fundamental to addressing issues of great importance to the development of human knowledge. Scientific research fuels advances in medicine, technology and other areas important to society and has to be credible, trustworthy and able to command confidence in the face of inevitable uncertainties. Scientific researchers must be trusted and respected when they engage with knowledge acquisition and dissemination and as ethical guardians in their education and training roles of future generations of researchers. The core values of scientific research transcend disciplinary and national boundaries and approaches to the organisation and oversight of research systems can impact significantly upon the ethics and conduct of researchers. This book draws upon legal expertise to critically analyse issues of regulation, conduct and ethics at the important interface between scientific research and regulatory and legal environments. In so doing it aims to contribute important additional perspectives to the existing literature. Case studies are engaged with to assist with the critical analysis of the current position and the consideration of future possibilities. The book will be of interest to academics in the fields of science, law and policy; science and law students; and scientific researchers at more advanced stages of their careers. Research professionals in government and the private sector and legal practitioners with interests in the regulation of research should also find the work of interest.

Available in PDF, EPUB and Kindle. Book excerpt: Carbon Politics and the Failure of Kyoto charts the framework and political evolution of the Kyoto Protocol negotiations and examines the ensuing failure of the international community to adequately address climate change. The focus is not on the science or consequences of climate change but on the political gamesmanship of the major players throughout the UNFCCC negotiation process. More than an updated history of the subject matter, this book provides a detailed study of the carbon targets which became the biggest influencing factor on the reaction of nations to Kyoto’s binding agreements. The book provides an in-depth analysis of the leading nations’ motives, including the US, China and Germany, in entering the negotiations, in particular, their economic interests. Despite the effort to combat climate change in politics that the negotiations represent, the book concludes that an agreement which requires almost 200 very different nations to agree on a single protocol is doomed to failure. The book offers a novel contribution to our understanding of this failure and suggests alternative frameworks and policies to tackle what is arguably the most complex political issue of our time.

Available in PDF, EPUB and Kindle. Book excerpt: What is to be done about the damaging impact of economic activity on the environment? In recent years, there has been growing debate over this question. This book, by an economist, urges Christians to support strong governmental and intergovernmental action to improve the workings of existing global economic systems so as to provide adequate environmental protection. As such, it draws on the tradition of mainstream environmental economics and on recent developments in “ecological economics.” But it acknowledges that environmental policy raises important ethical and theological issues often briefly or inadequately covered within economic literature: ethically responsible attitudes to uncertainty, inequality within and between generations, the rights of traditional communities, and the obligation to respect nonhuman elements within creation. This book tries to develop sound ethical foundations for environmental policy, while providing concrete perspective on economic realities.

Book excerpt: This mini ebook features a sample chapter from Mark Henderson’s brilliant new book THE GEEK MANIFESTO: why science matters. The geeks are coming. And our world needs them. We live in a country where: -A writer can be forced into court for telling the scientific truth. -The media would rather sell papers by scaremongering about the MMR vaccine or GM crops than reporting the facts. -A government advisor was sacked for a decision based on science rather than public opinion. -Only one of our 650 MPs has ever worked as a research scientist. It is time to entrench scientific thinking more deeply into politics and society. To fight for policy based on evidence. The full book is available from 12th May 2012.

The Committee highlight several inquiries and reports that have had significant impact in informing legislative decisions and holding government to the standard of evidence based policy making.
