It has been produced at the request of the Asia-Europe Meeting (ASEM) Ministers of Education as a contribution to the fourth ASEM Ministers' conference in Kuala Lumpur in May 2013, also called ASEMME 4. Qualifications frameworks was one of the key items on the ASEMME 4 programme in Kuala Lumpur, reflecting the priority the participating countries attach to Qualification Frameworks (QFs) and the increasing prominence QFs occupy on the wider international policy agenda. Beyond the immediate goal of supporting the conference, this survey is also intended to capture the latest trends and developments in the field of QFs worldwide. Each of the four contributing institutions is engaged in the study of qualifications frameworks and in supporting countries in developing NQFs. Collectively, the four bodies cover the great majority of countries where NQFs are emerging and possess a wealth of experience and expertise in this field. This overview is descriptive and analytical rather than conclusive in its treatment of qualifications frameworks as reform tools. The inventory comprises two parts: six thematic chapters which analyse the aims, characteristics and uses of QFs; and country chapters. The country chapters will be updated by the ETF, Cedefop and UIL and the Section for TVET at UNESCO Headquarters as new developments in the field occur. Individual chapters contain references. Cedefop's fifth annual report and analysis on European NQF developments confirms that qualifications frameworks are a key tool for improving transparency and comparability of qualifications at national and international levels. Evidence shows that frameworks increasingly trigger reforms and are used to support incremental changes in education and training. Although still uneven across countries and sectors, NQFs have strengthened the implementation of learning outcomes approaches and have brought together stakeholders from different sectors of education, training and employment in renewal and development of new qualifications, for example at EQF level 5. More countries are opening up their NQFs to qualifications outside the formal, public system of qualifications, such as those awarded by non-formal and private institutions, and strengthening the links to arrangements for validating non-formal and informal learning. The progress made on NQFs has made it possible for more countries to complete their linking to the EQF; 23 countries had linked their national qualifications levels to EQF levels by December 2014.

Book excerpt: Selling Out Education argues that basing education policy on qualifications and learning outcomes—dramatized by the phenomenal expansion of qualifications frameworks—is misguided. Qualifications frameworks are intended to make education more responsive to the needs of economies and societies by improving how qualifications and credentials are used in labour markets. But using learning outcomes as the starting point of education programmes neglects the core purpose of education: giving people access to bodies of knowledge they would not otherwise have. Furthermore, instead of creating demand for skilled workers through industrial and economic policy, qualifications frameworks are premised on the flawed idea that a supply of skilled workers leads to industrial and economic development. And skilled workers are to be supplied not by encouraging governments to focus attention on creating, improving, and supporting education institutions, but by suggesting that governments take a quality-assurance role. As a result, in poor countries where provision is weak to start with, qualifications have been created and institutions established to monitor providers without increasing or improving education provision. The weaknesses of many current policy approaches make clear, Allais argues, that education is inherently a collective good, and that the acquisition of bodies of knowledge provide the basis for its integrity and intelligibility.
