Book excerpt: The Uganda Local Government Development Program, with a credit equivalent to US$80.9 million, was implemented by the government over the period 2000-2004. The project was designed to scale up an earlier UN Capital Development Fund pilot to 30 districts (out of 56) so that policies and principles could be tested (and costed) on a larger scale and lessons learned used to develop national policy formulation within a sound fiscal framework. It had 4 objectives : (1) Test the feasibility of implementing constitutional and legal mandates with respect to decentralized service provision and devolution of the development budget through the provision of investment funds to the Local Governments; (2) Build the capacity of the Ministry of Local Government, the Local Government Finance Commission Secretariat, and a sub-set of the local governments for improved service delivery, accountability and transparency; (3) Test and institute alternative service delivery mechanisms through the private sector, beneficiary communities and other stakeholders in the Kampala City Council; (4) Monitor and evaluate project implementation for actual experience and good practices for formulating an appropriate strategy, implementation modalities, and phasing for eventual scaling-up, nationally, over time.

Book excerpt: The Local Government Development Framework (LGDF) is a local governance performance measurement and monitoring tool based on government-citizen collaboration. Developed by RTI International, the LGDF provides for the establishment of demand-driven benchmarks and participatory assessments for the improvement of local governance, service delivery in particular. The paper presents the development-project origins of the LGDF beginning in the 1980s, comparatively examines LGDF’s strengths and weaknesses, and provides a step-by-step discussion of its utilization. Four developing countries in which the LGDF has been applied serve as examples. The LGDF involves, first, the establishment of performance benchmarks for the priority functions of the local government. Second, local officials and community stakeholders come together to collaboratively assess and score progress toward achieving the benchmarks. Third, local officials working with stakeholders develop action plans for achieving priority objectives. Finally, the process is regularly repeated to identify areas of improvement and future capacity-building needs. Successful implementation of the LGDF, we conclude, requires leadership, well-aligned political incentives, proper design and implementation, and dedication to the process. Yet it has withstood the test of time and proven to be an effective tool for bringing government together with the community to achieve local development objectives.

Book excerpt: While Uganda has a long history of decentralized service delivery, and has instituted Local Economic Development (LED) as an additional mandate for local governments (LGs), there has been less progress in operationalizing the concept and practically implementing it across LGs in Uganda. In addition to their basic service delivery functions enshrined in the Local Governments Act of 1997, since 2006 LGs are also mandated by various policy documents to play a role in wealth creation, and increasing citizens' income levels. While the Government of Uganda (GoU)'s LED Policy does outline the strategic intervention areas that LGs should implement, there is still considerable confusion among LG staff as to what this entails on a day to day basis and there has been limited progress in implementation. At the request of the MoLG, the World Bank, therefore, commissioned this assignment in support of the Government of Uganda (GoU's) efforts to improve the capacities of LGs for promoting LED. The study focused on assessing three localities (Jinja Municipality, and Arua and Nwoya Districts), both in terms of their local economic potentials and enabling environment for business, as well as in terms of the institutional and policy context for promoting LED. The study used quantitative methodologies, to identify promising economic sectors in the three localities, as well as qualitative methodologies to identify the main constraints that those sectors currently face.
