Available in PDF, EPUB and Kindle. Book excerpt: Why do some states provide infrastructure and social services to their citizens, and others do not? In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.

Book excerpt: Due to climatic, social, and epidemiological challenges, urban areas are suffering from recurring problems that require profound and sustainable solutions. Although they cover only a small area of the earth’s surface, metropolises are responsible for most of the world’s global carbon emissions, which cause adverse effects on energy and the climate. This book discusses the spatial development of urban areas in the context of the United Nations Sustainable Development Goals. Chapters address the problems of large urban agglomerations, examine their impacts on both people and the environment, and propose intervention policies and strategies. The book also presents case studies from different areas of the world, including Chile, Brazil, and India.

The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs.

Book excerpt: This book critically analyses the World Trade Organization’s approach to "special and differential treatment" (SDT) to argue that it is founded on seeking exemptions from WTO obligations, instead of creating an enabling environment for developing countries to integrate fully into the multilateral trading system. Through six key sections: United States Proposal on Special and Differential Treatment Responses to United States Proposal The Evolution of Differential Treatment Failure of the Current Approach to Differential Treatment Complications Created by China’s Emergence in the Global Economy An Alternative Approach to Differential Treatment this book explores how, by adopting a new evidence-based, case-by-case approach to SDT, the development of the poorest countries can best be advanced, while at the same time ensuring that advanced developing countries carry their weight in the organization. It will be of interest to scholars and students of international trade law and political science, as well as trade practitioners such as lawyers, diplomats, and analysts.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers contested responsibilities between the public and private sectors over the use of online data, detailing exactly how digital human rights evolved in specific European states and gradually became a part of the European Union framework of legal protections. The author uniquely examines why and how European lawmakers linked digital data protection to fundamental human rights, something heretofore not explained in other works on general data governance and data privacy. In particular, this work examines the utilization of national and European Union institutional arrangements as a location for activism by legal and academic consultants and by first-mover states who legislated digital human rights beginning in the 1970s. By tracing the way that EU Member States and non-state actors utilized the structure of EU bodies to create the new norm of digital human rights, readers will learn about the process of expanding the scope of human rights protections within multiple dimensions of European political space. The project will be informative to scholar, student, and layperson, as it examines a new and evolving area of technology governance – the human rights of digital data use by the public and private sectors.

Book excerpt: This Report illustrates the vigorous efforts being undertaken by many developing countries to catch up with their more developed partners in the dissemination and use of ICT. However, it also shows that the gaps are still far too wide and the catching-up far too uneven for the promise of a truly global information society, with its attendant benefits for sustainable social and economic development, to materialize without the sustained engagement of national Governments, the business sector and civil society, and the tangible solidarity of the international community.

The contributions of industry and university researchers to this revolution are manifest; less widely recognized is the major role the federal government played in launching the computing revolution and sustaining its momentum. Funding a Revolution examines the history of computing since World War II to elucidate the federal government's role in funding computing research, supporting the education of computer scientists and engineers, and equipping university research labs. It reviews the economic rationale for government support of research, characterizes federal support for computing research, and summarizes key historical advances in which government-sponsored research played an important role. Funding a Revolution contains a series of case studies in relational databases, the Internet, theoretical computer science, artificial intelligence, and virtual reality that demonstrate the complex interactions among government, universities, and industry that have driven the field. It offers a series of lessons that identify factors contributing to the success of the nation's computing enterprise and the government's role within it.

Book excerpt: This book makes an original contribution to the field of feminist cultural studies through an analysis of the gender-politics axis established in China’s digital public sphere. While a growing body of literature in contemporary feminist cultural studies has turned attention to the Chinese environment, scholarship remains limited in exploring the intersection of gender and politics in the context of Chinese digital cultures. This book addresses this timely topic. It will appeal to both scholars and students interested in exploring the complex, dynamic interplay between digital cultures, public expressions, as well as representations and perceptions of gender reflected in Chinese Internet users’ everyday communicative practice from a feminist media studies perspective.
