Available in PDF, EPUB and Kindle. Book excerpt: The degree of geographic concentration of individual manufacturing industries in the U.S. has declined only slightly in the last twenty years. At the same time, new plant births, plant expansions, contractions and closures have shifted large quantities of employment across plants, firms, and locations. This paper uses data from the Census Bureau's Longitudinal Research Database to examine how relatively stable levels of geographic concentration emerge from this dynamic process. While industries' agglomeration levels tend to remain fairly constant, we find that there is greater variation in the locations of these agglomerations. We then decompose aggregate concentration changes into portions attributable to plant births, expansions, contractions, and closures, and find that the location choices of new firms and differences in growth rates have played the most significant role in reducing levels of geographic concentration, while plant closures have tended to reinforce agglomeration. Finally, we look at coagglomeration patterns to test three of Marshall's theories of industry agglomeration: (1) agglomeration saves transport costs by proximity to input suppliers or final consumers, (2) agglomeration allows for labor market pooling, and (3) agglomeration facilitates intellectual spillovers. While there is some truth behind all three theories, we find that industrial location is far more driven by labor mix than by any of the other explanatory variables.

For manufacturing industry, what are the externalities that matter, and to what extent? Are these externalities spatially localized? The authors answer these questions by analyzing the influence of economic geography on the cost structure of manufacturing firms by firm size for eight industry sectors in India. The economic geography factors include market access and local and urban externalities-which are concentrations of own-industry firms, concentrations of buyer-supplier links, and industrial diversity at the district (local) level. The authors find that industrial diversity is the only economic geography variable that has a significant, consistent, and substantial cost-reducing effect for firms, particularly small firms. This finding calls into question the fundamental assumptions regarding localization economies and raises further concerns on the industrial development prospects of lagging regions in developing countries.

Our willingness to accept evidence of agglomeration economies depends on how well key estimation problems have been addressed. Three issues are particularly troublesome for identifying agglomeration effects: unobserved regional characteristics, simultaneity in regional data, and multiple sources of externalities. Two empirical results appear to be robust to problems created by the first two issues: (a) individual wages are increasing in the presence of more-educated workers in the local labor force, which is consistent with localized human-capital externalities, and (b) long-run industry growth is higher in locations with a wider range of industrial activities, which suggests that firms benefit from being in more diverse urban environments. Other evidence is supportive of agglomeration effects related to regional demand linkages and short-run, industry-specific externalities

Several models in which firms choose locations by throwing darts at a map are used to test whether the degree of localization is greater than would be expected to arise randomly and to motivate a new index of geographic concentration. The proposed index controls for differences in the size distribution of plants and for differences in the size of the geographic areas for which data is available. As a consequence, comparisons of the degree of geographic concentration across industries can be made with more confidence. We reaffirm previous observations in finding that almost all industries are localized, although the degree of localization appears to be slight in about half of the industries in our sample. We explore the nature of agglomerative forces in describing patterns of concentration, the geographic scope of localization, and the extent to which agglomerations involve plants in similar as opposed to identical industries.

Book excerpt: This dissertation mainly assesses the relative importance of two mechanisms-consumer searching and cost sharing for the spatial concentration of retail stores. I first present a simple model of firms' location choice and consumers' shopping destination choice. This model shows how both mechanisms promote the agglomeration of retail firms. The degree of retail agglomeration, measured by Ripley's K function, increases with the importance of consumer searching and with the benefits from scale economy in intermediate inputs such as advertisements and delivery services. I then present stylized facts based on industry agglomeration. Using the 2012 National Establishment Time-Series database, I calculate Ripley's K function and Ellison-Glaeser index that measure the degree of agglomeration for each CBSA-NAICS industry-year pair in the U.S. from 1992 to 2012. The estimated Ripley's K values show that the overall degree of retail agglomeration has been decreasing since 1992. Also, I find much inconsistency between the estimated Ripley's K and Eillson-Glaeser indices. Using the variation in the percentage of population that use Internet across regions and in the Internet sales share across retailing industries, I find that a 10 percentage points increases in the Internet use percentage and in the Internet sales share is associated with a 3.1-3.5 decrease and a 9.5-10.8 decrease in the calculated Ripley's K value. This provides suggestive evidence of the role consumer searching plays in promoting retail agglomeration since Internet decreases the importance of consumer searching in person. A difference-in-differences analysis shows that industries easy to make comparison shopping online experience a greater decrease in the degree of agglomeration by 6.8-12.6 before and after 2000. Last, I use a triple-difference approach based on the bankruptcy of chain stores like Borders and Circuit City to distinguish the effects of consumer searching and cost sharing. The estimation results for various types of chain stores using sales, employment size, the probability of closure, and the birth of new stores as dependent variables are mixed. Consumer searching alone cannot well explain retail agglomeration; however, there is little evidence of the contribution of the cost sharing mechanism to retail agglomeration.

Book excerpt: This paper investigates the trends and determinants of geographic concentration and industrial specialization in the People's Republic of China (PRC) using interprovincial panel data for the period from 1999 to 2010. It shows that, after 2005, both geographic concentration and industrial specialization began to decrease, resulting in an increased similarity of provincial industrial structure. Industrial policies of provincial governments cause geographic dispersion and inverse specialization. The result is robust when using instrumental variables to deal with possible reverse causality and omitted variable problems. The mechanism behind this is that central government industrial policy, which tends to last for several years, is an important reference document for each provincial planner. This causes the less-developed regions to deviate from their comparative advantages, resulting in a combination of insufficient geographic concentration and inverse specialization in the PRC.
