Book excerpt: This study analyzed the determinants of crop diversification as well as the factors influencing the extent of crop diversification by smallholder farmers in Southern province. The study used secondary data from the Central Statistical Office of Zambia. Results from a double-hurdle model analysis indicates that landholding size, fertilizer quantity, distance to market, and the type of tillage mechanism adopted have a strong influence on whether a farmer practices crop diversification. Our findings have important implications for policies that are designed to enhance crop diversification. In particular, our results suggest the need for government to consider undertaking policies that will enhance farmers access to and control over land, that will provide farmers with improved access to agricultural imple-ments like ploughs, and that will bring trading markets closer to farmers.

To this effect, rural poverty still remains high and predominantly a rural phenomenon. This study sought to evaluate the effectiveness of the out-grower schemes on reducing poverty and answer the general research question on how effective were the out-grower schemes in reducing poverty in rural Zambia. Pragmatism was the philosophical view that underpinned the study and it applied to the mixed research method approach for this study. The convergent parallel strategy of the mixed research method approach was used. The target population was 50,000 smallholder farmers and a questionnaire with open ended questions (qualitative) and closed questions (quantitative) was administered to a sample size of 396 smallholders farmers. Simple random sampling was used to select smallholder farmers.Qualitative data was analyzed by using the inductive process of building from the data to broad themes and then to interpretation. Quantitative data was analysed by using the Chi-square tests to ascertain association between critical variables measured by categories of out-grower farmers and independent farmers. The T-tests compared the treatment and control groups on variables of interest. The coefficient of variation (CV) was used to gauge the level of respondents’ disagreement (dissention) in responses while coefficient of consensus (CC) was used to gauge the level of respondents’ agreement (consensus) in responses, applied to the Likert scale and any other ordinal responses. The findings from the study revealed that the out-grower schemes implementation has contributed to a positive change in poverty reduction to smallholder farmers participating in the out-grower scheme. Further, out-grower farmers have improved their knowledge in understanding the operation of the out-grower scheme. Subsequently, the out-grower schemes have benefited the communities. In this regard, the study concluded that the out-grower schemes have been effective in reducing poverty in the rural areas of Zambia. The study recommended that there was need to address the issue of power imbalance between the out-grower farmers and the out-grower firms.

The resulting land-use configurations encompass varying mosaics of tree cover, human settlements and agricultural land units. The need to feed nine billion people by 2050 in a world of changing food demands is causing increasing agricultural intensification. As such, market-orientated production systems are now increasingly replacing traditional farming practices, but at what cost? The Agrarian Change project, coordinated by the Center for International Forestry Research, explores the conservation, livelihood and food security implications of land-use and agrarian change processes at the landscape scale. This book provides detailed background information on seven multi-functional landscapes in Ethiopia, Cameroon, Indonesia, Nicaragua, Bangladesh, Zambia and Burkina Faso. The focal landscapes were selected as they exhibit various scenarios of changing forest cover, agricultural modification and integration with local and global commodity markets. A standardized research protocol will allow for future comparative analyses between these sites. Each case study chapter provides a comprehensive description of the physical and socioeconomic context of each focal landscape and a structured account of the historical and political drivers of land-use change occurring in the area. Each case study also draws on contemporary information obtained from key informant interviews, focus group discussions and preliminary data collection regarding key topics of interest including: changes in forest cover and dependency on forest products, farming practices, tenure institutions, the role and presence of conservation initiatives, and major economic activities. The follow-on empirical study is already underway in the landscapes described in this book. It examines responses to agrarian change processes at household, farm, village and landscape levels with a focus on poverty levels, food security, dietary diversity and nutrition, agricultural yields, biodiversity, migration and land tenure. This research intends to provide much needed insights into how landscape-scale land-use trajectories manifest in local communities and advance understanding of multi-functional landscapes as socioecological systems.

Crop diversification means growing different crops or using different cropping systems. It has been shown to provide risk management advantages and to lead to cost reduction in the presence of scope economies. Some countries and economic development organizations are, therefore, promoting crop diversification. However, crop diversification has been shown to be associated with a reduction in productivity and profitability due to foregone efficiency benefits from economies of scale. As a result, some countries, such as Rwanda, have adopted crop specialization policies. In examining the effects of crop diversification on farm performance, previous research has employed various indices to quantify diversification. These indices are based on the number of crops grown and their relative abundance. Although the indices provide a good aggregate measure of diversification, they also assume homogeneity in diversification strategies among farmers who have the same number and relative abundance of crops even though the crops grown may be different. Using indices, therefore, ignores differences in economies of scope among heterogeneous or homogeneous crop combinations and their related profitability. It would seem that prior research has not explored the issue of crop diversification adequately because of crop diversification's definitional constraints. Against this backdrop, the research problem that this study seeks to address is premised on the fact that different crop combinations may be associated with different performance outcomes. Therefore, this study recognizes diversification not in number of crops, but the types of crops in a farmer's production 'portfolio'. We call these portfolios farm enterprise structures. An enterprise structure is a combination of unique crop enterprises that make up the farm. The specific research question that the study addresses is: To what extent do enterprise structures influence profitability? The main objective of the study is to identify combinations of enterprise structures and their related profitability. Differences in enterprise structure profitability could improve our understanding of existing cropping patterns and help to identify ways of strategically design enterprise structures to achieve higher profitability given farmer's realities. We use secondary data from Zambia's 2015 Rural Agricultural Livelihood Survey (RALS). RALS is a country-wide survey of agricultural producers with a sample size of 7,934 randomly selected households. We utilize the Gaussian/Ordinary Least Squares (OLS) regression model to test the significance of the effect associated with adopting different enterprise structures, and to examine their contributions to profitability. The results show statistically significant differences in demographic, socio-economic and production characteristics among farmers pursuing different enterprise structures. The results also show regional variations in the distribution and profitability of enterprise structures. This is understandable because of differences in regional agro-ecological conditions. The results further show that enterprise structures significantly influence profitability to varying degrees, suggesting that some crop portfolios may have higher profitability than others even though they may have the same number of crops. Diversification recommendations based on enterprise structures are, therefore, likely to be more effective than those based on indices.

Book excerpt: In 2003 national heads of African states, including Zambia, met in Maputo and pledged to increase financial resources to the agriculture sector, up to 10 % of their national budgets, in order to meet growth targets. Given the need to increase investments in agriculture, it follows that impact assessment studies have become handy as funding agencies demand better accountability and empirical justification for further investment. However, experts have reasoned that the quantity of resources is as important as the quality of spending in that, if resources are allocated efficiently, more could be achieved with the same level of resources. The lack of an effective strategy and basis upon which investments in agriculture crop research ought to be prioritised in order to improve agricultural productivity is the main concern in Zambia. This study sought to illustrate the use of the Dynamic Research Evaluation for Management (DREAM) model to assess the economic returns of investing in agriculture technologies and to set priorities for crop-based research activities in Zambia. The study hypothesised that the financial outlay allocated to agricultural crop research is not efficiently allocated so as to achieve the nation's agricultural production potential, and that agricultural crop research investment influences the distribution of welfare effects on producers and consumers. The DREAM model is conceptually based on the economic surplus theory and is designed for research priority setting and ex ante evaluations. It computes the net present value (NPV) of benefits for both producers and consumers as a result of investing in agriculture technology. The findings from this study reveal that investment in agriculture crop research in Zambia is worthwhile as positive net present values were obtained for all crops under consideration in this study. Maize research gives the highest return to both large-scale and smallholder producers. Maize also yielded the highest returns for consumers in Zambia. In order of priority, maize is followed by soya bean, groundnuts, cotton, millet, sunflower and sorghum. In spite of this, the order of priority in terms of financial expenditure on crop research is maize, cotton, sorghum, soya bean, groundnuts, sunflower and millet. Therefore, the allocation of financial resources towards crop research is not efficient for all crops except maize since some crops such as sorghum receiving high financial expenditure in research did not necessarily generate high returns. This is because the Government still conducts the bulk of research in Zambia, and as such, other social objectives such as equity and food security considerations play a major role in determining investment patterns. The study further establishes that the choice of crop research expenditure influences the distribution of welfare benefits on different producer groups: and that smallholder farmers in Central, Eastern and Southern province are among the group that received the highest proportion of benefits even for crops such as maize for which financial resources were efficiently allocated. Therefore, the efficiency objective may not necessarily leave smallholder farmers worse off as long as they have access to complementary infrastructure and institutions for agriculture production and marketing. As such the study recommends that the Government, private sector and other development partners must focus on raising agriculture productivity by expanding investments in crop science-based technologies: and also recommends re-allocation of financial resources between crops in favour of crops with high returns because this benefits both large scale and smallholder farmers. This must be accompanied by further investment in complementary infrastructure and good governance. Copyright.
