Book excerpt: This document is part of the National Energy Board's ongoing monitoring of the natural gas market. It focuses on a specific part of the structure and functioning of the Canadian natural gas market, that of long-term contracts of over five years duration. The report analyzes the changes that have occurred in long-term contracts governing the sale of western Canadian gas into domestic and export markets and identifies the important trends in contracting practices that have emerged since deregulation. The analysis is based on more than 165 domestic and export contracts representing the first arm's length or primary sale between a party representing producer interests and a party representing consumer interests.

Book excerpt: Deregulation of natural gas markets in the mid-1980s brought about significant new trends in gas contracting practices, such as increased flexibility for buyers and sellers, simpler and shorter contract terms, and a wider range of contracting options and services. This update identifies those changes that have occurred since 1991 in long-term contracts, including both new contracts executed since 1991 as well as changes to those that were in effect in 1991. The update is based on analysis of a data base of almost 200 long-term contracts, including most export contracts filed with the National Energy Board as of May 1996. The main focus of the update is on contract terms and conditions. It documents the impact of the withdrawal of US interstate pipelines from their traditional merchant function on long- term contracts for Canadian gas, discusses trends with respect to pricing and pricing indices used by the contracting parties, and examines mechanisms used to secure contractual obligations as compared to earlier periods. The final section identifies important differences between domestic and export contracting patterns.

This work demonstrates that no affected group has gained from these experiments in public control and that all participants would gain from deregulation.

Book excerpt: The objective of this paper is to determine the extent to which the various regional Canadian and US natural gas markets have become integrated in the post-deregulation era and, by extension, to assess the degree of competition in North American gas markets. The paper employs a statistical analysis (including Kalman filtering) of price behavior in North American gas markets to assess the degree of connectedness between Empress, Alberta and Canadian export points and selected US hubs. It also examines the degree of integration between producing regions in the United States. The paper ends with a discussion of factors that have influenced gas market integration. The appendix includes commentary on the data used in the analysis, a detailed description of the statistical methodology, and a review of the Kalman filter and its use.

This book was released on 1994 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent changes in the structure of the U.S. natural gas industry include consolidation of operations among oil and gas producers, a revised role for major interstate natural gas pipelines from merchants to common carriers, emergence of natural gas spot and futures markets, and increased gas-to-gas competition and competition from alternative energy sources. Particularly, FERC Order 636, issued in 1992, directed a sweeping restructuring of the natural gas transmission industry. The FERC's intent was to bring about the final deregulation of the gas industry, creating a market place that would promote competition, give consumers more choices, and provide more efficient and market-sensitive gas supplies and transportation services. As a result, the way of doing business in the U.S. natural gas industry has been permanently changed. Changes in the governmental regulations have affected not only the structure of the gas industry, but also the economics of natural gas companies and end users. During the regulatory transition, major interstate natural gas pipelines incurred significant costs, and their overall financial performance was less than satisfactory. On the other hand, however, local distribution companies enjoyed growth in asset base, operating revenues, and net income. In general, industrial and electric utility customers have benefited more from the recent changes in the U.S. natural gas market than captive residential and commercial customers. Facing these unprecedented developments, producers, pipelines, and local distribution companies restructured their operations. They laid off employees, spun off assets, consolidated operations, reduced long-term debt, and adjusted capital spending in an effort to cut down costs and improve operating efficiency. The outlook of the gas industry can be characterized by sustained gas demand and tight supply, with the greatest opportunity for gas market growth coming from electric power generation and natural gas vehicles. The market share of Canadian gas in the U.S. is expected to increase. Governmental regulations will continue to play an important role in stimulating increased use of natural gas. To adapt to an increasingly competitive environment, the future strategies of the gas companies should emphasize efficiency, supply reliability, R&D, and risk management

Available in PDF, EPUB and Kindle. Book excerpt: This book arrives at a time when further changes in the regulatory arena are being considered in response to the ongoing evolution of the Canadian natural gas industry. Greater efficiency in all aspects of gas supply, transmission and distribution is critical, and this has generally sharpened the focus of regulation on efficiency issues. This study sets out regulatory fundamentals and traditional regimes, and examines some of the main alternatives concerning the regulation of major gas pipelines in Canada. It draws on regulatory changes and experiments with respect to other sectors, such as telecommunications and electricity, as well as the pipeline sector in other jurisdictions. The study should be of great interest to regulated companies in gas transmission and distribution, oil pipelines, oil and gas producers, regulators, governments, and academics. Because of its generic nature, it should also be of interest to individuals involved in the regulation of other utilities. The Van Horne Institute for International Transportation and Regulatory Affairs is a not-for-profit organisation, established in 1992, headquartered in Calgary, Alberta, and affiliated with The University of Calgary. The Institute has been established to address important transportation and related regulatory issues such as legislation, taxes, subsidies, technology and economics, and is funded through memberships and fees for services.
