Book excerpt: In theses few pages I have described our offset strategy of applying technology to counteract a numerical disadvantage in military equipment. To be effective, our technology must be applied selectively to achieve a performance edge which is critical to the outcome of engagements. I have also discussed the application of technology to counteract the pressures resulting from shortages of qualified operating and maintenance personnel. Our objectives are to apply technology to improve reliability and maintainability; to use our technology to make servicing and testing equipment much less labor intensive; and to use the exploding technology of microprocessors in automatic test equipment, built-in-test, and in simulators and training devices that enable our forces to effectively and efficiently operate and maintain their equipment. And so it is with national security, technology change plays a dominant role in the military strength of the country and the strategies it can pursue. A strong military is a combination of national resolve, industrial capability, morale, leadership, training and other ingredients. However, foremost among military requirements is the need for superior equipment that can provide an edge over a range of combat situations and environments. Fundamental to acquiring this equipment is the availability of technical options that can be that basis for developing increasingly superior systems. It is the task of the S & T program to provide future options. The S & T program is the underpinning of the acquisition process. The research, exploratory development and advanced technology development programs making up the S & T program are the vehicles by which the Department acquires knowledge and know-how needed to give our personnel and our forces superior tools to achieve military goals and objectives. The DoD acquisition process will continue to need and support a strong and viable S & T program to ensure the timely availability of military technologies critical to the long-term national well-being.

Book excerpt: The seemingly inevitable disruption of energy sources not under U.S. control, and the budgetary impact of increasing energy costs, poses a serious threat to our ability to maintain the operational readiness of our Armed Forces at a level sufficient to ensure the national security. Accordingly, the development of an efficient military system - one that is invulnerable to foreign energy supply interruptions - is essential if we are to maintain acceptable levels of force readiness while adhering to a strong conservation ethic and a shift to domestically controllable energy sources. If we do our job right, we will contribute towards ensuring that our energy supply lines remain full, providing energy to support our military force - energy that is in the right form, in the right place, and in sufficient quantities to maintain our national security. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Of primary value to military policymakers, recruitment officers, and analysts, Attitudes, Aptitudes, and Aspirations of American Youth will also interest social scientists and policy makers interested in youth trends.

This book was released on 2019-06-02 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important report was issued by the Department of Defense in June 2019. The Indo-Pacific is the Department of Defense's priority theater. The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. Perhaps no country has benefited more from the free and open regional and international system than China, which has witnessed the rise of hundreds of millions from poverty to growing prosperity and security. Yet while the Chinese people aspire to free markets, justice, and the rule of law, the People's Republic of China (PRC), under the leadership of the Chinese Communist Party (CCP), undermines the international system from within by exploiting its benefits while simultaneously eroding the values and principles of the rules-based order. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. 1. Book excerpt: Major defense acquisition programs (MDAP) are used to acquire, modernize, or extend the service life of DoD¿s most expensive assets, primarily military equipment. A new law required this review of weaknesses in DoD's operations that affect the reliability of financial information for assets acquired through MDAP. To do so, this report identified and reviewed previously reported weaknesses that impair DoD's ability to provide reliable cost information for military equipment acquired through MDAPs, and determined what actions DoD has taken to address them. Includes recommendations. Charts and tables.

This book was released on 1978 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of our nation's greatest strengths is its sustained scientific and technological vigor. This national strength is key to our continuing national security as it is to the performance advantage of U.S. military forces and weapons systems, and the technological advantage of U.S. military R & D capabilities over potential adversaries. The Department of Defense (DoD) Science and Technology Program provides the foundation for such military technological superiority. It is the source of the ideas and inventiveness which lead to new weapons systems, to the improvement of existing systems and to the integration of disparate development and equipment units into the coherent systems which underlie our military strength. The DoD Science and Technology Program covers the spectrum of critical military technologies from munitions, guidance and control and electronics through materials, mathematics and physics, through oceanographic and environmental sciences to chemical and biological defense and to the vital areas of training, safety, food and life sciences. The DoD Science and Technology Program includes efforts in the areas of Research, Exploratory Development and Advanced Technology Demonstrations. For management purposes, the program is divided into 24 separate technical areas (such as aircraft propulsion, electronic warfare and environmental sciences) and grouped into 3 major components; namely, Engineering Technology, Electronics and Physical Science and Environmental and Life Sciences.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid progress in information and communications technologies is dramatically enhancing the strategic role of information, positioning effective exploitation of these technology advances as a critical success factor in military affairs. These technology advances are drivers and enablers for the "nervous system" of the militaryâ€"its command, control, communications, computers, and intelligence (C4I) systemsâ€"to more effectively use the "muscle" side of the military. Authored by a committee of experts drawn equally from the military and commercial sectors, Realizing the Potential of C4I identifies three major areas as fundamental challenges to the full Department of Defense (DOD) exploitation of C4I technologyâ€"information systems security, interoperability, and various aspects of DOD process and culture. The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Although DOD is the focus of this book, the principles and issues presented are also relevant to interoperability, architecture, and security challenges faced by government as a whole and by large, complex public and private enterprises across the economy.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.
