Book excerpt: Excerpt from The Department of Anthropology of the University of California Expeditions have been sent out to other regions and collections from many other places have been acquired. Valuable collections have also been received and investigations carried on through the generosity of several other donore, especially the Alaska Commercial Company, Mrs. W. H. Crocker and Mrs. Whitelaw Reid, Mr. Cornelius E. Rumsey, Mr. William R. Hearet, and the Archaeological Institute of America. ETHNOLOGICAL AND ARCHAEOLOGICAL SURVEY OP CALIFORNIA Systematic anthropological explorations in California were begun in 1899 under the patronage of Mrs. Hearet. Dr. Philip Mills Jones carried on archaeological work, supplemented later by ethnological collecting, until 1902. In 1901 Dru. A. L. Kroeber and P. E. Goddard were appointed to carry on archaeological and linguistic investigations, and Professor J. C. Merriam of the University was given charge of investigations on the antiquity of man, both of these lines of exploration being under the direction of Professor P. W. Putnam, who at this time assumed supervision of the Department. In 1903 Professor Putnam became active head and director of the Department and the investigations in progress were coordinated and expanded into an Ethnological and Archaeological survey of California. In order to obtain the greatest results with available means, cooperation with other institutions was arranged be as to avoid duplication of effort and to increase the systematization of the researches made in the anthropology of California. In general ethnological research the Department has cooperated with the Huntington California Expedition of the American Museum of Natural History, in connection with which Dr. R. B. Dixon of Harvard University had for several years before made investigations in northeastern California. As a result of this cooperation it has been possible to undertake for publication a general work on the Indians of California, and the preparation of this is now in progress. Yet we continue to hear stories of misery from Haiti. Why have NGOs failed at their mission? Set in Haiti during the 2004 coup and aftermath and enhanced by research conducted after the 2010 earthquake, Killing with Kindness analyzes the impact of official development aid on recipient NGOs and their relationships with local communities. Written like a detective story, the book offers rich ethnographic comparisons of two Haitian women’s NGOs working in HIV/AIDS prevention, one with public funding (including USAID), the other with private European NGO partners. Mark Schuller looks at participation and autonomy, analyzing donor policies that inhibit these goals. He focuses on NGOs’ roles as intermediaries in “gluing” the contemporary world system together and shows how power works within the aid system as these intermediaries impose interpretations of unclear mandates down the chain—a process Schuller calls “trickle-down imperialism.”

Hannah Appel draws on extensive fieldwork with managers and rig workers, lawyers and bureaucrats, the expat wives of American oil executives and the Equatoguinean women who work in their homes, to turn conventional critiques of capitalism on their head, arguing that market practices do not merely exacerbate inequality; they are made by it. People and places differentially valued by gender, race, and colonial histories are the terrain on which the rules of capitalist economy are built. Appel shows how the corporate form and the contract, offshore rigs and economic theory are the assemblages of liberalism and race, expertise and gender, technology and domesticity that enable the licit life of capitalism—practices that are legally sanctioned, widely replicated, and ordinary, at the same time as they are messy, contested, and, arguably, indefensible.

Researchers Allison Davis, Burleigh B. Gardner, and Mary R. Gardner lived among the people of Natchez, Mississippi, as they investigated how class and caste informed daily life in a typical southern community. This Southern Classics edition of their study offers contemporary students of history a provocative collection of primary material gathered by conscientious and well-trained participant-observers, who found then, as now, intertwined social and economic inequalities at the root of racial tensions. Expanding on earlier studies of community stratification by social class, researchers in the Deep South Project introduced the additional concept of caste, which parsed a community through rigid social ranks assigned at birth and unalterable through life, a concept readily identifiable in the racial divisions of the Jim Crow South. As African American researchers, Davis and his wife, Elizabeth, along with his assistant St. Clair Drake, were able to gain unrivaled access to the black community in rural Mississippi, unavailable to their white counterparts. Through their interviews and experiences, the authors vividly capture the nuances in caste-enforcing systems of tenant-landlord relations, local government, and law enforcement. But the chief achievement of Deep South is its rich analysis of how the southern economic system, and sharecropping in particular, functioned to maintain rigid caste divisions along racial lines. In the new introduction to this edition, Jennifer Jensen Wallach situates this germinal study within the field of social anthropology and against the backdrop of similar community studies of the era. She also details the subsequent careers of this distinguished team of researchers.

Book excerpt: Indigenous women migrants from Central America and Mexico face harrowing experiences of violence before, during, and after their migration to the United States, like all asylum seekers. But as Shannon Speed argues, the circumstances for Indigenous women are especially devastating, given their disproportionate vulnerability to neoliberal economic and political policies and practices in Latin America and the United States, including policing, detention, and human trafficking. Speed dubs this vulnerability "neoliberal multicriminalism" and identifies its relation to settler structures of Indigenous dispossession and elimination. Using innovative ethnographic practices to record and recount stories from Indigenous women in U.S. detention, Speed demonstrates that these women's vulnerability to individual and state violence is not rooted in a failure to exercise agency. Rather, it is a structural condition, created and reinforced by settler colonialism, which consistently deploys racial and gender ideologies to manage the ongoing business of occupation and capitalist exploitation. With sensitive narration and sophisticated analysis, this book reveals the human consequences of state policy and practices throughout the Americas and adds vital new context for understanding the circumstances of migrants seeking asylum in the United States.
