Book excerpt: The Defense Transportation System (DTS) is that portion of the worldwide transportation infrastructure that supports Department of Defense (DOD) transportation needs in peace and war. It consists of two major elements: military (organic) and commercial (nonorganic) resources. These resources include aircraft, ships, barges, rail and road assets, pipelines, services, and systems organic to, contracted for, or controlled by DOD. DTS infrastructure, including seaports, aerial ports, railways, highways, pipeline pumping and terminal stations, automated information systems, as well as supporting services, such as in-transit visibility (ITV), customs, and traffic management, are vital elements of the DOD capability to project power worldwide. Global transportation management (GTM) refers to an integrated process that includes coordinated efforts in the planning, programming, budgeting, and execution process, development of unified or coordinated management procedures and systems for deliberate and crisis action planning, and application of DOD and civil transportation systems through exercises, operations, and centralized traffic management.

Book excerpt: The Department of Defense (DoD) recognizes the benefits of in-transit visibility of commodities throughout the Defense Transportation System (DTS). The United States Transportation Command (USTRANSCOM) created the Global Transportation Network (GTN) as the primary command and control (C2) tool to capture and utilize in-transit cargo data. Currently, USTRANSCOM J5 is developing an advanced concept in technology demonstration (ACTD) called Agile Transportation for the 21st Century (AT2000) to improve C2 of cargo in-transit anywhere in the DTS. While developing AT2000, USTRANSCOM continues to focus on supply-chain management as part of a revolution in military logistics (RML). The United States Army's Velocity Management and USTRANSCOM's Strategic Distribution Management Initiative (SDMI) are key supply-chain initiatives in RML. Will the objectives of AT2000 improve or hinder these supply-chain initiatives? This question provides the impetus for this research paper.

Book excerpt: Strategic mobility is crucial to our capability to provide a credible conventional deterrent to infringements on our worldwide interests. It is the key to a major element of our defense policy -- the firm commitment to timely deployment of combat forces and suporting equipment to Europe to counter a Warsaw Pact threat against the North Atlantic Treaty Organization. The inability of planners to count on clear-cut and unambiguous indications of Warsaw Pact preparations for attack compound the already serious problems of resupply and reinforcement in the NATO arena. This is a discussion of our defense transportation system that current capabilities and organizations may not be sufficient to meet likely strategic deployment requirements for either long or short war senarios. Future conflicts may well involve an increase in the tempo of warfare, with resulting increases in the consumption of war-fighting materials, placing even greater demands on the transportation resources that make up the strategic mobility capability.

Book excerpt: Defense Transportation: Algorithms, Models and Applications for the 21st Century contains papers divided into three general sections according to the title of this text: algorithms, models, and applications. The first section on algorithms contains papers that are theoretical in nature or contain new techniques that relate to Defense Transportation System (DTS) processes. A sampling of the papers contained in this section deals with group theoretic "tabu" search techniques, shortest path sailing distance algorithms, and strategic airlift model validation methods. The second section contains papers on various transportation models used throughout the DoD and transportation industry, as well as some newly developed transportation modelling methods that may eventually find their way into larger scale transportation models. A review of the major strategic mobility models is also contained in this section. The third section contains papers on various transportation applications that have been used to support various DTS studies and analyses. This section also contains a diverse set of topics, with articles ranging from a paper on North Atlantic Treaty Organization (NATO) strategic lift requirements to an analysis paper on theater reception, staging, onward movement, and integration. Preface by General John W. Handy, Commander, United States Transportation Command Focus on land, sea, and air transportation models and methods Manuscripts written by analysts and researchers active in the field and directly supporting the United States Defense Transportation System Research methods were instrumental in defining the in-place DTS that so efficiently deployed forces for Operation Enduring Freedom and Operation Iraqi Freedom

Book excerpt: This publication covers the interrelationships and applications of the Defense Transportation System. It focuses on combatant commanders, their Service component commands, and all agencies that use the Defense Transportation System. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth doctrine to govern the joint activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military involvement in multinational and interagency operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes doctrine for joint operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall mission. Doctrine and guidance established in this publication apply to the commanders of combatant commands, subunified commands, joint task forces, and subordinate components of these commands. These principles and guidance also may apply when significant forces of one Service are attached to forces of another Service or when significant forces of one Service support forces of another Service. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

Available in PDF, EPUB and Kindle. Book excerpt: The Defense Transportation System (DTS) is an integral part of the total global transportation system and involves procedures, resources, and interrelationships of several Department of Defense (DOD), federal, commercial, and non- US activities that support DOD transportation needs. Support of national strategy must include modern, flexible, responsive global transportation that is capable of integrating military, commercial, and host-nation resources. The transition period from peacetime to war may be extremely short; thus the concept of operations for the US Transportation Command (USTRANSCOM) provides for a process of global transportation management. This process establishes an integrated transportation system to be used across the range of military operations providing the most effective use of air mobility, sealift, rail, pipeline, and land transportation resources from origin to destination. The transportation database, prepared through the Joint Operation Planning and Execution System, provides commanders and planners with adequate force requirements, other deployment data, and sustainment information. The Secretary of Defense is responsible for overall transportation planning and operations within DOD. The Chairman of the Joint Chiefs of Staff reviews and evaluates movement requirements and resources, apportions capability, and allocates capability when required. The Commander, USTRANSCOM provides air, land, and sea transportation, common-user port management and terminal services per the Unified Command Plan for DOD across the range of military operations through the transportation component commands: Air Mobility Command, Military Sealift Command, and Military Traffic Management Command. This system includes the effective use of theater military and commercial transportation assets identified during and coordinated through the combatant command's joint movement center plan development. The Military Departments are responsible for organizing, training, equipping, and providing the logistic support of their respective forces as well as maintaining an effective transportation program. The Secretary of Transportation has a wide range of delegated responsibilities for allocating civil transportation resources, including executive management of the Nation's transportation resources. The Secretary of Transportation is assisted by many agencies, including the Federal Aviation Administration, the Federal Highway Administration, the Federal Railroad Administration, the Maritime Administration, Surface Transportation Board of the Office of Energy (Transportation), and the US Coast Guard. Other Federal agencies, state, and local transportation organizations and civil carriers also aid the Secretary of Transportation. There are many types of transportation resources available to DOD that are used, activated, and augmented across the range of military operations. These resources include air mobility, sealift, land, port operation, pre-positioned, and intermodal assets, both foreign and domestic. The same procedures are used across the range of military operations and forecast movement requirements, allocate resources, execute movement of people and cargo, and provide visibility of movements. During peacetime, the Services and Defense Logistics Agency are responsible for the determination, collection, and submission of the movement requirements for air mobility, sealift, and continental US civil transportation to USTRANSCOM. During wartime and/or contingencies the supported combatant commander, in coordination with supporting combatant commanders and Services, establishes movement requirements and priority by developing a deployment and/or redeployment plan for joint operations. This publication covers the interrelationships and applications of the DTS. It focuses on combatant commanders, their Service component commands, and all agencies that use the DTS.
