Ongoing alternative fuel efforts of the DOD and the military services include purchases of alternative fuels for testing and evaluation, as well as the certification of alternative fuels for use in service fleets. In addition, the Navy, in co-ordination with the Department of Energy and the Department of Agriculture, intends to spur domestic advanced biofuel production at a commercial scale using the authority of the Defense Production Act. The services (Army, Navy, and Air Force) have spent approximately $48 million on alternative fuels, and the Navy has proposed a $170 million investment in biofuel production capacity. An overview of the DOD's alternative fuels policy and data on DOD's alternative fuels purchase to date, as well as the status of testing platforms on alternative fuel blends and the certification of those blends for fleet-wide use within the services is also discussed.

Book excerpt: This thesis examines the question of the scarcity of petroleum-based fuels early in the Twenty-First Century and the DOD policy and programs to meet this shortage. Based on the fact that petroleum fuels as we know them will not be available early in the Twenty-First Century, this study examines the uniqueness of the DOD's world-wide mission and its dependence on petroleum fuels for its main weapon systems. Because of this uniqueness, it was concluded that the DOD needs an alternative fuels policy independent of other governmental agencies to meet the national security requirements. The current DOD policy on alternative fuels for the future is examined. This investigation revealed that, as of January 1978, the DOD did not have a comprehensive policy for alternative fuels. Further, the direction of Research and Development efforts has suffered as a result of this lack of policy. Lastly, the study offers a proposed policy for consideration. Recommendations for both short- and long-range goals are proposed. Conclusions were that an alternative fuels policy is absolutely necessary and that a policy needs to be established as soon as possible. (Author).

GAO reviewed past alternative and conventional petroleum fuel procurements, as well as statutes, regulations, and DOD guidance related to fuel purchases. Also, GAO reviewed various documents on biofuel projects initiated under the DPA authority and interviewed cognizant DOD officials involved with purchasing and using fuel and administering the biofuel projects. GAO is not making recommendations in this report. DOD provided technical comments on the findings, which GAO has incorporated where appropriate.

The objective of the review is to provide the non-specialist reader with a general understanding of the several approaches, how they compare regarding process energy efficiency, their individual abilities to provide for national transportation fuel needs, and their associated capital costs. It is noted that, in principle, vehicle missions determine fuel and propulsion plant requirements rather than the other way around. In reality, of course, there is a tradeoff among desired mission capabilities and fuel and propulsion plant technologies. The review results suggest these conclusions about alternative transportation fuels: if necessary, the United States can manufacture the transportation fuels it needs; the capital investments needed to manufacture fuels beyond petroleum will be substantial, regardless of the particular alternative fuel selected. In this regard, the steam reformation of methane (SMR) processes, because of their higher efficiencies and substantially lower capital costs, would seem to warrant special attention. The associated fuels are not carbon free or carbon neutral; the capital investments associated with the manufacture of renewable-- carbon free or carbon neutral-- fuels will be especially large; serious commercial investment in alternative fuels, in contrast to standard petroleum-based fuels, will be difficult to obtain as long as low-cost petroleum is available."--Exec. summ.

Book excerpt: The primary human activities that release carbon dioxide (CO2) into the atmosphere are the combustion of fossil fuels (coal, natural gas, and oil) to generate electricity, the provision of energy for transportation, and as a consequence of some industrial processes. Although aviation CO2 emissions only make up approximately 2.0 to 2.5 percent of total global annual CO2 emissions, research to reduce CO2 emissions is urgent because (1) such reductions may be legislated even as commercial air travel grows, (2) because it takes new technology a long time to propagate into and through the aviation fleet, and (3) because of the ongoing impact of global CO2 emissions. Commercial Aircraft Propulsion and Energy Systems Research develops a national research agenda for reducing CO2 emissions from commercial aviation. This report focuses on propulsion and energy technologies for reducing carbon emissions from large, commercial aircraftâ€" single-aisle and twin-aisle aircraft that carry 100 or more passengersâ€"because such aircraft account for more than 90 percent of global emissions from commercial aircraft. Moreover, while smaller aircraft also emit CO2, they make only a minor contribution to global emissions, and many technologies that reduce CO2 emissions for large aircraft also apply to smaller aircraft. As commercial aviation continues to grow in terms of revenue-passenger miles and cargo ton miles, CO2 emissions are expected to increase. To reduce the contribution of aviation to climate change, it is essential to improve the effectiveness of ongoing efforts to reduce emissions and initiate research into new approaches.

Book excerpt: The purpose of this report is to provide a framework and guidance for estimating the life cycle greenhouse gas emissions for transportation fuels, specifically aviation fuels. The focus on aviation fuels was driven by the patterns of fuel use by the federal government. Policies such as those outlined in Section 526 of EISA 2007 cause federal agencies to institute enforceable guidelines for procuring low carbon alternative fuels. Federal consumption of fuels is dominated by the Department of Defense and the Air Force consumes more fuel than any of the other military services or federal agencies (Defense Science Board 2008). Thus, aviation applications may become early adopters of low carbon transportation fuels. The U.S. Air Force convened a working group of individuals from government agencies, universities and companies actively engaged in assessing greenhouse gas emissions from transportation fuels, and requested that this group develop guidance on procedures for estimating greenhouse gas emissions in aviation applications, using currently available data and tools.
