Available in PDF, EPUB and Kindle. Book excerpt: The sovereign debt restructuring operation in Jamaica undertaken in early-2010 was a unique experiment that perhaps offered less by way of upside, if compared to the conventional sovereign debt exchanges, but provided credible assurances against further downfall and financial sector distress. A case study of a highly indebted country with domestically held debt, the paper discusses the conditions leading to the exchange, the rationale behind it, as well as its operational aspects. Achievements of the exchange, too, are discussed in detail. The paper also outlines the risks stemming from the high levels of debt—which continue to remain high—requiring prompt and coordinated action by policymakers if the legacy of the debt exchange is to be preserved.

Book excerpt: As the recent Mexican crisis has demonstrated, Third World debt remains a silent virus in the global economy and not knowing when and where it will explode next should prompt questions about the nature and process of how debt is negotiated. This text is an attempt to understand the ways in which indebted Caribbean states and the IMF negotiate debt. Issues raised attempt to discuss the following questions: how do small dependent Caribbean states with limited resources negotiate debt with a powerful international agency such as IMF?; what are the various bargaining tactics and leverages that Caribbean governments and the IMF utilize in the negotiation of debt to shape the conditionality outcomes of economic adjustment?; and how does US hegemony in the Caribbean impact the process and outcome of negotiating debt?

As the government looks to reinvigorate its growth and debt reduction strategy, it is instructive to examine how exogenous shocks and other unanticipated developments can affect economic outcomes. First, it examines the impact on Jamaica's economy of external economic slowdowns and credit crunches. Second, it develops a framework to assess the probabilities of successfully reducing debt below pre-specified thresholds. Furthermore, the relationships that existed in the past may not hold in the future.

Book excerpt: The macroeconomic environment has improved, reflecting the authorities’ efforts, supported by an IMF arrangement. Previously, years of high fiscal deficits, public enterprise borrowing, and financial sector bailouts led to rapid government debt accumulation, crowded out private credit, increased financial dollarization, and stifled economic growth. Fiscal discipline has been essential to reduce public debt (to about 100 percent of GDP). With government debt accounting for a sizable share of financial institutions’ assets, falling interest rates on government debt are leading to a search for yield. Also, entrenched structural obstacles, including high crime, bureaucratic processes, insufficient labor force skills, and poor access to finance still constrain economic growth. The authorities have made good progress in implementing the 2006 FSAP recommendations. Work on the regulatory framework has significantly advanced in several areas such as securities dealers’ activities, powers to the Bank of Jamaica (BoJ), payment systems, and the introduction of the centralized securities depository. However, the crisis management framework and risk-based supervision work has been lagging.

Book excerpt: This paper discusses Jamaica’s Request for Purchase Under the Rapid Financing Instrument (RFI). The Jamaican authorities have proactively responded to the coronavirus disease 2019 (COVID-19) pandemic. Nevertheless, despite the authorities’ best efforts, the pandemic is severely impacting the Jamaican economy, as a sudden stop in tourism and falling remittances are generating a sizable balance-of-payments need. Moreover, the economic outlook remains subject to an unusually high degree of uncertainty. The disbursement under the RFI will strengthen reserves and help catalyze additional support from other international financial institutions and development partners. The authorities’ policy response to the COVID-19 crisis is appropriate, including the timely adoption of targeted measures to support jobs and provide resources to vulnerable segments of the population. Once the crisis abates, building on their demonstrated commitment to reform and stability-oriented measures, the authorities should continue the implementation of their ambitious reform agenda to support the economic recovery and ensure strong and sustainable economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores Jamaica’s contemporary relationship with the International Monetary Fund since 2010. It looks at Jamaica’s high debt and its inability to access financial support amidst international capital market restrictions, contextualizing harsh socio-economic realities. This book discusses Jamaica’s second return to the IMF and the resulting network of actors, governance and political and socio-economic efforts to re-engender a relationship with a “new’ IMF. Credibility was restored, demonstrated by and leading to the successful implementation of the 2013 Extended Fund Facility and subsequent exit to a Precautionary Stand-By Arrangement in 2016. Clarke and Nelson signal from their analyses lessons learned, discussing the economic prognosis for Jamaica as well as their relationship with the IMF under the shadow of the COVID pandemic.
