This book charts the cultural and educational aspects of British colonial rule in Cyprus and analyses what these policies reveal about the internal struggles on the island between 1931 and 1960. Cyprus had been under British occupation since 1878, but it was in the 1930s that educational policies acquired a strong political significance and became essential in preserving the British position on the island. The co-existence of two very strongly-held and eventually conflicting national identities in Cyprus, Greek-Orthodox and Turkish Muslim, inevitably led to the politicisation of education and culture on the island. Therefore, any attempts to impose British culture, language and way of thinking onto Cypriots, or even to create a distinct Cypriot identity, had very limited success. Gradually, the education system reflected the shifting political developments in colonial Cyprus. By the start of the 1950s, schools had become a breeding ground for discontent and between 1955 and 1959 they were an indispensable part of the EOKA revolt. In this book, Antigone Heraclidou provides a new dimension to the understanding and origins of the deadlock that was to prove one of the most intractable in the final years of the British Empire.

It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. However, they were also pivotal in shaping the destiny of Cyprus, Britain's solitary colony in the eastern Mediterranean, the easterly outpost of Hellenism and the battleground for one of the bloodiest emergencies in British imperial history (late 1950s). Accordingly, this book has two main objectives. The first is to trace the formulation of British colonial policy towards Cyprus, which resulted in the offer of limited constitutional reform in 1947. The second is to explore the contrasting responses of the left and right wings of the Greek Cypriot majority. The book argues that London's policy was driven by the perceived need to perpetuate British sovereignty. This overriding aim conditioned all attempts at constitutional reform. It had the effect of driving a wedge between these two Cypriot wings. The Right consistently demanded immediate self-determination (i.e. enosis) while the Left adopted a moderate stance, accepting self-government as a staging post on the road towards self-determination. The product of extensive archival research as well as interviews with veterans of the era, this book fills a glaring void in the English language literature on the history of Cyprus and of the empire it once formed part.
