Scalapino turns to China's foreign policy behavior during this period, arguing that Chinese Communists in general, and Mao in particular, formed foreign policy with a curious combination of cosmic, utopian internationalism and practical ethnocentrism rooted both in Chinese tradition and Communist experience.
