When investigating the special features of American and European HRM it becomes obvious that the USA is characterized by low level of state interference and stronger emphasize on individualism. In contrast, in Europe greater involvement of the states and European supranational agencies as well as huge organizational and managerial responsibility towards employees is usual. What is more, trade unions have a high social legitimacy in Europe compared to the USA. Nevertheless, due to different cultural and institutional perspectives of the individual European countries it is difficult to define a common HRM model within Europe. Hence, the discussion of various regional clusters arose in recent years. Although some European countries move towards directional convergence (whether countries share the same trend), final convergence (whether countries are becoming more alike) is still far from being realized. Consequently, it should be assumed that neither American HR practices will significantly influence European HRM nor that Europe will lead towards convergence of a common model in the future. Countries will continue to be different in their HR practices due to their unique cultural and institutional frameworks.

Despite the business importance of this phenomenon and after three decades of research, the literature is still fragmented and incomplete especially when it comes to studying the transfer and implementation on several levels. This doctoral thesis aims at proposing a multilevel perspective while covering different levels of analysis on the transfer and implementation of HRM practices in MNCs in order to understand how and to what extent HRM practices are cross-nationally transferred and implemented in MNCs. Data are collected through multiple qualitative methods. Individual level is examined by using the micro-political approach to detect how power used by HQ's and subsidiaries' key players can impact the transfer. Macro level is analyzed by adopting the neo-institutional perspective to explore the impact of institutional isomorphic mechanisms on the embeddedness of personnel selection in the local country context in Lebanon. Organizational level is examined by using the institutional logics to investigate the reasons behind and the way subsidiaries of Western MNCs, in Lebanon, respond to competing market and community logics when it comes to personnel selection practices. The results confirm that a multilevel perspective enables to unveil the complexity of transfer and implementation of HRM practices and contribute to building a holistic and multilevel framework on a complex phenomenon of high importance.

Introduction The process of globalisation of business stimulates the mobility of employees and necessitates the Human Resource Management of multinational corporations (MNC) to deal with given cultural conditions of particular countries in order to assess and evaluate their characteristics and value systems. On this basis, a common value orientated corporate culture might be developed which gives an MNC orientation and hence the basis for business success (IBM, 2011). In principle, political and economic characteristics across the globe are structured in terms of the Anglo-American and Rhineland capitalism (Michel Albert, 1991). Cultural differences can be measured on a global, regional, national and organisational level (Edwards and Ress, 2006) and can be distinguished in “Linear-Active-Multi-Active” societies such as e.g. Latin America that is flexible in terms of management rules and “Dialogue-Orientated-Data-Orientated societies” such as e.g. Germany that is more linear orientated focusing on e.g. punctuality (Lewis, 1999). Mostly, the cause for failure in cross-cultural businesses is not the dissimilarity of partners but the lacking understanding for the adverse culture (Trompenaars and Hampden-Turner, 1997). The greater the cultural distance however, the more there is a need for parent country national control. Therefore, relevant actions of the International Human Resource Management (IHRM) include having the awareness and knowledge of the diverse cultural differences, supporting assignees in this sense and analysing the difficulties of intercultural interaction within the corporation in order to minimize barriers to collaboration (Holtbrügge, 2008). The subsequent study will critically look into the subject of the IHRM with focus on expatriate adjustment. Beginning with an explanation of the basics and major reasons of expatriate adjustment, the study analyses the cultural dimensions that might influence this challenge. Subsequently the study discusses the actions of the IHRM concerning deployment and suggests measures how expatriate adjustment in MNCs might be facilitated.

Therefore many Western entrepreneurs still associate risk rather than opportunity with Russia. But nevertheless, Russia still remains the world’s largest country in terms of territory spanning nine time zones with a population of over 140 million people. Such massive changes as the liberalization and rapid growth of the Russian economy, its substantial growth in purchasing power and a relative lack of competition in some sectors make that challenging environment an attractive destination for foreign investment – especially for the German. Since 1997 Germany remains Russia’s most important trade partner worldwide. Russia’s exports to Germany went up to 30 Billion Euros in 2006 and 28.8 in 2007. But for the German companies Russian market is not less important – in 2007 the exports to Russia have had an impressing value of 28.2 Billion Euros which has increased to 20.6% from the year before. It must be noted however, that Russia’s traditional exchange of goods with its Western partners mainly sustains of the export of its raw materials (energy) and the import of manufactured goods. Anyway, the close link and the growing dependency of both countries over the years become more and more evident. And both trade partners are considered as quite compatible as it can shortly be described by: “The German Market can deliver whatever the Russian Market desires”. But these business engagement opportunities now appear in an environment significantly different from the German investor’s habitual home culture – and culture is a crucial factor of human resource management. The essential knowledge of the institutional, managerial and contextual nuances is the key-factor for an effective management of human resources and successful formation of multinational enterprises. This term paper provides the main aspects of HRM in Russia and Germany and an overview about the cultural context in which human resource management takes place. Further on it examines the key human resource issues and concerns of businesses operating in this transitional environment. Moreover, some of Russia’s HR specifics are analyzed and the most effective tools are presented for how to overcome the difficulties and how to succeed in doing business in Russia.
