Book excerpt: Although there is a vast body of literature covering the ongoing debates concerning the novelty and gravity of the contemporary terrorist threat, as well as the most appropriate response to it, few authors have thus far analysed the complex set of counterterrorism measures that both the individual Member States and the European Union (EU) have attempted to develop. This volume offers a critical analysis of the measures the European Union has taken to combat terrorism and how, in a number of key areas, EU counterterrorism policy is more of a paper tiger than an effective counterterrorism device. Several legal EU counterterrorism instruments have not been properly implemented at the national level and questions have been raised regarding their effectiveness, appropriateness, and proportionality. The capabilities of EU agencies in the area of counterterrorism remain rather weak and the EU Counterterrorism Coordinator does not have any real powers apart from persuasion. However, this does not mean that EU level action cannot offer any value-added in the fight against terrorism. There are several areas where the EU can provide genuine value-added in the fight against terrorism due to the transnational nature of the contemporary terrorist threat and the nature of a borderless Europe.

In Coalitions of Convenience, a comprehensive study of US military interventions in the post-Cold War era, Sarah Kreps shows that contrary to conventional wisdom, even superpowers have strong incentives to intervene multilaterally: coalitions confer legitimacy and provide ways to share the costly burdens of war. Despite these advantages, multilateralism comes with costs: multilateral responses are often diplomatic battles of attrition in which reluctant allies hold out for side payments in exchange for their consent. A powerful state's willingness to work multilaterally, then, depends on its time horizons--how it values the future versus the present. States with long-term--those that do not face immediate threats--see multilateralism as a power-conserving strategy over time. States with shorter-term horizons will find the expediency of unilateralism more attractive. War, from the Western perspective, is not a solitary endeavor. Partnerships of all types serve as a foundation for the projection of power and the employment of force. These relationships among states provide the foundation upon which hegemony is built. Waging War argues that these institutions of interstate violence—not just the technology, capability, and level of professionalism and training of armed forces—serve as ready mechanisms to employ force. However, these institutions are not always well designed, and do not always augment fighting effectiveness as they could. They sometimes serve as drags on state capacity. At the same time, the net benefit of having this web of partnerships, agreements, and alliances is remarkable. It makes rapid response to crisis possible, and facilitates countering threats wherever they emerge. This book lays out which institutional arrangements lubricate states' abilities to advance their agendas and prevail in wartime, and which components of institutional arrangements undermine effectiveness and cohesion, and increase costs to states. Patricia Weitsman outlines what she calls a realist institutionalist agenda: one that understands institutions as conduits of capability. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.
