Book excerpt: Excerpt from The Council of Censors It would be presuming contrary to reasonable inference to assume that these men were not acquainted with the views of Montesquieu and Rousseau on popular govern ment. The works of the former had been before the stu dents of statecraft in Europe for a quarter of a century, while Rousseau's Contrat Social began its radical mission ten years later. Rousseau was the apostle of extreme democracy. The leaven of his influence was manifest in Europe during the last quarter of the eighteenth century; and so it came about that the Council of Censors has a European history, which we proceed first to recount. Book excerpt: Excerpt from The Journal of the Council of Censors of the State of Vermont, at Their Several Sessions in Montpelier and Burlington, 1848-9 Fest necessity requiring it, before any alteration of the fundamental ain't organic laws should be made. Both in the Constitution of this State and of the United States, it is apparent that it was not intended they shouli be subject to the fluctuatiens of ordinary legislation. The manner 01 making amendments has been guarded by so many provisions, and made subject to so many. Conditions and forms, that they cannot frequently be made or hastily and inconsiderately adopted. There should at least be an urgent necessity, and a manifest and general expression of the wishes of the people for amendments, before they should be either proposed 01 adopted. On this subject the Council haue been by no means unanimous, either as to the propriety -or necessity of proposing any-alterations whatever, or if any, what amendments should be offered for the consideration of the people. It appears to us expedient to explain some articles which are not clear: ly expressed or understood, and that they should not be liable to the evils or inconvenience arising from different expositions of either the legisla tive or judicial tribunals. This alone would not have required of usr'tc subject the State to the expense of calling a Convention. There were other propositions, evidently of more importance, which were considerei by a majority of the Council as: necessary for the preservation of the righ and happiness gf the people. Book excerpt: Excerpt from Fulton County in the World War: Reviewed Under the Direction and Censorship of the Fulton County Council of Defense At the outset of the war the task of stopping the German tide fell mostly upon France and Belgium. England, like the United States, had never believed in a large standing army, and its men in arms were scattered over the various British possessions all over the world. She at once began recruiting men, and in eight months General Kitchener had men equipped and ready for service. The Belgian Army of men attempted to hold the Germans who demanded free passage into France. The great German howitzers, litterally smashed their way into Belgium, proved the utter uselessness of forts and demonstrated that the war was to be fought under new rules. In every town and village in Belgium, atrocities were practiced which, at the outset of the war, were unbe lievable. Stories of the murder of innocent civilians, of the destruc tion of private property, the maiming of little children and wholesale crimes against women, were received with skepticism all over the civilized world, but subsequent proof of the guilt of the invaders left no room for doubt and showed that a well defined plan of terrorism was to be a partjof German warfare. Available in PDF, EPUB and Kindle. Book excerpt: From 1934 to 1954 Joseph I. Breen, a media-savvy Victorian Irishman, reigned over the Production Code Administration, the Hollywood office tasked with censoring the American screen. Though little known outside the ranks of the studio system, this former journalist and public relations agent was one of the most powerful men in the motion picture industry. As enforcer of the puritanical Production Code, Breen dictated "final cut" over more movies than anyone in the history of American cinema. His editorial decisions profoundly influenced the images and values projected by Hollywood during the Great Depression, World War II, and the Cold War. Cultural historian Thomas Doherty tells the absorbing story of Breen's ascent to power and the widespread effects of his reign. Breen vetted story lines, blue-penciled dialogue, and excised footage (a process that came to be known as "Breening") to fit the demands of his strict moral framework. Empowered by industry insiders and millions of like-minded Catholics who supported his missionary zeal, Breen strove to protect innocent souls from the temptations beckoning from the motion picture screen. There were few elements of cinematic production beyond Breen's reach he oversaw the editing of A-list feature films, low-budget B movies, short subjects, previews of coming attractions, and even cartoons. Populated by a colorful cast of characters, including Catholic priests, Jewish moguls, visionary auteurs, hardnosed journalists, and bluenose agitators, Doherty's insightful, behind-the-scenes portrait brings a tumultuous era and an individual both feared and admired to vivid life.

Available in PDF, EPUB and Kindle. Book excerpt: A study of the content and methods of royalist propaganda via newsbooks in the crucial period following the end of the first civil war. This is a study of a remarkable set of royalist newsbooks produced in conditions of strict secrecy in London during the late 1640s. It uses these flimsy, ephemeral sheets of paper to rethink the nature of both royalism and Civil War allegiance. Royalism, Print and Censorship in Revolutionary England moves beyond the simple and simplistic dichotomies of 'absolutism' versus 'constitutionalism'. In doing so, it offers a nuanced, innovative and exciting visionof a strangely neglected aspect of the Civil Wars. Print has always been seen as a radical, destabilizing force: an agent of social change and revolution. Royalism, Print and Censorship in Revolutionary England demonstrates, bycontrast, how lively, vibrant and exciting the use of print as an agent of conservatism could be. It seeks to rescue the history of polemic in 1640s and 1650s England from an undue preoccupation with the factional squabbles of leading politicians. In doing so, it offers a fundamental reappraisal of the theory and practice of censorship in early-modern England, and of the way in which we should approach the history of books and print-culture. JASON McELLIGOTT is the J.P.R. Lyell Research Fellow in the History of the Early Modern Printed Book at Merton College, Oxford.
