Book excerpt: The Cote d'Ivoire Living Standards Surveys (CILSS) is the first survey to field test the methodology and questionnaires developed by the Living Standards Measurement Study. The primary objectives of the survey are: (a) to provide timely cross-sectional and panel data on a permanent basis on living conditions of African households; (b) to study the interrelationships between different components of living standards within the same households; and (c) to develop and test methodologies for measuring living standards in developing countries. The survey is being undertaken by the Cote d'Ivoire Department of Statistics in 1600 African households per year throughout the country in communities randomly selected to be nationally representative. Every year half of the sample is replaced, thereby yielding two observations one year apart for half of the previous year's households. Data on community characteristics, including local prices, are collected on separate village and price questionnaires. This paper documents the development of the Cote d'Ivoire Living Standards Survey up to December 1985. The chapters that follow describe: sample design, survey instruments, organization of the survey, data management, and the first ten months of field operations.

Book excerpt: To predict the effect of economic policies on household welfare, one should first understand which characteristics of households and of the localities in which they live, enable them to raise their welfare levels. This paper outlines a simple procedure for investigating the determinants of household welfare and demonstrates its use with recent data from Cote d'Ivoire. Despite the relative simplicity, much information is obtained from its use on cross-sectional survey data. Results specific to Cote d'Ivoire include : high (low) returns to education in urban (rural) areas; high benefits from cocoa land relative to coffee land; a significant impact on economic welfare from the availability of medical services, and no apparent benefits from agricultural extension services.

The first part presents graphically the correlations between fertility and area of residence, female schooling and household income. The second part estimates a reduced form equation in which the number of children ever born is regressed on the mother's age and schooling, the location of the household and household income variables. This equation is estimated using oridinary least squares (OLS), maximum likelihood Tobit and a Poisson count model.

The need for such adjustment has been brought about through combinations of external and internal shocks which have led to unsustainable external deficits. Adjustment is not costless. It calls for changes in the composition of output, with more emphasis being placed on exports, and an outward looking strategy. Therefore, there will be distributional effects with both gainers and losers. Who are the likely losers? Are they already in poverty? If so, how can the adjustment process be managed so as to protect them? This paper addresses these questions by putting forward a conceptual framework and implementing it for the specific case of Cote d'Ivoire. This paper is divided into five sections : 1) lays out the conceptual framework of analysis at the macro and micro level; 2) reviews the structural adjustment program in order to highlight salient features that relate to poverty alleviation; 3) develops an empirical poverty profile for 1985; 4) attempts to link the macroeconomic developments of 1980-85 to poverty; and finally 5) looks ahead and draws out some policy conclusions for future design of structural adjustment loans (SALs).

Section 1 of the paper is a preliminary analysis of the agricultural data from the Living Standard Survey. Section 2 looks at cocoa and coffee yields and their determinants. It examines the age/yield relationships and the apparent effects of fertilizer and pesticide use on yields. ALso examined are a range of other factors that might play a role in determining yields, for example, prices of other crops, wage rates, household size, and educational levels. Section 3 turns to distributional issues involved in the pricing of cocoa and coffee. Typical budgets for farmers are presented, and their position in the income and consumption distribution descibed. Section 4 concerns itself with the analysis of policy change, and speculates on what might be the effects of moving towards the policy of allowing domestic prices to be determined by world prices. Finally, section 5 summarizes the major policy conclusions and outlines areas where further research is likely to be useful in improving policy advice.

In many developing countries, less than half of all primary school students have enrolled by age six, and many do not enroll until age eight or nine. This paper uses data from the Ghana Living Standards Survey to explore this phenomenon. The authors develop a number of explanations for delayed primary school enrollment in Ghana, but their main focus is on nutrition. They find that infant and child malnutrition has a major impact on the age at which children enroll in school. They argue that chronically malnourished children tend to be kept out of school by their parents because they perform poorly and the benefit to them of schooling is therefore low. Chronic malnutrition, which is extensive in Ghana, has been shown to stunt growth, retard mental development, and reduce motivation and energy levels. Because growth can eventually compensate for the initial retardation caused by malnutrition, the authors suggest that there may be an QUOTEoptimal ageQUOTE of primary school enrollment for malnourished children that is higher than that for other children. The authors also explore the effects of malnutrition on the number of years of schooling completed. By taking enrollment age into account when analyzing the statistics on dropouts, the authors are able to remedy a major shortcoming of previous studies. They thus develop a method of identifying the further negative effects of malnutrition even when delayed enrollment is common.
