Book excerpt: Excerpt from The Cost of War, and Ways of Reducing It Suggested, by Economic Theory a Lecture Suggestions only, not instructions, will be offered here. Looking at affairs from a somewhat distant height of abstraction, economic theory points out rather the general direction than the exact path in which steps are to be taken. There may at least be avoided the misdirection which results from indistinct general views. Let us begin by removing the obscurity due to the ambiguity of the term 'cost'. It is defined in the leading English dictionary as 'that which must be given or surrendered in order to acquire, produce, accomplish, or maintain something'. In a secondary or, as it is called by Murray, 'transferred' sense, 'cost' may mean expenditure of labour. So Dr. Marshall distinguishes the 'money cost', the 'expenses of production' from the 'real cost of production', the efforts and sacrifices that are involved in making a commodity. In accordance with this distinction let us first consider the pecuniary cost of war, then the felt sacrifices which, though very imperfectly measured by price, are in some sense compensated by money payments. It is hardly within the province of economic theory to treat of the still more real cost which consists in the sacrifice of invaluable lives, that loss which money can neither measure nor console. Book excerpt: Excerpt from The Cost of the World War to the American People The need for such an analysis, conceived and executed in the spirit of historical research, was increasingly obvious as the war developed, releasing complex forces of national life not only for the vast process of destruction, but also for the stimulation of new capacities for pro duction. This new economic activity, which under normal conditions of peace might have been a gain to society, and the surprising ca pacity exhibited by the belligerent nations for enduring long and in creasing loss - often while presenting the outward semblance of new prosperity - made necessary a reconsideration of the whole field of war economics. A double obligation was therefore placed upon the Division of Economics and History. It was obliged to concentrate its work upon the problem thus presented, and to study it as a whole; in other words, to apply to it the tests and disciplines of history. J ust as the war itself was a single event, though penetrating by seemingly unconnected ways to the remotest parts of the world, so the analysisof it must be developed according to a plan at once all embracing and yet adjustable to the practical limits of the available data. Book excerpt: Excerpt from The Economy and Finance of the War: Being a Discussion of the Real Costs of the War and the Way in Which They Should Be Met The greater part of this little book is constructed from material used in two public lectures delivered in Cambridge under the titles The Economic Costs of the War and The Distribution Of the Costs of the War. Some of the topics treated in it are also discussed in articles which I contributed to the Contemporary Review for December 1915 and April 1916; and a few passages from these articles are, with the kind permission of the Editor, reproduced verbatim. TO obviate misunderstanding, it may be well to say that, while the general lines of analysis here set out would probably be accepted by most competent economists, I should not venture to claim an equal measure of assent for all the practical recommendations. C., April 11, 1913 It is possible to combine two of these conceptions of history together, and a brilliant German economist begins a book by the somewhat. Brutal statement that all history is either a struggle for the feeding ground or a struggle for a share of the fodder. The last theory of society to which I have referred, namely, that of nationalism, is historically the first, but I have put it last because it has been vigorously revived in recent years, both on the basis of new theories of science and on the basis of changed economic condi tions. For centuries the bitter struggle between racial and natural groups was so patent and obvious a fact that it was generally accepted as the all-important factor of human affairs, without much theorizing regarding it either on the part of the statesman or on the part of the philosopher. Book excerpt: Excerpt from The Cost of the War to Russia: The Vital Statistics of European Russia During the World War 1914-1917; Social Cost of the War IN the autumn of 1914, when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the program of its re searches to the new and altered problems which the War presented. The existing program, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to Show the quality of its contributions; but for many reasons it could no longer be fol lowed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History of the World War, it was felt, if undertaken by men of judicial temper and ade quate training, might ultimately, by reason of its scientific Obliga tions to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace. Book excerpt: Excerpt from The Cost of the War and How It Was Met With the impossibility of securing more than a comparatively small proportion of the war expenditures from taxation, it became necessary everywhere to resort to borrowing. This was conse quently done by all countries on a gigantic scale; although here again the fiscal and economic conditions in the various countries varied so widely that they employed quite diverse expedients. Available in PDF, EPUB and Kindle. Book excerpt: With over a million copies sold, Economics in One Lesson is an essential guide to the basics of economic theory. A fundamental influence on modern libertarianism, Hazlitt defends capitalism and the free market from economic myths that persist to this day. Considered among the leading economic thinkers of the “Austrian School,” which includes Carl Menger, Ludwig von Mises, Friedrich (F.A.) Hayek, and others, Henry Hazlitt (1894-1993), was a libertarian philosopher, an economist, and a journalist. He was the founding vice-president of the Foundation for Economic Education and an early editor of The Freeman magazine, an influential libertarian publication. Hazlitt wrote Economics in One Lesson, his seminal work, in 1946. Concise and instructive, it is also deceptively prescient and far-reaching in its efforts to dissemble economic fallacies that are so prevalent they have almost become a new orthodoxy. Economic commentators across the political spectrum have credited Hazlitt with foreseeing the collapse of the global economy which occurred more than 50 years after the initial publication of Economics in One Lesson. Hazlitt’s focus on non-governmental solutions, strong — and strongly reasoned — anti-deficit position, and general emphasis on free markets, economic liberty of individuals, and the dangers of government intervention make Economics in One Lesson every bit as relevant and valuable today as it has been since publication.
