Thus far, most development partners and governments in SSA have relied on two overarching assumptions when dispensing transport aid that most households in rural areas in Africa are not connected to markets and therefore need a road passable for a truck, and that roads with high levels of service are crucial in order to achieve high economic impact. Based on data collection from various sources in three SSA countries, 'Rural Road Investment Efficiency' demonstrates that from a cost-benefit perspective, the additional cost of extending an all-weather road two more kilometers to the farmer s door outweigh the benefits in most cases. 'Rural Road Investment Efficiency' seeks to enhance the effectiveness of aid allocated for rural transport in SSA and calls into question the need for full implementation of all benchmarks set forth in the Rural Access Index (RAI) in SSA. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices.

This paper presents an exposition of the social surplus method of measuring benefits. The exposition is intended to shed light on the nature of benefits to be expected from road transport projects, both with and without various types of market imperfections, and in particular, to show how these benefits relate to changes in the supply and demand of transported commodities. Thus one purpose of the paper is purely expository; to record the economic mechanics behind the social surplus method of benefit evaluation as applied to road projects. In the following chapters, the paper presents a method of measuring benefits which takes traffic responses into account, discusses the factors underlying their relative importance, relates the benefits to associated changes in the production and consumption of the transported commodity, and interprets the impact of market imperfections on benefit measurement.
