Book excerpt: Papua New Guinea is going through a crisis: A concentration on conventional approaches to development, including an unsustainable reliance on mining, forestry, and foreign aid, has contributed to the country’s slow decline since independence in 1975. Sustainable Communities, Sustainable Development attempts to address problems and gaps in the literature on development and develop a new qualitative conception of community sustainability informed by substantial and innovative research in Papua New Guinea. In this context, sustainability is conceived in terms that include not just practices tied to economic development. It also informs questions of wellbeing and social integration, community-building, social support, and infrastructure renewal. In short, the concern with sustainability here entails undertaking an analysis of how communities are sustained through time, how they cohere and change, rather than being constrained within discourses and models of development. From another angle, this project presents an account of community sustainability detached from instrumental concerns with economic development. Contributors address questions such as: What are the stories and histories through which people respond to their nation’s development? What is the everyday social environment of groups living in highly diverse areas (migrant settlements, urban villages, remote communities)? They seek to contribute to a creative and dynamic grass-roots response to the demands of everyday life and local-global pressures. While the overdeveloped world faces an intersecting crisis created by global climate change and financial instability, Papua New Guinea, with all its difficulties, still has the basis for responding to this manifold predicament. Its secret lies in what has been seen as its weakness: underdeveloped economies and communities, where people still maintain sustainable relations to each other and the natural world.

Book excerpt: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Book excerpt: Despite abundant natural resources and the prospects of a major increase in mineral revenues, Papua New Guinea faces several development challenges in the years ahead. Nevertheless, opportunities exist provided that sound economic ¿polices are maintained, private sector initiatives are encouraged, projects are successfully implemented, skilled manpower is increased and the required external capital and technical assistance is obtained. This paper consists of five chapters which provide an overview of development and growth prospects in Papua New Guinea. Chapter 1 looks at the country's recents performance, policy issues and prospects. Chapter 2 reviews the development issues of the mining and petroleum industries as well as the key productive sectors. It pays particular emphasis to agriculture and suggests supporting initiatives in the expansion of infrastructure and human resource development. Chapter 3 discusses the main elements of investment strategy and policy against a backdrop of recent trends. Chapter 4 examines key issues related to resource management in the public sector, including fiscal management, budgetary support, public investment and institutional reform. Finally, Chapter 5 discusses the requirements, performance and prospects of external trade and financing.

Book excerpt: This book provides a reflective and historically situated analysis of the Kenyan Primary School Management Project (PRISM). This is carried out in the light of a broader international review of the theoretical and methodological literature relating to the role, and potential, of research and evaluation in the process of educational development. The case study of PRISM pays particular attention to the part played by collaborative and participatory research and evaluation in project development and implementation. The book is designed to be read on two main levels. Firstly, it provides a detailed, critical and empirically informed record of the Kenyan PRISM initiative. Secondly, the broader analysis explores implications for changing modalities of international development co-operation; for research and evaluation capacity building; for methodological and theoretical dimensions of development processes; and for the importance of comparative insights in understanding the processes and dilemmas of the international transfer of theories, policies and practices.
