Book excerpt: Signed in 1997 and in force since 2000, the Economic Partnership, Political Coordination and Cooperation Agreement, known as the 'Global Agreement', is the cornerstone of the legal framework for relations between the European Union (EU) and Mexico. Currently, the EU and Mexico are exploring possible ways to update and modernise the Agreement, to factor in the transformations that have occurred in the past decade and half. The study addresses how the EU-Mexico relationship has evolved since the entry into force of the Agreement in 2000 and evaluates the results achieved within each of its three main areas (political dialogue, cooperation and trade), as well as in the EU-Mexico Strategic Partnership from 2008. Against that background, it assesses the options for updating the Agreement and provides specific recommendations in this regard. The study focuses in particular on the EU-Mexico Joint Parliamentary Committee (JPC), the forum for institutionalised interparliamentary dialogue between the European Parliament and the Mexican Congress. The study examines the JPC's role in monitoring the implementation of the Global Agreement and EU-Mexico relations in general, and sets out recommendations to improve the Committee's performance and to strengthen its participation in the process of modernisation of the Agreement.

These regulations are part of the "Tratado de Libre Comercio (TLCUEM), which is also one of the components of the Agreement on Economic Association, Political Concertation and Cooperation ("Global Agreement"). The Global Agreement through its three components - political dialogue, trade liberalization and cooperation- was at the time the most ambitious agreement ever constituted by the EU. The economic association component included in the Global Agreement - the TLCUEM- was the first overseas free trade treaty and served as an important precedent for later EU negotiations with other Latin American countries. The purpose of this essay is to analyze the reasons that led Mexico and the EU to the constitution of this treaty; to describe the main challenges of the Global Agreement negotiations of different components; and to briefly review the results of the first three years since the TLCUEM enforcement.

Although the current framework for trade relations has functioned adequately, the agreement's trade pillar does not cover new trade issues that have gained in importance in the past two decades, nor does it reflect more recent political and economic developments in the EU and Mexico. The two parties have for this reason been working on modernising the Global Agreement's trade pillar since 2013, in order to adapt it to the new realities of global trade, geopolitics and investment policies. Through this modernisation, the EU and Mexico are seeking to unlock unfulfilled bilateral trade and investment potential by achieving the highest possible level of liberalisation while also securing better rules for all. Since June 2016, four rounds of negotiations have taken place in which a wide range of topics have been discussed. In the second half of 2017, the pace of negotiations is set to accelerate as both parties are eager to reach an agreement before the end of the year.
