Book excerpt: Undertaken at orphanages in Russia, this study tests the role of early social and emotion experience in the development of children. Children were exposed to either multiple caregivers who performed routine duties in a perfunctory manner with minimal interaction or fewer caregivers who were trained to engage in warm, responsive, and developmentally appropriate interactions during routine care. Engaged and responsive caregivers were associated with substantial improvements in child development and these findings provide a rationale for making similar improvements in other institutions, programs, and organizations.

It includes discussions on illicit rosewood, ivory, rhino horn, pangolin scales, live reptiles, tigers and other big cats, and European eel. The COVID-19 (coronavirus) pandemic has highlighted that wildlife crime is a threat not only to the environment and biodiversity, but also to human health, economic development and security. Zoonotic diseases - those caused by pathogens that spread from animals to humans - represent up to 75% of all emerging infectious diseases. Trafficked wild species and the resulting products offered for human consumption, by definition, escape any hygiene or sanitary control, and therefore pose even greater risks of infection.

Available in PDF, EPUB and Kindle. Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. Available in PDF, EPUB and Kindle. Book excerpt: What are the ideal roles the mass media should play as an institution to strengthen democratic governance and thus bolster human development? Under what conditions do media systems succeed or fail to meet these objectives? And what strategic reforms would close the gap between the democratic promise and performance of media systems? Working within the notion of the democratic public sphere, 'Public Sentinel: News Media and Governance Reform' emphasizes the institutional or collective roles of the news media as watchdogs over the powerful, as agenda setters calling attention to social needs in natural and human-caused disasters and humanitarian crises, and as gatekeepers incorporating a diverse and balanced range of political perspectives and social actors. Each is vital to making democratic governance work in an effective, transparent, inclusive, and accountable manner. The capacity of media systems and thus individual reporters embedded within those institutions to fulfill these roles is constrained by the broader context of the journalistic profession, the market, and ultimately the state. Successive chapters apply these arguments to countries and regions worldwide. This study brought together a wide range of international experts under the auspices of the Communication for Governance and Accountability Program (CommGAP) at the World Bank and the Joan Shorenstein Center on the Press, Politics and Public Policy at Harvard University. The book is designed for policy makers and media professionals working within the international development community, national governments, and grassroots organizations, and for journalists, democratic activists, and scholars engaged in understanding mass communications, democratic governance, and development.

Available in PDF, EPUB and Kindle. Book excerpt: Why are some military organizations more adept than others at reinventing themselves? Why do some efforts succeed rapidly while others only gather momentum over time or become sidetracked or even subverted? This book explicates the conditions under which military organizations have both succeeded and failed at institutionalizing new ideas and forms of warfare. Through comparative analysis of some classic cases - US naval aviation during the interwar period; German and British armour development during the same period; and the US Army's experience with counter-insurgency during the Vietnam War - the authors offer a novel explanation for change rooted in managerial strategies for aligning service incentives and norms. With contemporary policy makers scrambling to digest the lessons of recent wars in Kosovo, Afghanistan and Iraq, as well as to meet the unfolding challenges of the new revolution in military affairs (RMA), understanding the sources and impediments to transformation has become critical.
