Book excerpt: This report explores the interrelationships among three processes: arms control verification, confidence-building and peacekeeping. It argues that in the current dangerous and unstable world, these three processes are undergoing changed demands, which brings each into closer relationship with the others. underlying this report is the premise that the synergistic relationships among these three processes can further contribute to international security, through both improved effectiveness and better use of limited resources. The study also emphasizes that the roles of the United Nations and other international bodies could be expanded and harmonized to contribute to greater transparency and security.

Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.

Book excerpt: Since the end of the Cold War, the Middle East has been the focus of various projects for the establishment of arms control (including CBMs) regimes. Whereas some of these projects were initiated at the global level, others were discussed and debated at the regional level. This book analyses the global and regional dynamics of arms control in the Middle East in the post-Cold War era. It examines American and European arms control projects, the contexts in which they were presented, the reactions of major regional actors, and their impacts on arms control efforts in the region. It assesses Arab perceptions of the motivations for and constraints on establishing arms control regimes. It also explores the prospects of regional arms control in the context of the ongoing Arab Spring with its ramifications for Arab regional politics, and provides a new perspective on arms control in the Middle East. This volume enriches the ongoing discourse, which to date has been dominated by mainly Western perspectives.

Lindsey gained a reputation as a leading defence scientist and military strategist for Canada’s Defence Research Board. His research and writing played a vital role in shaping Canadian policy in air defence, anti-submarine warfare, the militarization of space, and other areas of crucial concern in the nuclear age. The Selected Works of George R. Lindsey provides full access to a wealth of previously classified historical material regarding the scientific and technical aspects of Canadian defence and national security in the Cold War. Insightful and eye-opening, Lindsey’s writings shed light not only on one of Canada’s most influential civil servants of the Cold War era, but on the strategies, priorities, and inner workings of the Canadian defence establishment during an active and politically volatile period in world affairs.

Book excerpt: This volume addresses the central theme of adjusting the United Nations system in light of, firstly, the broadening definition of security, secondly, a perceived shift from modernity to post-modernity; and finally, the contemporary debate about reform, adaptation and institutional learning in multilateral institutions during transnational periods. The UN has not been successful in learning appropriate lessons that could facilitate requisite changes to its structure and operations. Thus the authors in this study focus on the lessons learned from the organizations' recent performance in collective security, preventative diplomacy, preventative deployment, peacekeeping, peacemaking, peace maintenance, and international legal, environmental and trade regulation.

Available in PDF, EPUB and Kindle. Book excerpt: The hardline view of Sino-Indian relations found in the published reports of Indian and Chinese security analysts is often at considerable odds with the more tempered opinions those same analysts express in private interviews and conversations. What is the reality of the increasingly important security relationship between the two countries? The authors of this new study address that question in depth. Sidhu and Yuan explore a range of key issues, including mutual distrust and misperception (perhaps the most important factor), the undemarcated border, the status of Tibet and Sikkim, trade, the tussle over various nonproliferation treaties, terrorism, the regional roles of the U.S. and Pakistan, and the impact of domestic public opinion and special interests. They do see a trend toward a more pragmatic approach in Beijing and New Delhi to managing differences and broadening the agenda of common interests. Nevertheless, they conclude, significant obstacles remain to the amicable relationship necessary for regional peace and stability, posing a daunting challenge to policymakers in these two rising powers.
