Book excerpt: Over the past two decades, economic theory has extended its field of application to non-market goods such as environmental resources and health. Although it is impossible to assign a price to these goods on the basis of market mechanisms alone, the fact that they have no price does not mean that they have no value. One technique in which economists have shown a marked interest is the contingent valuation method (CVM), which has mainly been used to assign a monetary value to environmental goods. It was first applied to natural resources used for recreational purposes. CVM has been applied to health only recently, so that studies in this field are relatively more scarce than those dealing with the environment, although several valuation methodology surveys are available. There has hitherto been no book which has drawn together and analyzed recent contingent valuations in the field of transport accidents. Contingent Valuation, Transport Safety and the Value of Life provides an overview of the experiments conducted in Europe (Denmark, France, the U.K., Sweden and Switzerland). While a number of contributions are critical, others show how the estimates obtained in the area of road transport can be used to assess the adverse health effects of other causes, such as public transport accidents or air pollution.

It includes entries on over 7,500 contingent valuation papers and studies from over 130 countries covering both the published and grey literatures. This book provides an interpretive historical account of the development of contingent valuation, the most commonly used approach to placing a value on goods not normally sold in the marketplace. The major fields catalogued here include culture, the environment, and health application. This bibliography is an ideal starting point for researchers wanting to find other studies that have valued goods or used techniques similar to those they are interested in. For those wanting to conduct meta analyses, the book will serve as an invaluable guide to source material. For those wanting to conduct meta analyses, the book will serve as an invaluable guide to source material. In addition to the print edition we offer access, for purchasers of the book, to a website providing the contents of as a searchable Word document and in a variety of standard bibliographic database forms. Contingent Valuation is an indispensable reference source for researchers, scholars and policymakers concerned with survey approaches to the problem of environmental valuation.

Book excerpt: Hans von Holst Royal Institute of Technology, WHO Collaborating Center, Sweden Ake Nygren Karolinska Institute, WHO Collaborating Center, Sweden Ake E. Andersson Institute for Futures Studies, Sweden n a recent study initiated by Harvard University, World Bank and I World Health Organization it was concluded that road injuries will be ranked from number 9 today to number 3 within the next two to three decades if authorities all over the world do not pay more attention to this significant problem. Injuries in traffic do not only concern the patient himself but also the relatives from an emotional point of view and the society from a socio economic point. Both emerging markets and industrial countries have significant experi ence of the events following a traffic accident. Much effort has been directed towards transportation of the victim from the scene of the accident to intensive care unit in the hospital. Simultaneously, the awareness of our knowledge about how these injuries should be prevented is striking. The focus of this second book of transportation, traffic safety and health is to further present some of the latest aspects in the area of mobility and its rela tion to planning of an optimal traffic safety with respect to our present knowl edge in the field. The volume contains a collection of contributions presented of scientists, clinicians and administrators at The Second International Conference on Transportation, Traffic Safety and Health, held in Brussels, Belgium, 1996.

Available in PDF, EPUB and Kindle. Book excerpt: Research on the monetary value of saving life and limb has produced results most laypeople would regard as nonsensical; however, researchers continue to try to make sense of these bewildering results and produce new studies. An almost forgotten theory of science can explain why this is so. Studies designed to obtain monetary valuations of life and limb have produced extremely diverse results. There is no consensus among researchers working in the field about the best research methods or the most credible results of research. However, this field of study continues to thrive. The methodology of scientific research programmes, a theory of science developed by the late philosopher Imre Lakatos, can help explain why a particular field of study continues to exist, despite not producing meaningful or easily interpreted results. Readers of the book will gain insight into internal norms of science that guide researchers to continue to pursue studies even if the findings, taken at face value, contradict the theoretical foundations of the research. Scientific theories can be upheld even when the evidence against them seems to be massive.

Book excerpt: "The authors interviewed commuters in Delhi, India, asking them to report their willingness to pay (WTP) to reduce their risk of dying in road traffic accidents in each of three scenarios that mirror the circumstances under which the majority of the road fatalities in Delhi occur. The WTP responses are internally valid, in the sense that WTP increases with the size of the risk reduction, income, and exposure to road traffic risks, as measured by length of commute and whether the respondent drives a two-wheeler. As a result, the "value of a statistical life" (VSL) is individuated-that is, it varies across groups of beneficiaries. For the most likely beneficiaries of road safety programs-the most highly exposed individuals-the VSL is about 150,000 PPP$. "--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: Many transport economists have for some time proposed marginal social cost as the principle on which prices in the transport sector should be based and, in recent years, their prescription has come to be taken more and more seriously by policy-makers. However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.

Book excerpt: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transp.
